THE CAUSATIVE FACTORS OF CORRUPTION
Abstract:
The normalization of corruption in society becomes an obstacle to its prevention as a
social incentive. Corruption is more widespread in a society with weakened moral standards.
Corruption is one of the social, political and economic problems that pose a serious threat to any
society and state today. Corruption also exists in Uzbekistan as a problem that threatens the
social stability, economic development and strengthening of democratic values of the country.

Introduction
Corruption is a serious problem that greatly harms the development of the state and society,
threatening economic, political and social stability. It plays an important role in the development
of mechanisms for identifying and effectively combating corruption-causing factors in the new
Uzbekistan, ensuring the stability of the state and establishing social justice. Corruption creates
moral, economic and political problems not only in the state system, but also in society, which
prevents the development of the country.
Literature analysis and methodology
Factors that cause corruption:
Economic factors: one of the main reasons for the prevalence of corruption in Uzbekistan is
economic inequality and injustice in the distribution of resources. Poverty, unemployment, and
the economic crisis, as well as limited access to public resources, exacerbate Corrupt Practices
for personal gain. These factors require the development of effective measures to study and
combat corruption in the segments of the population.
Political factors: weaknesses in the political system and unfair competition, as well as the lack of
proper competition between political parties, cause corruption to spread. The centralization of
political powers, the presence of corruption in the upper echelons of Public Administration, and
weaknesses in the electoral system make it difficult to fight corruption.
Social factors: insufficient development of social consciousness and blind acceptance of
corruption in society also cause major problems. The transformation of corruption into a normal
state in society becomes an obstacle to its prevention as a social impetus. In a society with
weakened moral standards, corruption is further expanded.
Legal factors: the failure of the legal system to function effectively, the non-independence of the
judicial system, and the non-fulfillment of laws create important barriers to the fight against
corruption. The corruption of the courts, as well as the inefficiency of law enforcement agencies,
further complicates the fight against corruption.

Anti-corruption mechanisms:
Economic mechanisms: to reduce corruption, it is necessary to carry out economic reforms,
reduce unemployment, promote entrepreneurship and improve social assistance systems. In
Uzbekistan, it is necessary to strengthen programs aimed at reducing poverty and strengthen
economic stability in order to ensure social equality.
Political mechanisms: ensuring political transparency, implementing democratic reforms and
reforming the electoral system are important mechanisms to reduce corruption. It is necessary to
increase political competition, to ensure free competition between political parties, to increase
openness and transparency in public administration.
Social mechanisms: to raise awareness in society against corruption, to strengthen the education
and enlightenment system, to promote moral values, and to engage in legal and moral education
against corruption. It is also important to promote the socially negative consequences of
corruption through cultural and religious organizations.
Legal mechanisms: it is necessary to reform the judicial system, strengthen the laws, ensure
judicial independence, introduce anti-corruption laws and control their strict implementation. In
the fight against corruption, it is necessary to strengthen the activities of law enforcement
agencies and give them wider powers.
It is necessary to thoroughly analyze the factors that cause corruption in the new Uzbekistan and
develop mechanisms to effectively combat them, to develop the country and ensure justice in
society. With the help of economic, political, social and legal reforms, it is possible to reduce
corruption and create a society free from it. Along this path, it is necessary for all social strata to
act together, to develop effective mechanisms to ensure transparency and Justice.
Corruption is one of the social, political and economic problems that today pose a serious threat
to any society and state. Corruption also exists in Uzbekistan as a threat to the country's social
stability, economic development and strengthening of democratic values. The analysis of the
factors causing corruption in the new Uzbekistan and the development of effective coping
mechanisms for their elimination is one of the pressing issues of today.
Lack of transparency in the management system, lack of openness in public procurement, tenders
and other important areas cause corruption cases. Lack of transparency leads to dishonesty and
injustice in the use of public services.
Increased social control is necessary when dealing with corruption. Public and civil society
organizations, the media help to make the work of government agencies transparent by
identifying cases of corruption and bringing them to the general public. The independent work of
the media is especially important in revealing cases of corruption.
The role of independent control and monitoring bodies is important in combating corruption.
These bodies investigate, analyze and make recommendations on the Prevention of corrupt
activities.
Legislative analysis the legal basis of activities to combat corruption-related acts is more
embodied in the current Criminal Code of the Republic of Uzbekistan. We can see this in the
following. The law of the Republic of Uzbekistan on the Fight Against Corruption in our country
was adopted by the legislative chamber on November 24, 2016 and approved by the Senate on

December 13, 2016. Approved by the president on January 3, 2017, it took effect on January 4.
The law consists of 34 articles .
Education and upbringing play an important role as an integral part of the fight against
corruption. It is necessary to instill youth in anti-corruption districts and cultures, to educate
them with moral values.
The law reinforces the basic principles of combating corruption as well as the important
directions of state policy in this regard, the system of competent authorities, citizens 'self-
government, civil society institutions, the media and citizens' participation in this area, as well as
international cooperation.
Implementation of mechanisms for harsh punishment of
persons involved in corruption, including financial fines, dismissal or the introduction of
criminal penalties.
Conclusion
Effective measures can be taken by collaborating with international organizations, sharing
experiences, and joining a global anti-corruption network.
In order to bring the norms of the law to life, by the decision of our president mentioned above,
the composition of the state Anti-Corruption Program for 2017-2018, the Republican interagency
Commission on anti-corruption was approved. In law enforcement agencies and their territorial
departments, certain activities are carried out to implement measures to prevent corruption in all
spheres of state and society life, and to timely identify corruption violations, put an end to them,
eliminate their consequences, possible causes and conditions.
The actions taken within the framework of these mechanisms are important to reduce corruption
in the country and improve public administration.
