ABSTRACT
The article describes the consistent continuation and further improvement of systemic reforms in the field of social
protection in the Republic of Uzbekistan, ensuring the rights of the population to receive social protection, the
effective activities of the state in providing social assistance and services.

INTRODUCTION
Social protection of the population in Uzbekistan has
become one of the invariable priorities from the first
days of independence and has gained great
importance at all stages of reforms. Since 1991, a legal
environment for social protection has been created in
the country, and its legal framework has been laid. The
principles of social protection are guaranteed by the
Constitution of the Republic of Uzbekistan and
reflected in the adopted laws. A powerful policy of
social protection was carried out by the state when
creating a socially oriented market economy in the
country. Especially in recent years, significant results
have been achieved in a number of areas, such as
ensuring the rule of law, solving social problems that
torment the population, ensuring openness and
transparency, strengthening freedom of speech
through the introduction of new mechanisms in the
process of working with public appeals.

To date, social protection policy has risen to a higher
level as a result of ongoing reforms. Also Decree of the
President of the Republic of Uzbekistan No. PF-6208
dated April 20, 2021 “On additional measures to
support entrepreneurship and youth employment, its
social protection and meaningful organization of free
time”, Decree of the President of the Republic of
Uzbekistan “Kam On measures to provide material
support to wealthy families and further expansion of
the fight against poverty" Decree No. PF-6277 dated
August 11, 2021 of the President of the Republic of
Uzbekistan "On additional measures to provide
material support to the population in need of social
protection" 2022 Decree of the President of the
Republic of Uzbekistan dated April 29 "On approval

No. 654 documents on bringing the provision of social
services to the population to a new level in terms of
quality, creating ample opportunities for the social
adaptation of disabled people in society, placing
orphans and children deprived parental care, family
care and other further support of alternative forms by
the state, ensuring systematic measures aimed at
improving the living standards of the population, social
protection and material support of citizens, indexing
their income depending on the level of inflation and
the minimum amount of relevant social payments.
Particular attention is paid to to ensure that consumer
spending is not less than the cost.
Social protection in a broad sense defines a set of legal,
economic, social measures that ensure social and
material protection of the country's population and
that have developed in society. Also, the care of the
state and society for citizens who need help and
assistance due to age, health, social status, lack of
livelihood, the elimination of sharp differences in
education,
culture,
professional
qualifications,
incomes of the population, living standards worthy of
a person by society, and is to promote human
development.
Main directions of social protection:

ensuring free socio-economic activity;
-
employment, choice of profession, study and
education;
-
income guarantee;
-
every citizen has income from his economic
activity;
-
protection of consumer rights, consumer societies;
-
ensuring the quality of goods and services,
guaranteeing consumption;
-
provision of medical services to the population; the
social security system and the provision of
pensions, benefits and various benefits to low-
income and low-income strata of the population.
Who needs social protection now? Who is the
"protected class" of the population? - the question
arises.

