HARMONY OF SECULAR AND RELIGIOUS VALUES IS A
FACTOR OF DEVELOPMENT

Abstract. This article broadly discusses the role of harmony between secular
and religious values in Uzbek society, the contribution of this harmony to social
stability, peace and development. Based on the policy pursued in the Republic of
Uzbekistan to ensure freedom of conscience of citizens, strengthen religious
tolerance and develop interethnic harmony, the balance of religious and secular
values is shown as an important factor in the country's development. The article
also analyzes the issue of building a peaceful and stable society through the
harmonization of constitutional principles, legislative approaches and spiritual
values.

Today, religious conflicts and political conflicts threaten stability and peace
around the world. Conflicts between religious and secular views undermine social
stability in many regions and hinder the overall development of humanity.
However, at the same time, the harmony of secularism and religious values can
become one of the main factors of development. Issues such as the relationship
between religion and politics, their impact on social life and their significance in
society are widely discussed in modern society. In this regard, Uzbekistan, with its
historical characteristics, interreligious and interethnic tolerance, differs from
many countries. The historical traditions of the Uzbek people, their high values of

living in harmony with representatives of different nationalities and religions, have
now become one of the main directions of state policy.
Uzbekistan's advanced experience in harmonizing religion and politics serves
not only to ensure internal stability, but also to develop peace and cooperation in
the world community. The work of our President Shavkat Mirziyoyev, “Strategy
of the New Uzbekistan”, talks about the policy being implemented in the country
aimed at maintaining and strengthening spiritual development, interethnic and
interconfessional harmony. Uzbekistan's approach to preserving spiritual and
religious values, the aspirations of our people for mutual respect, peace and
stability, undoubtedly create the foundation for the transition to a new stage.
The Law “On Ensuring Freedom of Conscience of Citizens in the Republic of
Uzbekistan and the Concept of State Policy in the Religious Sphere”, adopted by
the Legislative Chamber of the Republic of Uzbekistan on February 11, 2025, is
also an important part of this process. This law defines the policy implemented in
the religious sphere in our country to ensure spiritual freedom, freedom of
conscience and the protection of religious values. This document serves to
strengthen religious tolerance in our country, support friendly relations between
different religious movements in society. The Concept embodies freedom of
conscience, secularism, the basic principles of a secular state[1.54], and these
principles are aimed at developing democratic values in the country and ensuring
freedom of belief of citizens.
Uzbekistan, as a secular state, is based on such fundamental principles as the
separation of religion from politics, the independence of religious organizations,
and freedom of belief. Harmonizing worldviews and religious values, ensuring the
place of religion in society, and strengthening the social stability of society are of
great importance. Secular values are based on general human principles such as
human rights, democracy, the rule of law, science, and education. Religious values,
on the other hand, promote such qualities as spiritual and moral purity, tolerance,
kindness, and patience. These values, when combined with each other, ensure

stability in society and have a positive impact on the social development of the
state.
Religious values play a major role in shaping the culture, traditions, morals
and lifestyle of the people of Uzbekistan, and in strengthening national unity. All
this helps to maintain the unity, mutual respect and kindness of the people [3.74].
At the same time, religious values inspire society with social stability, and also
serve to prevent the spread of dangerous ideas such as extremism and radicalism.
The harmony of secularism and religious values is the most important factor
in strengthening justice, equality and peace in society. Harmony between religion
and secular values ensures social justice, supports sustainable development, and
strengthens peace and tolerance. Uzbekistan's approach as a secular state serves to
maintain a balance between the state and society and ensure stability.
Today, maintaining harmony between secularism and religious values is very
important for ensuring stability and development in society. Secularism prevails in
society, ensuring freedom of belief, religious equality and tolerance for all citizens.
At the same time, religious values serve to educate spiritual and moral purity,
mutual respect and tolerance in society[3.69]. Religious values play an important
role in the formation and transmission of the culture, traditions and ethics of the
people of Uzbekistan from generation to generation. These values help to ensure
social stability in society and strengthen cohesion.
The harmony of religious and secular values also plays an important role in
preventing dangerous trends such as extremism and radicalism. The principles of
tolerance and peace serve as the foundation for peaceful and harmonious
coexistence in any society. The social policy of Uzbekistan ensures religious
tolerance, interethnic and interconfessional harmony, and also helps to expand
international cooperation [5.69] .
The harmony of secular and religious values is an important factor in ensuring
the development and stability of Uzbekistan. This harmony creates the foundation
for peace, stability and progress in society. Maintaining a balance between

religious and secular values helps to ensure the spiritual and moral development of
citizens, and to encourage their active participation in social life. Uzbekistan's
policy as a secular state serves to promote the country as a peaceful, calm and
developing state. At the same time, the harmony of religious and secular values
around the world is a key factor in peace, stability and progress in society.
