INCREASING EXPORT POTENTIAL IN UZBEKISTAN: PROBLEMS AND
PROSPECTS

Annotation:
This article explores the current challenges and future prospects for
enhancing the export potential of the Republic of Uzbekistan. It analyzes the impact
of ongoing economic reforms, government support for export-oriented production,
and the development of transport and logistics infrastructure. Despite positive
developments, several issues remain, including the raw-material-oriented structure of
exports, insufficient product competitiveness, and a low level of integration into
global markets. The article presents recommendations for diversifying exports,
increasing the share of high value-added products, and improving export
infrastructure.

Introduction.
In recent years, the Republic of Uzbekistan has been carrying out consistent
reforms aimed at a gradual transition to an open and competitive market economy,
expanding foreign economic relations, and increasing export volumes. Export activity
plays an important role not only in ensuring the country's foreign exchange earnings,
but also in developing national production, increasing employment, and accelerating
technological modernization.
In the context of globalization and deepening trade relations in the world
economy, a correct assessment of export potential, identifying existing problems, and
defining promising directions are among the urgent tasks for Uzbekistan. Such tasks
as diversifying the composition of export products in the country, increasing the share
of products with high added value, and capturing new foreign markets are becoming
an integral part of the economic strategy.
The purpose of this article is to analyze the export potential of the Republic of
Uzbekistan from an economic perspective, assess its current state, identify existing
problems, and develop practical proposals for future development directions.
The concept of export potential and its role in the economy.
Export potential is the ability of a country to supply goods and services to
foreign markets based on its existing production capacities, technological capabilities,
labor resources and market infrastructure. In economic literature, export potential is

considered one of the main indicators of a country's competitiveness in international
trade.
Through export activities, the flow of foreign currency earnings into the
economy increases, production volumes increase, new jobs are created, and the share
of science-based products increases. Countries with a high share of exports in GDP
are considered economically stable and competitive.
According to international trade theories, countries effectively participate in
foreign markets, relying on their comparative advantages. If in the classical theory
this advantage is associated with low production costs, then in modern approaches,
technology, quality, brand and logistics play an important role. Thus, increasing
export potential is an important factor in accelerating the country's economic growth
rates.
Analysis of export potential in Uzbekistan.
The Republic of Uzbekistan has implemented a number of organizational, legal
and institutional reforms in recent years to increase its export potential. The export of
products under the “Made in Uzbekistan” brand is encouraged, and exporting
enterprises are provided with tax, customs and credit benefits. According to statistics,
in 2023, Uzbekistan's total export volume amounted to 24.4 billion US dollars. The
largest share in the export structure is accounted for by industrial products, non-
ferrous metals, textiles, food products and agricultural products. Geographically, the
main trading partners are Russia, China, Kazakhstan, Turkey and South Korea.
However, the high share of raw materials in the structure of export products and the
relatively low export of finished products and high-tech products are noticeable. For
example, the export of raw materials such as raw cotton, gold and gas prevails, which
poses a threat from the point of view of economic security.
In recent years, Uzbekistan has also focused on exploring new markets. For
example, trade relations with the European Union have intensified under the GSP+
system. However, a systematic approach is required to fully exploit its export
potential.
Problems limiting export potential.
The main problems that prevent Uzbekistan from fully realizing its export
potential are:
1. Infrastructure and logistics problems: The insufficient development of the
transport and logistics system increases export costs. Technical and bureaucratic
obstacles at railways, highways, and border crossings slow down the movement of
goods.
2. Certification and standardization: When products intended for export do not
meet international standards, it becomes difficult to export them to foreign markets.
There are problems in obtaining quality certificates.

3. Weak financing and insurance system: Banks provide little credit to exporting
enterprises, and the export insurance system does not work well.
4. Lack of personnel and knowledge: There is a great need for specialists who
can manage export processes, as well as personnel with knowledge of marketing and
international trade.
5. Competitiveness problems: Local products cannot compete with competitors
in the international market in terms of price, quality, or brand value.
Practical proposals for increasing export potential.
The following prospects exist for increasing Uzbekistan's export potential in the
coming years:
1. Diversification of new markets: Expanding trade relations with European,
Asian and African countries along with traditional markets (Russia, China). Active
use of foreign economic missions.
2. Expanding the production of value-added products: Exports of finished
products bring greater benefits to the economy. In this regard, it is necessary to create
industrial clusters and innovative technoparks.
3. Financial support for exporters: Encouraging exporters through export credits,
subsidizing interest rates, and expanding insurance systems.
4. Certification and quality improvement: Creating technical assistance centers
for adapting products to international certificates.
5. Developing digital trading platforms: It is necessary to introduce products to
foreign markets through e-commerce and B2B platforms.
6. Training: It is necessary to strengthen training programs in the fields of trade,
marketing and international law.
Conclusion:
The development of Uzbekistan's export potential is one of the important factors
of economic stability and growth. The opportunities and resources available in the
country allow for the wider use of this potential. However, existing problems -
infrastructure, quality control, financial support, and the need for personnel - slow
down this process. Therefore, we put forward the following recommendations:
- Deeper development of export strategies by sector;
- Acceleration of product adaptation to international standards;
- Strengthening diplomatic and economic representations to enter new markets;
- Reorienting local manufacturers to produce value-added products.
The implementation of the above measures will allow Uzbekistan to fully utilize
its export potential, stabilize economic growth, and strengthen its positions in
international trade.
