Annotation.
This article is devoted to the necessity of the development of
communicative culture of specialists in the field of education on the activation of
international relations by ensuring the effective methods and tools in the educational
process, in the development of future specialists as competitive personnel. Also,
article highlights proficiency in English and Digital tools can significantly enhance
both language proficiency and the overall communication culture within customs
authorities.

Ushbu maqolada xalqaro munosabatlarni faollashuvi jarayonida
taʼlim sohasidagi mutaxassislarning muloqot madaniyatini rivojlantirish taʻlim
jarayonida boʻlajak mutaxassislarni raqobatbardosh kadrlar sifatida tarbiyalshning
samarali usul va vositalarni taʻminlash orqali mutaxassislarning muloqot
madaniyatini rivojlantirishda chet tillarini bilish zaruratiga bag‘ishlangan.
Shuningdek, maqolada ingliz tili mukammal o‘zlashtirish va raqamli vositalar
yordamida bojxona organlarida tilni bilish darajasini hamda umumiy muloqot
madaniyatini sezilarli darajada oshirishi mumkinligi ta’kidlangan.

In the context of globalization and growing interdependence among countries,
international cooperation in education has become a crucial element of national and
institutional strategies. One of the key competencies enabling such cooperation is the
communicative culture
of specialists in the field of education. This paper explores
the development of communicative culture as a foundation for the activation and
sustainability of international relations in education. It identifies essential

components, challenges, and strategies for improving this competency among
educators, researchers, and administrative staff.
The rapid globalization of educational processes necessitates effective
international communication. In this regard, the
development of communicative
culture among specialists in education
plays a vital role. Educators and
administrators must possess not only professional expertise but also the ability to
interact effectively across cultures, languages, and institutional systems. This
communicative culture enables active participation in international programs,
partnerships, and academic exchanges. In a modern life fast-paced, digitalization
plays a pivotal role in shaping and enhancing professional communication. As
organizations transition from traditional communication methods to digital platforms,
this shift is not merely operational-it represents a cultural transformation that impacts
collaboration, inclusivity, efficiency, and the overall work environment. The
professional communication culture within customs authorities encompasses the
norms, practices, and technologies used to facilitate effective and ethical
communication between individuals, foreign investors, participants of foreign
economic activity, governmental bodies and international organizations. In a
globalized world, customs operations are critical for ensuring border security,
facilitating legal trade, and enforcing compliance with international regulations. With
globalization and the expansion of e-commerce, the demand for real-time,
transparent, and responsive communication has surged. Digitalization is not just a
technological shift; it represents a paradigm change in how information is shared,
decisions are made, and professional culture evolves.
Effective communication in English is crucial for customs authorities involved
in international trade and cross-border cooperation, as it helps navigate complex legal
frameworks and regulatory compliance. English, as a global lingua franca, enables
seamless interactions between customs authority, traders, and international partners.
The proficiency in English improves cross-border regulatory compliance and ensures
smoother logistics, contributing to a more efficient flow of goods. The integration of
digital tools into training and communication processes enhances learning efficiency,
standardizes practices across borders, and fosters a culture of continuous professional
development. Professional Communication Culture in customs requires to issue the
set of norms, determination value of goods, increase language competencies, and
personnel behaviors in a professional level.
Internationalization in education refers to the process of integrating an
international, intercultural, or global dimension into the purpose, functions, and
delivery of postsecondary education.
When education specialists participate in international relations, they are
exposed to:

