Abstract
. The education system is of great importance for every country.
Therefore, developing the education system, creating plans, tactics, and
strategies to be implemented in this process is one of the main tasks set by each
country. This article will discuss the quality of education, the factors affecting it,
and how to improve the quality of the education system. Additionally, the tactics,
strategies, plans, standards used in the process of improving education quality,
and related issues will also be covered.
Key words:
Quality of education, education system tactics, strategies, plans,
standards, improving education.
Introduction.
Education can be considered the foundation and pillar of all
countries. This is because every decision, law, and ongoing event is based on
knowledge. Therefore, every country develops and implements the necessary
measures and strategies to improve and advance its education system. A
strategy is a plan that is clear, systematic, and aimed at a specific goal, designed
for the long term. During the process of implementing these strategies, many
large and small factors influence them. These include:
Creation and expansion of e-learning platforms;
Utilization of modern teaching technologies;
Enhancing teachers' qualifications and learning from international
experiences;
Effective management of educational institutions;
Reforming assessment systems and being able to provide proper
incentives;
Collaboration with manufacturing enterprises;
The active participation of parents and the broader community,
which is one of the most important factors.
Improving education quality is one of the most pressing issues today. It is
necessary to develop and implement effective strategies for the development of

the education system. For example, let us consider the education system of
Uzbekistan.
Strategies to improve the quality of education, it is important to first
understand the meaning of the word "strategy." The term "strategy" comes from
the Greek words "stratos" (army) and "ago" (to lead), and refers to a set of
planned actions designed for a long-term goal.
Over the last 5 years, many efforts have been made to improve the quality
of education in Uzbekistan. Below, we will examine the strategies for improving
education quality and the steps taken in Uzbekistan in this regard.
Digitalization of the Education System:
Creating and expanding e-
learning platforms in the educational process can reduce human intervention
and help prevent corruption in the education system. Moreover, the use of such
modern technologies, especially remote learning, provides great opportunities
for students, particularly for those who are parents. Providing online resources,
video tutorials, and virtual laboratories also contributes to improving the quality
of education. In Uzbekistan, the pandemic in 2020 led to the beginning and
expansion of online and distance learning. By 2023, over 20,000 interactive
educational platforms had been created in the country.
Improving Teacher Qualifications:
Enhancing teachers' professional
skills is crucial for improving the quality of education. It is important to study
the experiences of foreign countries or develop special programs for teachers.
For example, January is declared as the "Month for Teachers' Professional
Development," creating opportunities for teachers to work on improving their
skills. Regular qualification courses, seminars, and training programs should
also be organized for teachers. In 2023, over 500,000 teachers participated in
qualification enhancement courses in Uzbekistan, with important cooperation
between the public and private sectors.
Updating the Curriculum:
Revising educational programs based on
modern requirements, addressing existing shortcomings, and adding new
content also helps improve quality. For example, regular practical training
should be included in educational programs. Students can apply theoretical
knowledge in practice and gain experience. In Uzbekistan, several reforms have
been implemented, such as the Presidential decree in May 2022, which
introduced the "4+2" system for teacher training institutions. According to this
system, students in the 2nd to 4th years of pedagogical universities are required
to spend two days a week on practical training and the remaining days in class.

Reforming the Assessment System:
Instead of implementing foreign
assessment systems, it is necessary to create our own evaluation system.
Students' knowledge should be assessed through tests, oral questions, and
creative
assignments
to
determine
their
potential.
In Uzbekistan, many reforms have been made in the assessment system,
including the introduction of a 100-point system in schools. Formative
assessment and two types of summative assessments are now being used, with
one being teacher-determined and the other regulated by the state.
Strengthening Collaboration between Education and Employers:
To
ensure future employment for students, it is crucial to collaborate with
industries or set up internship and apprenticeship programs with employers.
In Uzbekistan, contracts between educational institutions and businesses are
gradually being signed to strengthen this collaboration.
Increasing Motivation:
Introducing incentive systems for students and
teachers, such as rewarding the best teachers and students with grants or
scholarships, is necessary to improve motivation. In Uzbekistan, in 2023,
teachers' salaries were increased by 1.5 times as part of the efforts to
motivate them.
International Cooperation in Education:
Participation in international
quality standards, such as ISO 9001 (in which the State Testing Center
became a member in 2020), KPI (Key Performance Indicators), TQM (Total
Quality Management), and TQC (Total Quality Control), also helps in
enhancing
the
quality
of
education.
In 2023, more than 50 international cooperation programs were
implemented in higher education institutions in Uzbekistan.
These strategies reflect Uzbekistan's continuous efforts to improve the
quality of its education system, with significant progress being made in various
areas.
Conclusion.
For the successful implementation of strategies to improve
the quality of education, all participants—state authorities, educational
institutions, teachers, students, and parents—must collaborate. By introducing
innovations, training qualified personnel, and increasing motivation, the overall
level of the education system can be raised.
Increasing the effectiveness of the educational process by involving parents
is crucial. This involves engaging with each student's parents individually,
strengthening communication with the community, and collaboratively
addressing issues. Openly sharing updates about the activities and challenges of

educational institutions, as well as involving the community in the education
system, is of significant importance for improving the quality of education.
