This article shows that in the modern period, digital technological solutions are the main
determining force in the development of industries and sectors of the economy. Digital
transformation serves as the basis for the effective development of industrial and social
components of the life of modern society.

Keywords: digital technologies, efficiency, quality of population development,

production productivity, optimization.


The development of the digital economy on a global scale has an impact on all sectors

of the economy and spheres of social life of people. In the modern period, intelligent
technologies, robotics, open and big data technologies, blockchain are becoming more
widespread, various technological platforms are being developed and widely used.

For the development of the digital economy in the Republic of Uzbekistan, a solid

regulatory and legal framework has been created. In particular, the Decree of the President
of the Republic of Uzbekistan No. UP-6079 "On approval of the Strategy" Digital Uzbekistan
2030 "and measures for its effective implementation" dated October 5, 2020, the Decree of
the President of the Republic of Uzbekistan UE No.-4947 "On the Strategy of actions for the
further development of the Republic Uzbekistan "dated February 7, 2017, Decree of the
President of the Republic of Uzbekistan UP No.-5544" On the strategy of innovative
development of the Republic of Uzbekistan in 2019-2021 "dated September 21, 2018,
Resolution of the President of the Republic of Uzbekistan" On measures to further improve
and develop the national system of statistics Of the Republic of Uzbekistan "No. PP-4796 of
August 3, 2020, Resolution of the President of the Republic of Uzbekistan" On additional
measures to ensure openness and transparency of public administration, as well as
increasing the statistical potential of the country "No. PP-4273 of April 9, 2019, Resolution
of the President of the Republic of Uzbekistan No. PP-3832" On measures to develop the
digital economy in the Republic of Uzbekistan "dated July 3, 2018, Resolution of the
President of the Republic of Uzbekistan No.-4642" On measures to widely introduce digital
technologies in the city Tashkent "of March 17, 2020 and the Resolution of the President of
the Republic of Uzbekistan No.-4699" On measures for the widespread introduction of the
digital economy and electronic government "of April 28, 2020.

A large range of scientific works by researchers from the near and far abroad, as well

as domestic authors, is devoted to the digitalization of economic processes in the modern
period.

The study of scientific literature shows that a significant contribution to the

development of the theory of effective use of digital technologies in management processes

was made by such foreign scientists as N. Winner, K.S. Loudon [1], O. Machlup, JF Neumann,
M. Hammer, K. Shannon, W. Ashby and other scientists.

J. Frith emphasizes that when using big data, it is necessary to keep in mind the fact

that their interpretation and communication contribute to the optimization of information
processing, as well as are the key to correct management decisions [2].

The development of digital technological solutions, to one degree or another, was

devoted to such Russian scientists as V.M. Bondarenko [3], A.M. Venderov, S.Yu. Glazyev,
V.M. Glushkov, A.I. Dolzhenko [4], V.P. Kosarev, L.V. Lapidus [6], B. Panshin [7], A.N.
Romanov, Yu.F. Telnov, G.A. Titorenko, N.P. Tikhomirov, V.V. Trofimov, E.V. Shkarupeta, etc.

The issues of using digital technologies in industries and spheres of the national

economy of the Republic of Uzbekistan in their scientific research are considered by such
domestic scientists as R.Kh. Alimov, R.Kh. Ayupov, B.A. Begalov [8], T.F. Bekmuratov, S.S.
Gulyamov [9], R.A. Dadabaev, I.E. Zhukovskaya [10], Sh.U. Dzhanadilov, T.S. Kuchkarov,
Sh.G. Odilov, A.T. Shermukhamedov and others.

Based on the research of modern scientists, it can be concluded that the formation of

the digital economy has several main directions of development:

- creation of a new information infrastructure, in particular, the development of high-

speed Internet access, wireless communications, 5G networks, etc .;

- development of end-to-end digital technologies, including cloud technologies,

Internet of things, robotics, etc .;

- improvement of methods and technologies for processing and storing information

by introducing modern data processing centers;

- transformation of society and business, which, in turn, includes the digital literacy

of each individual citizen and employee, as well as the comprehensive development of the
individual;

- convergence of technologies;
- the emergence and development of new business models;
- development of new digital platforms;
- development and improvement of information and cyber security systems.
The digital transformation methodology is a system of theoretical knowledge,

provisions, concepts and limitations that find their confirmation in a complex of modern
methods, tools and techniques both within individual economic objects and industries, and
within the socio-economic system as a whole.

The goal of digital transformation is to create conditions for the systemic

transformation of industries and spheres of the national economy based on the effective
use of digital technologies and innovative solutions to gain competitive advantages in the
economic market and the entry of industries and spheres of the national economy into a
single global information space.

The main stages of digital transformation are shown in Fig. 1.
As evidenced by the research of modern scientists [7,9], at present, several main

approaches to the digital transformation of socio-economic systems have been identified:
process, sectoral, technological.

So, the process approach implies a change in the production process, in which each

individual element of the production chain is digitized using special digital transformation
tools.

The basis of the sectoral approach in the context of digital transformation is cross-

sectoral links, which allow the implementation of advanced ICT in order to create a single
digital space.

With a technological approach, the basis is a set of advanced technological solutions,

the implementation of which in industries and spheres of the economy ensures their
transition to the digital space.

Along with this, it should be noted that digitalization of the economy is possible only

if the following conditions are met:

- creation of digital resources within an integrated information system;
- development of mechanisms for the implementation and functioning of digital

platforms;

- creation of favorable conditions for the effective functioning and continuous

development of digital platforms and services.

The scientific literature describes the following stages of optimization of business

processes in socio-economic systems during the transition to the digital economy: analysis,
a plan for the implementation of new business processes and a description of each

operation of a new business process with an accurate indication of new technological
solutions, software products within a single information space.

After the introduction of new business processes in the activities of the organization,

it is necessary to control the implemented technologies, software products, the use of new
technical devices, the time and quality of the technological operations performed. Next, it is
important to calculate the economic efficiency of new business processes, and if these
calculations turn out to be effective, then the organization can safely switch to work in a
new technological mode.

Practice shows that as a result of the development of new technical and

organizational solutions, conditions are created for the renewal of production processes at
enterprises. Production costs are reduced due to the use of technologies that make it
possible to transfer the production process to an automatic mode and reduce the volume
of energy and water use. The quality of the products is improving.

In turn, the development of the digital economy contributes to the development of

digital literacy of the population, new digital tools, the optimal organization of
communication processes in society through the use of advanced information and
communication technologies (ICT).
