THE ROLE OF INNOVATIVE TECHNOLOGIES IN DEVELOPING
LITERACY COMPETENCE BASED ON NEW GENERATION TEXTBOOKS

Abstract:
This article analyzes the role of literacy competence in the
educational process, the importance of new generation textbooks, and the modern
approaches applied within them. Literacy competence is closely linked not only to
learning to read and write but also to developing independent thinking, analytical
skills, and communication abilities in the learning process. The article explores the
use and significance of innovative technologies in developing literacy competence
among primary school students.

It is impossible to imagine modern life today without the development of
science, enlightenment, and education. It is no coincidence that the development of
education is defined as a top priority in the
world’s
leading countries. This is because
a country's future prosperity is directly linked to the achievements it attains in the
field of education. At present, the educational activities of schools are being further
improved, once again reflecting our nation's age-old aspiration toward knowledge and
enlightenment. Our youth strive to lead a healthy and prosperous life, attain an
important position in their chosen profession, assume responsibility, and, in short,
achieve personal and intellectual excellence. However, in this process, alongside
acquiring education, it has become essential to be able to communicate effectively,
collaborate with others, discern the reliability of information in a digital era where
data is accessible at the click of a button, and demonstrate creativity. These are now
regarded as key requirements. In his Address to the Oliy Majlis and the people of
Uzbekistan on December 20, 2022, President Shavkat Mirziyoyev emphasized the
need to continue the ongoing reforms in the field of education. In the draft decree of
the State Program for 2023, he set forth the task of
“gradually
implementing new
curricula in general secondary education institutions from the 2023
–
2024 academic
year aimed at fostering universal and national values, patriotism, as well as the

development of communicative competencies, critical and creative thinking,
collaboration, and research skills among
students.”
This highlights the significance of
these reforms. [1] In line with this, textbooks for grades 1 to 4 have been newly
developed based on advanced international experience. Through completing the
exercises and tasks presented in the new textbooks, students in primary school
acquire the skills necessary to solve problems posed by international assessment
programs. These textbooks are designed to cultivate the knowledge and competencies
required to successfully adapt to the modern information society. The new generation
textbooks, published in 2023 by
“Novda
Edutaiment”
publishing house and
recommended by the Scientific-Methodological Council under the Center for
Educational Development, focus on enhancing the 4K s
—
communication, critical
thinking, creativity, and collaboration
—
as well as intensifying the educational
process. These resources help students develop the professional and social qualities
necessary for achieving future success. Mastery of these competencies prepares
students to actively participate in a rapidly changing world, approach problem-
solving with analytical thinking, generate new ideas, and engage in successful
communication with others. [2]
One of the main objectives of the modern education system is the development
of
students’
literacy competence. Literacy is not merely the ability to read and write
text, but also the capacity to apply acquired knowledge and skills in practice. [3] At
the same time, the newly published Mother Tongue and Reading Literacy textbooks
for primary school students demand significant effort and continuous research from
primary school teachers. These textbooks are not intended to have students simply
memorize ready-made rules, but rather aim to develop independent thinking through
creative reasoning. In this context, the use of innovative technologies plays a crucial
role in shaping and enhancing the competencies of primary school students.
Therefore,
teachers’
literacy in information and communication technologies (ICT) is
of vital importance. Today, improving both
teachers’
and
students’
digital literacy has
become essential for developing
students’
competencies. The term competence is
derived from the Latin word
“compete”
, which means "to strive for," "to be suitable,"
or "to correspond to." In modern educational usage, it refers to a set of specific
knowledge, skills, and abilities that an individual possesses. The term is also used to
describe the authority and responsibility assigned to a person or organization to
perform a specific task. Competence is a predetermined social requirement under the
authority of the state, which refers to the educational preparedness necessary for a
student to perform effectively in a specific field. It represents a complex educational

construct that integrates an individual's intellectual, volitional, creative, and
emotional attributes, ensuring the achievement of goals within dynamically changing
conditions. From this, it can be concluded that competence is a high-level personal
quality and a decisive outcome of the educational process. In the context of modern
education,
literacy competence
is viewed as one of the key functional skills a
student must acquire. This competence extends beyond mere reading and writing; it
includes the abilities to analyze and comprehend information, engage in
communication, and think independently. As UNESCO emphasizes, literacy today is
considered a form of
“broad
capability,”
where a
student’s
ability to express ideas,
understand written and spoken information, and communicate effectively are
essential criteria. [5]
Methodological Approaches to Developing Literacy Competence in New
Generation Textbooks
The methodological approaches aimed at developing literacy competence in new
generation textbooks possess distinct characteristics. These textbooks focus not on
traditional knowledge transfer, but on the development of the
learner’s
personality,
encouraging activity, independence, and creative thinking. This in turn lays a vital
foundation for the formation of communicative literacy, critical thinking, and
information processing skills. Methodologically, the textbooks have a modular
structure, with each topic encompassing core objectives, expected outcomes,
interactive tasks, and opportunities for self-assessment. This approach ensures active
student participation during the learning process and motivates them toward
independent learning. Additionally, the progressive complexity of tasks contributes to
the systematic development of literacy competence. Many of the new textbooks
incorporate abundant visual materials, color schemes, contextual questions, and
problem-solving scenarios to create an environment where students can freely
express their ideas. For example, through tasks such as composing texts based on
images, writing opinion-based sentences, or answering questions based on reading
passages, students develop not only reading and writing skills, but also abilities in
reasoning, selecting, and analyzing information. One of the major directions of the
ongoing educational reforms in schools is to organize the learning process in
accordance with modern requirements
—
namely, through a competency-based
approach. In this regard, the new generation textbooks have been developed in line
with this perspective, aiming to foster real-life skills in students. Textbooks designed
for primary education, such as Alphabet Book, Reading Book, and Mother Tongue,
include not only subject knowledge but also exercises and tasks that support the

development of competencies like literacy, independent thinking, communication,
and information analysis. The sequence of topics, accessible texts, age-appropriate
graphics, and supportive visual tools in each textbook increase student engagement,
participation, and literacy levels. The presence of differentiated approaches tailored
to individual abilities, real-life examples, and speech development activities in these
new textbooks enhances the quality of education.
The Role of Innovative Technologies
In
today’s
education system, the integration of innovative technologies has
become a crucial methodological tool. These technologies enable teachers to conduct
lessons in a more effective and interactive manner. Particularly in the process of
teaching literacy, the use of modern technologies
—
such as audio and video materials,
interactive platforms, multimedia tools, mobile apps, and QR code-based tasks
—
makes lessons more engaging, vivid, and comprehensible. For example, animated
videos and sound-based apps used in teaching letters in the Alphabet Book help
children quickly memorize letter-sound correspondences. In the Reading Book,
listening to texts read aloud supports students in understanding content, expanding
vocabulary, and strengthening literacy competence.
Innovative technologies:
•
encourage students to participate actively in lessons;
•
create conditions for independent learning and thinking;
•
foster speech development;
•
build skills in working with texts;
•
and most importantly
—
deepen literacy competence.
Conclusion
In conclusion, the integration of new generation textbooks with innovative
technologies serves as an effective tool in the development of literacy competence.
These textbooks are content-rich, methodologically consistent, and centered on
student activity. Enriching them with innovative technologies allows students to
acquire not only reading and writing skills, but also competencies in independent
thinking, communication, comprehension, and information analysis.