diverse communication styles;
multilingual and multicultural interactions;
Global academic discourse.
This exposure challenges and develops their communicative competencies,
making them more effective in cross-cultural collaboration. International partnerships,
such as academic exchanges and joint research initiatives, provide opportunities for
collaborative learning. Through these interactions, education specialists can share
best practices, discuss pedagogical strategies, and collectively address global
educational challenges [1].
In customs activity, professional communication culture entails crafting clear,
concise, and professional correspondence, engaging in effective negotiation, and
understanding legal and technical jargon related to trade and customs regulations. It
has been established that language barriers or ineffective communication can result in
delays and non-compliance with international trade agreements [2].
ESP provides specialized training tailored to the needs of specific professions. In
the customs sector, ESP focuses on customs-specific vocabulary, procedures, and
legal language. Studies indicate that ESP programs tailored to professional contexts
result in higher efficiency and better communication within specific fields of customs
authorities.
Currently, the training of customs officers begins with school education, and the
subjects of the main school curriculum are taught additional knowledge about
customs affairs and activities. This process is carried out through vocational training
for cadets of special classes specializing in the training and education of future
customs officers, who contribute to ensuring the economic interests and economic
security of our country in schools run by the Customs Committee in Tashkent and the
regions. In the future, this continuity in the training process will allow them to
become a talented cadet of the Customs Institute.
Currently, together with the Customs Committee and the Customs Institute, a
manual “Customs World” has been published, which is presented to all schools
subordinate to the committee throughout the republic and is widely used in the
educational process. This manual reflects examples of primary knowledge and
concepts in which the history of customs affairs and the current provisions, goals and
objectives are facilitated for students to master.
Providing foundational digital skills training alongside English proficiency
courses can mitigate technological barriers and enhance learner success. By widely
introduction digital tools and platforms we can increase the effectiveness of
professional communication of future specialists.
There are a number of new approaches such as: virtual classrooms & webinars,
AI-based language apps, simulation tools, collaborative tools.

Platforms like Zoom and Google Classroom enhance interaction among customs
personnel by enabling live, interactive lessons and workshops. Studies suggest that
live virtual training can improve participation, engagement, and knowledge retention
compared to asynchronous learning [3].
Tools like Grammarly, Duolingo for Business, and AI aid in language
correction, vocabulary building, and scenario-based training. AI-based solutions are
particularly effective in providing real-time feedback and helping learners practice
professional communication in diverse contexts.
Custom-designed simulations for customs declaration scenarios help personnel
practice complex decision-making in a controlled environment. Simulation-based
training has been widely acknowledged as an effective method for learning in high-
risk and complex domains like customs and border control [4].
Collaborative tools like MS Teams and Slack, integrated with language learning
bots, can encourage peer support and collaborative learning. Such tools facilitate
knowledge sharing and enable real-time discussions, leading to better outcomes in
workplace training.
By developing learning paths for different roles within customs authorities,
training programs can be tailored to the specific language needs of different
employees. The role-specific learning increases the relevance and impact of training
initiatives. Pre- and post-assessments can help measure improvements in language
proficiency and communication effectiveness. Monitoring metrics like the reduction
in supervisor edits or the number of successful communications can quantify
improvements.
Providing foundational digital skills training alongside English proficiency
courses can mitigate technological barriers and enhance learner success. Partnering
with programs or using open-source platforms can provide cost-effective solutions to
budget limitations, ensuring that digital learning programs remain affordable.
As a result of ensuring continuity in professional activity and teaching foreign
languages via modern methods, the following positive results can be achieved:
analyzing communicative tasks successfully, giving clear and accurate
information by using professional terminology;
attracting foreign investments and international grants for the development of
economic and financial areas in the specialty and customs infrastructure by studying
the fertile experience;
interaction with international organizations and customs authorities of foreign
countries on sectoral issues;
employees of border customs posts and complexes located in border crossing
points during customs control by oral interrogation with foreign citizens;

efficient use of modern technical means and information and communication
devices;
As a conclusion it is very important to note the importance of education and
study of foreign languages in the further development of the economy, science and
education, culture, generally in the whole fields. In today’s global educational
landscape, communicative culture is a foundational element for effective
international engagement. Educational specialists must be equipped with the
language, cultural, and interpersonal skills necessary to operate successfully across
borders. Through institutional reforms, professional development, and practical
engagement, this communicative culture can be fostered to support meaningful
international cooperation in education. Thanks to their innovative ideas, sciences and
deep knowledge, an employee who has mastered foreign languages makes a great
contribution to the positive and effective establishment of cooperation with foreign
organizations. Digital tools can significantly enhance both language proficiency and
the overall communication culture within customs authorities. Through tailored
training programs, customs professionals can improve their communication skills,
which leads to increased operational efficiency, better international cooperation, and
reduced administrative barriers.