The coverage of the strata in need of social protection
is extremely wide, if you give an answer to this
question. For example, children from orphanages,
including “social orphans”, whose parents are the
children of people whose parents did not return home
due to labor migration. Disabled people left alone with
their incurable disease. Teenagers who got lost and
broke the law. An elderly person without a guardian at
home. Former prisoners without social rehabilitation.
Patients with cancer and other serious diseases.
Dysfunctional families and victims of domestic
violence, etc. It seems that some need temporary help
and some need long-term help. Therefore, it is
necessary to develop systemic measures that allow
targeted problem solving.
Now, if we think about the solution, based on world
experience, social protection is built on two pillars -
social security and social activity.
1. The social security system includes various programs
of payments in the form of funds financed by the state
and allocated by the Pension Fund.
2. The system of social work is a professional activity
aimed at helping people overcome their personal and
social difficulties through support, protection,
correction and rehabilitation.
Consistent measures are being taken in our country to
further improve the targeting of social services and
assistance provided to the population, the procedures
for social protection of the population are being
gradually digitized. In accordance with the Decree of
the President of the Republic of Uzbekistan “On
additional measures to automate the procedures for
the provision of state social services and assistance to
the population” dated August 4, 2020, a child
allowance and material assistance to low-income
families will be fully “Social” implemented through the
information system of the unified register of
protection.
The main objectives of the implementation of the
information system "Unified Register of Social
Protection" were defined as follows:
- radically reduce the number of certificates and
supporting documents required for the provision of
state social services and assistance, by automating the
process of mutual exchange of documents through the
use of interdepartmental electronic interaction;
- exclude a subjective approach to decision-making by
automating the processes of providing state social
services and assistance, an objective assessment of the
level of need of low-income families, as well as projects
in such areas as entrepreneurship, architecture, crafts,
represented by citizens who have served a sentence of
imprisonment;
- monitoring and analysis of the dynamics of changes in
the composition of the low-income category of the
population, improving the criteria for their assessment,
taking into account the socio-economic development
of the republic and regions;
- formation of a constantly updated single database of
state social services and recipients of social assistance;
- provide information to the relevant ministries,
departments and organizations for the provision of
services on a gratuitous or preferential basis in the
performance of the tasks and functions assigned to
them.
Based on the goals set in the development strategy of
New Uzbekistan for 2022-2026, and in order to
consistently continue and further improve systemic
reforms in the field of social protection, ensure the
rights of the population to receive social protection,

create an effective interdepartmental coordination
system in the provision of state social assistance and
Services, President of the Republic of Uzbekistan
"Uzbekistan Decree No. PF-175 dated July 25, 2022 "On
Approval of the Strategy for Social Protection of the
Population of the Republic of Kazakhstan". According
to the decree, the social protection strategy
implemented in the country covers four areas:
1. Social services - services and support are provided
depending on the individual circumstances of families.
This is the reduction of social services to the district
level. Women activists will be trained to work with
families in need and their activities will begin.
2. Social insurance system - the procedure for paying
women benefits for pregnancy and childbirth will
change. A social insurance fund is formed and funds
from the state budget are allocated to it.
3. Social assistance - the procedure for paying child
benefits will change. It is planned to establish a system
for the payment of child benefits paid to low-income
families through the conclusion of a social contract.
4. Employment support - vocational training will be
expanded, employment subsidies will be paid through
a social contract. In this direction, the main goal is to
provide the population with a permanent source of
income. Currently, some persons applying to the labor
authorities are involved in paid public works. But this is
a temporary measure and after a certain period of time
a person participating in public works will again be
unemployed.
Vocational training will be expanded to eliminate such
situations. That is, if the unemployed has a certain
profession, it will be easier for him to get a job. Once
employed, a person's need is eliminated and this
approach is long-term, not temporary.
The social protection strategy provides for the creation
of a system to guarantee a minimum level of social
protection for citizens.
Based on the foregoing, it is appropriate to make the
following suggestions:

Taking into account the current budgetary
possibilities in the field of social protection, it is
recommended to develop a national integrated
strategy for social protection and combine all its
functions within a single state coordination
mechanism.
-
It is necessary to create a unified structure of social
protection.
-
It is necessary to solve the problem of
inconsistency and fragmentation in the activities of
ministries and departments that are entrusted with
the functions of social protection.
-
establishment of unified control over the
observance of professional standards by social
workers,
- It is necessary to develop a roadmap for proposed
social protection reforms to consolidate social
protection functions in a single office that will be able
to proactively evaluate results through specific
indicators for evaluating reforms.
Therefore, the Strategy for Social Protection of the
Population of the Republic of Uzbekistan defines
priority areas and comprehensive measures for the
development of the system of social protection of the
population until 2030, and the implementation of its
Roadmap will ensure the achievement of the set goals.
Thus, the social protection of the population in the
Republic of Uzbekistan is a continuous process and is
continuously carried out as a result of reforms. The
country is implementing comprehensive measures
