HUMAN RIGHTS AND THE UNIVERSAL DECLARATION AND ITS
REFLECTION IN THE CONSTITUTION OF THE REPUBLIC OF UZBEKISTAN

Abstract: this article shows the unique features and similar and
dissimilar of the laws mentioned in the Constitution of the Republic of
Uzbekistan and the human rights and the Universal Declaration, accurately
clarifies every features by giving examples

The greatest achievement of Uzbek people is Constitution of our country
– the result of national Independence of our homeland. Paying attention to
order and behavior for a long time traditional habit. There were a lot of laws
which served for the countries strength and its national benefits in some
countries till Temurids period and later period. The first Constitution of the

republic of Uzbekistan appeared as a result of our countries historical
experience. For instance, in the introduction part of our Constitution, it was
mentioned that creating or making it was based on the historical experience
of Uzbek country.
The Constitution of the Republic of Uzbekistan is great and attentive
national-historical document made because of providing to create
democratical and judicial State in their own location, owning their freedom
positive thinking and all of the human rights as well.
At the present time, laws of every country can be estimated according
to their level of human rights, that means how well they are expressed in the
Constitution. Cause is that, there is no any better document guaranteed by
nearly all countries in order to guarantee of human rights [1].
It is a fact that, human rights are the ones that nodiv can live without
them as they are natural, forever rights. Human rights and main freedom
give us chances providing our needs using our mental and spiritual abilities.
“The Universal Declaration of the Republic of Uzbekistan consists of30
articles and it has its own role among the laws as powerful ones in the
World.” [2].
It can be faced some articles about main human rights and liberty in the
Constitution of the Republic of Uzbekistan those are also mentioned in the
Declaration as well. They are followings:
- Citizens are equal (21- article);
- Protecting living rights (24-article);
-Liberty of everyone(25- article);
- Liberty of word, idea and belief(29-article);
-Liberty of religion and conscience (31-article);
-Rights of electing and to be elected (7- article),
Additionally, in other articles we can be informed about humans’ main
rights and liberty accurately and guaranteed by the Constitution and other
laws.
In the 3 rd article of Universal Declaration “Everyone has the right to
life, liberty and security of person” [3] and in the 24

article of the
Constitution of the Republic of Uzbekistan this kind of notion expressed as
well. It is clear from above mentioned examples, in the Constitution of
Uzbekistan every tradition of the Universal Declaration was given an
account of fully. For instance, 18

article of our main law “All citizens of the
Republic of Uzbekistan shall have equal rights and freedoms, and shall be
equal before the law, without discrimination by sex, race, nationality,
language, religion, social origin, convictions, individual and social status”.
This shows the power of our Constitution.
In conclusion, The Constitution of the Republic of Uzbekistan is a
national-historical document reflected all of the traditions of Universal

Abstract: Problems of a legal regulation of the procedural status of
teachers, psychologists, their participation in investigatory actions are
described in this article. Authors suppose that teachers and psychologists
are independent participants of the process, they propose that certain
modification in the Criminal Procedure Code of the Republic of Uzbekistan.
These modifications will help to define more exactly the status of the
teacher, the psychologist and their role in the process with participation of
the minor.
