No. 1 (2023) Reforms in the field of legal personnel training in Uzbekistan: analysis of results and prospective tasks

The study of foreign and national experience shows that the Ombudsman institution is a significant body in both the national and international systems for the protection of the rights and freedoms of children. Moreover, the new Constitution of the Republic of Uzbekistan recognizes children and youth as one of the most socially significant population groups. Consequently, the conducted research reveals that the formation and improvement of the institution as a “Child Ombudsman” will be an important step aimed at ensuring the protection of the rights and legitimate interests of every child in our country.

Статъя посвящена вопросам оценки деятельности государственных гражданских служащих с использованием компетентностного подхода. В работе проводится тщательный анализ теоретических аспектов компетентности, определяются основные преимущества и ограничения данного подхода в контексте оценки персонала. Особое внимание уделено методикам оценки, включая критерии и индикаторы оценки, методы и инструменты оценки компетенций, а также детально рассматривается процесс проведения оценки. Автор исследует текущие вызовы и проблемы в оценке деятельности служащих, предлагает пути совершенствования процесса оценки и приводят примеры успешных практик. В заключении формулируются основные выводы исследования и предлагаются рекомендации по дальнейшему развитию компетентностного подхода в оценке деятельности государственных гражданских служащих.

The scientific study of the legal status of the token as an object of civil rights allows to introduce the practice of working with the token and its effective use in all areas of the digital economy of the Republic of Uzbekistan. Within the defined scientific problem of civil law, it is urgent to carry out research on the issues of determining the theoretical and legal nature of the token as an object of civil rights and determining the characteristics of civil treatment in modern macroeconomic conditions. In this article, the author made proposals for the future development of the legislation of Uzbekistan in this area, focusing on the tokenization process and its legal regulation. This research was supported by a Marie Curie Research and Innovation Staff Exchange scheme within the H2020 Program (grant acronym: Central Asian Law, no 870647).

Повсеместное распространение цифровых устройств и огромное количество генерируемых ими данных сделали цифровые доказательства все более важным компонентом уголовных расследований и судебных процессов.

This paper explores the concept of "dual legal system" in the context of international financial centers (IFCs). The work considers the main aspects and characteristics of such a system, which implies the coexistence of various legal norms and jurisdictions within one MFC. The main reasons for the emergence of dual legal systems in the MFC, as well as their impact on financial activities and investments, will be analyzed.

In the first years of independence, as in the whole country, the demand for qualified doctors was one of the urgent issues in the valley regions, including the Namangan region.

Despite the reforms carried out in the field of healthcare in the country during the years of independence, several problems remained due to objective reasons. In the first years of independence, the local government paid attention to the issues of training and improving the professional skills of medical workers in the Andijan region. As a result, Andijan and Asaka medical schools were transformed into medical colleges. The Department of Training of high-class nurses was opened at Andijan State Medical Institute. Because training specialists for hospitals, especially rural medical centers, was one of the most urgent issues.

During the period of impact on the economy of the COVID 19 pandemic, the world’s traditional economy has come to the need for a transition to a new “digital economy”. Such transition is possible only under the conditions of the widespread introduction of promising technologies, as well as the scientific and technological orientation of society towards the introduction of innovations. The article highlights several options for regulating digital assets in legal doctrine, which in turn are divided into several approaches.
