Abstract:
The provision of public services is primarily aimed at
significantly reducing state costs, increasing the prestige and image of public
services, further increasing citizens' trust in the state, and further strengthening
social, political, and economic ties between them. The article covers the areas of
research and practical application of public services.

Davlat xizmatlari ko‘rsatish avvalo davlat harajatlarini
sezilarli kamaytirish, davlat xizmatining nufuzi va imijini oshirish, fuqarolarning
davlatga ishonchini yanada oshirishga hamda ular o‘rtasidagi ijtimoiy, siyosiy,
iqtisodiy aloqalarni yanada mustahkamlashga qaratilgan.

Аннотация:
Предоставление государственных услуг направлено,
прежде всего, на значительное сокращение государственных расходов,
повышение престижа и имиджа государственной службы, повышение
доверия граждан к государству, дальнейшее укрепление социальных,
политических и экономических отношений между ними. В статье описаны
направления и проблемы практического применения исследований,
связанных с предоставлением государственных услуг.

Introduction.
From an economic point of view, we can consider the
concept of “public service” as the economic activity of the state and the product
of this activity. This approach is also consistent with the interpretation of the

concept of service as “an intangible good created, produced or provided as a
result of economic activity, or a process aimed at increasing or giving a new look
to the consumer properties of the good”. Based on this interpretation, “... it is
important for the state to ensure the necessary level of the quality of life and
livelihood of the population, guaranteeing its economic activity, while
contributing to the transformation of the qualitative nature of economic
processes into effective forms at the expense of limited resources”[1].
At the same time, the state can also stimulate or restrict economic activity
through various regulations, legal acts and the granting of powers to regulate
the economy. This, in turn, does not have the character of a commodity due to
the economic nature of public services, but is an indirect service process aimed
at creating conditions and providing guarantees for the creation of products.
Main part.
In the research of Uzbek researcher S.M.Zakirova, it was
proposed to introduce a standard of public services as “...a list of basic
requirements for the provision of public services, taking into account the needs
of applicants and the financial capabilities of authorized entities, including a
normatively consolidated set of requirements for the form, content and quality
of public services”[2].
A significant aspect of the author’s research is that it is expedient to provide
pre-compiled packages of public services, which are combined on the basis of
the principles of maximum efficiency and convenience for applicants in the form
of “life situations”, “complex”, “complex” and “complex” and are provided with a
single request. According to S.A.Muratayev, “...public service is the activity of the
executive branch of government, which has the competence to implement the
functions, tasks and powers officially assigned to the public administration div
on the basis of laws, and is based on vertical subordination”[3]. S.A.Muratayev's
approach is legally interpreted and is largely based on the principle of
performance, which in turn partially excludes the possibility of public services
being provided by other persons and does not allow for a detailed disclosure of
their economic content and essence.
I.I.Jabborov proposed to “expand the provision of public services based on
the introduction of new public services, such as providing citizens with
information on pension provision, the amount of pensions and benefits, living
space, and housing ownership, and to unify duplicate services”[4]. The author's
proposal to reduce the transaction costs associated with the time spent on
services by gradually establishing branches of public service centers in

neighborhoods is significant and is an important source for expanding the scope
of our research.
Also, researcher X.A.Karjavova proposed “...to introduce social services in
the mahalla system based on the principle of ensuring access to all services
within the mahalla”[5]. In our opinion, X.A.Karjavova’s proposal to financially
encourage and recognize families in need of social protection in mahallas, to
bring the mahalla system to a new level in the direction of poverty reduction,
and to finance the increase in the activity of youth and women will lead to the
need to stratify the provision of public services to the population in the future
and, in turn, limit the universality of public services.
In recent years, we can witness that scientific research conducted within
the framework of the experiences of advanced foreign countries is aimed at
substantiating the need for a transition to the provision of public services and
the principle of “the state is the service provider - the population is the
consumer” (Table 1).

Conclusion.
Research on the provision of public services plays a critical
role in improving the efficiency, transparency, and accessibility of services
provided by the government. Through the analysis of various models, strategies,
and approaches in different countries, it becomes evident that integrating
modern technologies, enhancing service delivery mechanisms, and ensuring
active citizen participation are fundamental to the development of effective
public service systems.
The directions of research in this area are diverse, including the
digitalization of services, the optimization of public administration processes,
the improvement of service quality through customer-centric approaches, and
the introduction of innovations like artificial intelligence and big data analytics
to improve decision-making. These research areas not only contribute to
improving the quality of services but also ensure that public services are
responsive to the dynamic needs of society.
In practical terms, the application of these research findings can lead to
significant advancements, such as more efficient use of resources, reduced
bureaucratic inefficiencies, and greater accountability in the public sector. By
focusing on key factors such as inclusivity, transparency, and accessibility,
governments can create systems that are not only efficient but also equitable.
The study of public service provision also emphasizes the importance of
collaboration between the public and private sectors, as well as the adoption of
innovative practices that can adapt to the changing global landscape. In the
context of globalization, understanding global best practices and applying them
to local contexts will be critical for future improvements in public service
provision.

In conclusion, ongoing research and its practical application are essential
for the continuous improvement of public service systems, fostering a well-
functioning, transparent, and accountable government that meets the needs of
its citizens effectively and efficiently.
