Abstract:
Our article "Human Rights and Freedoms" discusses the necessity of human rights and freedoms. The
article outlines the basic principles of human rights, the procedures necessary for their protection and
implementation. At the same time, the interdependence of freedoms and legal justice, as well as their necessity
for society and individuals, are analyzed. External and internal freedoms, external influence, inclusivity,
protection, and legal relations are also important topics in the article. The article allows for the explanation,
teaching, and analysis of problems in the field of human rights and freedoms. This article covers the significance
of human rights and freedoms in the formation of an independent and just society.

Introduction:
-Human rights are natural and inherent
rights, freedoms, and privileges that belong to every
person from birth.
-The fundamental purpose of human rights is to ensure
a person's ability to live in a legal and just order, to
protect their human dignity and honor, and to align the
regimes and decisions of governing bodies with the
principles of effective state governance.
- General understanding of the topic and its
significance: Human rights are the main reason for
ensuring human dignity and freedom. These rights and
freedoms should belong to all citizens and must be
protected on the basis of legal order and legal
provisions. Human rights and freedoms consist of laws
and other documents that are mainly applied in
ensuring the qualities, values, just regime and
governance necessary for human life. These rights and
freedoms define the fundamental principles of a
democratic society and a state governed by the rule of
law, ensuring justice and stability for people.
METHODS
- The main methods of protecting human rights are
provided by legislative acts and constitutional
doctrines. Laws, rules and procedures establishing
human rights are the basic skills of order and justice in
society, which are ensured to citizens with the
intention of justice, freedom and legal protection. The
Constitution is the fundamental law of the state and
aims to protect human rights, provide legal protection
and freedom to citizens.
- International human rights treaties also play an
important role in the protection of human rights.
International human rights treaties and agreements
signed by the Republic of Uzbekistan and many other
states are considered fundamental legal documents for
citizens. These agreements provide a source of basic
legal information for citizens and provide standards
related to the protection of human rights.
- Mechanisms for the protection and implementation
of justice are of paramount importance in protecting
human rights and contribute to ensuring legal order
and justice through the justice system. Justice
organizations play a vital role in implementing legal
procedures for the protection of human rights,
managing vaccines, and resolving legal relations.

This constitutional norm, in its essence, is closely linked
to the right of citizens, enshrined in Article 29 of the
Constitution, to seek, receive, and disseminate
information of their choice, as well as the right to
participate in the management of the affairs of society
and the state, as defined in Article 32. That is, citizens
create conditions for the exercise of other
constitutional rights by familiarizing themselves with
documents, decisions, and other materials related to
their rights and interests. [1]
Problems:
- Problems may arise in ensuring universal access to
human rights. These issues may also include the
general application of human rights, their registration
and protection by all citizens, procedures for direct
implementation, and the resolution of personal and
social problems.
- Adapting integrated human rights to society's needs is
also among the issues. Human rights and freedoms
should ensure equal quality and benefits for all citizens,
but this must comply with the decisions and
requirements of society. These issues encompass
important issues such as protecting the rights of
society's children, ensuring sexual stability, education,
employment, healthcare, choosing a lifestyle, and
others.
- Problems may also arise in addressing cultural and
social issues related to human rights. These problems
can manifest in society's specific literature, content,
customs, ethical norms, and decisions. This practice is
essential for a proper understanding, application,
implementation, and protection of human rights, and
in addressing them, it is necessary to use historical,
cultural, religious, and emotional sources.
Services:
- Human rights education and education campaigns are
essential services for educating and raising legal
awareness among people. These campaigns are aimed
at providing students, teachers, parents, and members
of society with knowledge about human rights,
studying legal order and justice, and increasing
information about laws and requirements related to
the protection of human rights. These campaigns can
be implemented through mutual partnership, lessons,
seminars, conferences, media, and social networks.
- The participation of civil society and the involvement
of concerns are considered essential services in
upholding human rights. These services can be
implemented through activities organized through
mutual partnership, community communication, and
support. These events are aimed at involving citizens in
expressing their opinions and decisions, meeting with
state organizations and organizations to protect human
rights, protesting to change the order that contradicts
human rights in society, spiritual campaigns, and other
concerns.
- The state's efforts and policies are also considered
essential services for promoting human rights. The
state's policy aimed at protecting human rights
includes processes such as the creation, amendment,
and implementation of laws, the creation of
institutions and organizations related to ensuring
human rights, and the distribution of financial,
economic, and social benefits for the promotion of
human rights. The state's policy aimed at promoting
human rights also plays an important role in protecting
human rights, and efforts aimed at promoting human
rights are ensured by people's desire for freedom,
justice, and legal protection.
At the same time, the legislation also establishes
additional mechanisms for ensuring the rights of
individuals involved in legal proceedings to access
information. In particular, Article 8 of the Law "On the
Court," Article 9 of the Civil Procedure Code, Article 10
of the Procedural Code on Violations, and Article 20 of
the Criminal Procedure Code stipulate that individuals
participating in court proceedings who do not
understand the language in which the proceedings are
conducted have the right to fully familiarize themselves
with case materials through an interpreter. [1]
CONCLUSION
In conclusion, strengthening the rule of law for the
protection of human rights, strengthening the
partnership between the government and public
organizations, and increasing the inclusiveness and
complexity of human rights analysis are necessary.
Revising the key aspects outlined in the article and
emphasizing the importance of continuing intervention
in the protection and promotion of human rights
requires the participation of society in human rights-
related activities.
In my personal opinion, the importance of protecting
human rights and freedoms largely depends on
changes, education, and real-life examples. At the same
time, it is necessary to inform students about human
rights and encourage them to actively participate in the
protection of human rights. It is recommended to
provide students with knowledge about human rights,
allow them to agree on issues related to human rights,
express their opinions, and support changes.
Element 19. In the Republic of Uzbekistan, human
rights and freedoms are recognized and guaranteed in
accordance with universally recognized norms of
international law and in accordance with this
Constitution. Human rights and freedoms belong to

everyone from birth.
In the Republic of Uzbekistan, all citizens have equal
rights and freedoms and are equal before the law
regardless of sex, race, nationality, language, religion,
beliefs, social origin, or social status. [2]
Suggestions:
1. Strengthening laws and regulations for the
protection of human rights: It is necessary to update
laws and regulations and strengthen procedures and
requirements for the protection of human rights. At the
same time, it is necessary to teach the implementation
of laws and practice in accordance with them to ensure
human rights and protect legal relations.
2. Strengthening partnership between government
and public organizations: The protection and
implementation of human rights can be carried out
through the partnership of government and public
organizations. Governments and public organizations
should jointly develop policies, programs, and efforts to
protect and promote human rights. Through these,
necessary issues are resolved, and human rights are
harmonized with the specific demands and necessary
obligations of society.
3. Increasing Inclusion and Complexity in Human Rights
Analysis: Human rights analysis requires both
inclusivity and complexity. This requires the
establishment of appropriate procedures for all aspects
of ensuring human rights, depending on such factors as
gender, nationality, religious beliefs, sexual identity,
health status, etc. Inclusion and complexity are
necessary to ensure the realization of human rights
with the intention of ensuring justice and legal
protection for all citizens.
