INTRODUCTION
In the current pandemic situation, economic
development is very difficult
1
. We live in the 21st
century, the age of technology. Today, the role of
robots and automated systems in our lives is growing.
All the "dirty work" that does not require the human
factor is done by robots and systems controlled by
artificial intelligence. We see this in manufacturing and
services. PricewaterhouseCoopers and the University
of Oxford predict that by 2030, robots will occupy 30%
of jobs. This means that the unemployment rate, which
is still high, will increase

.
In the Address of the President to the Oliy Majlis, the
active transition to the digital economy has been
identified as one of the priorities for the next 5 years..
The digital economy, first and foremost, creates
opportunities to work in a region free of corruption. It
is the main neighbor of the "hidden economy".
Because numbers seal everything, they store it in
memory. Provides information quickly when needed.
In such a situation, it is impossible not to conceal any
information, to make secret agreements, not to give
full information about this or that activity. As a result,
legitimate economic resources are being squandered.
In particular, the correct and timely calculation and
payment of taxes, transparency of budget allocations,
funds allocated to the social sphere, schools, hospitals,
roads will be fully targeted. the ground is created.
Therefore, it is reasonable to say that digital
technology is the shortest path to development.

The main task is to implement the concept of "Digital
Uzbekistan-2030", which covers all areas and sectors.
The implementation of such a large project will
contribute to the complete and comprehensive
transformation of the economy of our country, to
ensure competitiveness.
Another
important
task
is
to
ensure
the
implementation of the resolution of the President "On
measures to widely introduce digital technologies in
Tashkent." The complex program "Digital Tashkent"
approved in accordance with the resolution provides
for a complete positive change in the image of the
capital by involving information and communication
technologies in education, health, transport and
utilities.
Fulfillment of these tasks will have a significant impact
on the socio-economic development of our country.
Uzbekistan pays special attention to the widespread
introduction of digital technologies in areas of great
importance for development.
According to experts, in the next 3 years, 22% of the
world's jobs will be created through the use of
information technology through the digitalization of
the economy.

.
The necessary measures are being taken to further
develop the software and information technology
technology park. These include expanding the range of
activities that can be introduced by the residents of the
Technopark, the widespread establishment of digital
education centers in the regions, the introduction of
enterprises.

information technology in the economy through the
involvement of residents of the Technopark.
In this regard, in order to increase and support the
number of local software developers, government
agencies have the right to sign contracts worth up to 1
billion soums on a competitive basis among the
residents of the IT park for talented young people.
opens the door to new opportunities, inspiring them to
new ideas. In order to further develop contactless
forms of communication between the population and
businesses with government agencies, a single
interactive portal of public services has been
developed (https://my.gov.uz). Today, more than 176
e-government services are provided through the Single
Portal.

One of the best examples of an effective system of
feedback between government agencies and the
public is the My Thoughts Community Appeals portal.
To date, the web portal has received more than 3.6
thousand applications, published more than 25.2
thousand suggestions and comments.
26 new services will be launched on the single
interactive state services portal, and the total number
of services will exceed 200.
Since the beginning of the year, 1.4 mln. e-services
were provided, an increase of 8.1% over the same
period last year.
At the same time, a list of 50 popular public services to
be introduced on the Single Portal by the end of the
year has been approved.
Today, the digital economy, the demand for e-
government services is growing day by day. But now
only 185 of the 780 types of public services are available
through the "electronic portal". In most organizations,
the digitization of business processes is limited to the
electronic document exchange. In this regard, the
further development of e-government and the
provision of modern public services for citizens are of
particular importance. In order to accelerate this
process, it is planned to implement 104 projects
covering the most important areas and issues.
For example, the introduction of the "Single Electronic
Medical Card" information system in the health care
system will help to create a single medical database of
citizens of the country, to monitor the health of the
population.
During this period, Inha University in Tashkent has also
worked effectively to develop international relations.
In March 2019, the first ASPEX BI SCHOOL school for
training business analysts in Uzbekistan was opened at
the university.
Particular attention is paid to teaching IT to young
people and creating the necessary conditions for them
to study in this field. The Ministry has worked to
organize the effective use of computer technology and
the Internet by the population and youth under the
"Five Initiatives" program.
A digital technology training center has been set up
and new jobs have been created. In addition, Amiti
University in Tashkent was established.
World experience shows that high goals in the field of
information technology can be achieved by

accelerating the process of training modern
programmers.
That's
why
the
One
Million
Programmers project has been launched to fill the gap.
Currently, trainings are conducted through the training
portal uzbekcoders.uz within the "One Million
Programmers" project. It offers free video courses in
the top four specialties, including data analysis,
android applications, web applications, and software
development, with Uzbek subtitles.
In order to involve the general public in the acquisition
of digital knowledge and the study of new specialties
in the field of information technology, our ministry is
working to expand the participation of young people
in the project "One Million Programmers".
Also, from the 2020/2021 academic year on the
inclusion of topics in the programming areas under the
project "One Million Programmers" in the programs of
specialties and computer science of secondary schools
in higher and secondary special education institutions
work is underway.
In conclusion, the launch of such large-scale projects in
the Year of Science, Enlightenment and Digital
Economy will rapidly increase the role and place of
digital technologies in our lives and their coverage
throughout the country.
The system is constantly evolving, large-scale and
complex projects are being implemented. At the same
time, we still have important tasks to perform.
Today, both individual companies and entire countries
have access to accumulated information resources
that allow them to create high-tech goods and services
from the traditional market system associated with the
processing of growing resources using industrial
technology and the industrial method of mass
production of goods. based on the transition to the
system. The most striking example of this is the
transfer of production of goods and services by the
largest corporations in Europe, the United States and
Japan to countries that are lagging behind in their
scientific development. That is, in fact, the leading
countries in their development sell the collected
information to countries that do not have the
necessary knowledge and experience, but have
significant labor resources, on favorable terms for
themselves.
Traditionally, competitive advantage has been ensured
by a strategy based on the following factors: costs
(ownership, use, training, technical support, etc.); time
(production cycle, development, etc.); flexibility
(changes according to customer requirements,
additional features, equipment, etc.); quality (need for
replacement, correction of defects, etc.); innovation
(i.e., based on the use of innovation, scientific
achievements and best practices in the field of
technology, technology, labor organization or
management, provides a qualitative increase in the
efficiency of the production system or product
quality).
Based on the above, we can say that information and
information technology can be the basis for both
individual enterprises and society as a whole, and their
implementation and dissemination can provide many
competitive advantages in various areas of human
activity.
An information system of an enterprise can be called a
system that shows the entry and exit points of
information, its direction of flow and the relationship
between them.
In today’s economy, the processing and exchange of
information can bring more benefits than the
movement of goods from seller to buyer. The value of
a company is increasingly determined not only by its
material wealth (buildings, equipment), but also by
intangible assets such as people, ideas, technologies,
as well as the company's strategy of combining and
using key information resources.
An important part of these data flows consists of
procedures that can be easily automated, which opens

Today, the rapid penetration of modern information
and communication technologies into the human
lifestyle and consumer demand for the product,
including easy and convenient access to complete
information about the product, the ability to order
from anywhere in the world, as a result of being able to
change at will, to acquire quickly, etc., social relations
have changed, leading to the creation of new

and
platforms
of
developing enterprises and societies in a competitive
environment.
New technologies and platforms have led to large-
scale reduction of transaction costs in enterprise
management, consumers and all related activities, and
have created closer links between the state and
businesses. As a result, a digital economy based on
network services has emerged. One of the main
reasons for the expansion of the digital segment is the
development of the transaction sector, which today
accounts for 70% of GDP in developed countries.
