Annotasiya

O‘zbekiston Respublikasi mustaqillikka erishgan ilk kunlardanoq mamlakatimiz 
hukumati  tomonidan  mudofaa  tizimini  barpo  etish,  professional  asosdagi  armiyani 
shakllantirish, uning tarkibini yuqori malakali, kasbiy mahorat va jangovar qobiliyatga 
ega bo‘lgan, o‘z individual-shaxsiy, ijtimoiy xususiyatlar bilan harbiy kasb talablariga 
javob bera oladigan professional kadrlar-shartnoma asosidagi harbiy xizmatchilar bilan 
ta’minlash  masalasiga  katta  e’tibor  qaratib  kelinmoqda.  Respublikamiz  Prezidenti-
Qurolli  Kuchlar  Oliy  Bosh  Qo‘mondoni  Sh.M.Mirziyoev  mamlakatimiz  armiyasi 
nafaqat infrastrukturasi, qurol-yarog‘ va harbiy texnika hamda miqdori jihatdan, balki 
mamlakat mudofaa qobiliyatining muhim omillaridan bo‘lmish shaxsiy tarkibning sifat 
jihatdan  tezkor  jangovar  salohiyat  va  qobiliyatga  ega  bo‘lishi  lozimligi  haqida  
bildirgan fikri,   lakatimizda  harbiy  sohada  olib  borilayotgan  islohotlar-Qurolli 
Kuchlarimizni  aynan  shartnoma  asosidagi  harbiy  xizmatchilar  bilan 
butlash(komplektlash)ga  qaratilgan  chora-tadbirlarni  amalga  oshirishda  asos  bo‘lib 
xizmat  qilmoqda.  Shu  o‘rinda  bo‘lajak  ofitserlar  vatanparvarlik  tarbiyasining 
nazariyasi  va  amaliyotini  o‘zlashtirish,  ularni  harbiy  xizmatga,  o‘z    Vatani  -
O‘zbekiston Respublikasini himoya qilishdagi burchlarini bajarishga har tomonlama 
tayyorlash  -  o‘quv  yurtlari  pedagogik  jamoalarining  muhim  vazifalaridan  birligini 
belgilab berildi.

O‘zbekiston Respublikasi mustaqillikka erishgan ilk kunlardanoq mamlakatimiz

hukumati tomonidan mudofaa tizimini barpo etish, professional asosdagi armiyani
shakllantirish, uning tarkibini yuqori malakali, kasbiy mahorat va jangovar qobiliyatga
ega bo‘lgan, o‘z individual-shaxsiy, ijtimoiy xususiyatlar bilan harbiy kasb talablariga
javob bera oladigan professional kadrlar-shartnoma asosidagi harbiy xizmatchilar bilan
ta’minlash masalasiga katta e’tibor qaratib kelinmoqda. Respublikamiz Prezidenti-
Qurolli Kuchlar Oliy Bosh Qo‘mondoni Sh.M.Mirziyoev mamlakatimiz armiyasi
nafaqat infrastrukturasi, qurol-yarog‘ va harbiy texnika hamda miqdori jihatdan, balki
mamlakat mudofaa qobiliyatining muhim omillaridan bo‘lmish shaxsiy tarkibning sifat
jihatdan tezkor jangovar salohiyat va qobiliyatga ega bo‘lishi lozimligi haqida
bildirgan fikri,

lakatimizda harbiy sohada olib borilayotgan islohotlar-Qurolli

Kuchlarimizni

aynan

shartnoma

asosidagi

harbiy

xizmatchilar

bilan

butlash(komplektlash)ga qaratilgan chora-tadbirlarni amalga oshirishda asos bo‘lib
xizmat qilmoqda. Shu o‘rinda bo‘lajak ofitserlar vatanparvarlik tarbiyasining
nazariyasi va amaliyotini o‘zlashtirish, ularni harbiy xizmatga, o‘z Vatani

-

O‘zbekiston Respublikasini himoya qilishdagi burchlarini bajarishga har tomonlama
tayyorlash - o‘quv yurtlari pedagogik jamoalarining muhim vazifalaridan birligini
belgilab berildi.

Uning taraqqiyoti va ma’naviy salohiyati ko‘p jixatdan ana shu harbiylar

o‘rtasida yuzaga keladigan o‘zaro munosabatlarning tabiatiga, ular amalga oshiradigan
murakkab ijtimoiy hamkorlik faoliyatining mazmuniga bog‘liq, har bir bo‘lajak ofitser
jamiyatda yashar ekan, u unda o‘ziga xos o‘rni va mustaqil mavqe egallashga intiladi,
shuning uchun u o‘ziga xos intilish, layoqat va faollik namunalarini namoyish etadi.

Harbiylar o‘rtasidagi o‘zaro munosabatlarni hamda har bir harbiyning

jamiyatdagi o‘rni va uning turlicha ijtimoiy munosabatlari tabiatini o‘rganuvchi qator
ijtimoiy fanlar mavjud bo‘lib, ularning orasida hariby psixologiya alohida o‘rin
egallaydi.

Harbiy psixologiya juda qadimiy va shuning bilan birga u o‘ta navqiron fandir.

Uning qadimiyligi insoniyat tarixi, madaniyati va ma’naviyatining qadimiy ildizlari
bilan belgilanadi. Ular aslini olib qaraganda, u yoki bu jamiyatda yashagan kishilar
o‘rtasidagi ijtimoiy munosabatlarning va tafakkurning xosilasi ekanligi bilan e’tirof
etilsa, u – o‘z uslubiyoti, predmeti va fanlar tizimida tutgan o‘rnining yangiligi

insoniyat taraqqiyotining eng yangi davrida shakllanganligi va rivojiga turtki
berganligi bilan tavsiflanadi.

Harbiy vatanparvarlik tarbiyasining sistemasi, o‘quvchi yoshlarni Qurolli

Kuchlar xizmatiga, Vatan himoyasiga axloqiy-siyosiy, psixologik, harbiy-texnik va
jismoniy tayyorlashni tashkillash, uning mazmuni, shakl va uslublari bo‘lib
hisoblanadi.

Yoshlarni harbiy vatanparlik ruhida tarbiyalash o‘sib kelayotgan yosh avlodning

millati, tili, kasbi va ishtimoiy kelib chiqishidan qat’iy nazar Vatanga bo‘lgan
sadoqatini shakllantirish, fuqarolik burchlarini va konstitutsiyaviy majburiyatlarni
bajarishga, jamiyat va davlatimizning manfaatlarini himoya qilishga qodir shaxslar etib
tarbiyalashga yo‘naltirilgan davlat organlari, jamoat birlashmalari va tashkilotlarning
ko‘p bosqichli, tizimli, maqsadli va muvofiqlashtirilgan faoliyatiga aytiladi. Yoshlarni
harbiy vatanparlik ruhida tarbiyalashda ta’lim muassasalarining faoliyati asosiy rol
o‘ynaydi. Har bir insonning, ayniqsa, endigina hayotga qadam qo‘yib kelayotgan
yoshlarning ongiga shunday fikrlarni singdirish kerakki, ular o‘rtaga qo‘yilgan
maqsadlarga erishish o‘zlariga bog‘liq ekanligini, ya’ni bu narsa ularning sobit qadam
g‘ayrat shijoatiga, to‘la-to‘kis fidokorligiga va cheksiz mehnatsevarligiga bog‘liq
ekanligini anglab yetishlari kerak.

Bu tarbiya, albatta umumiy tarbiyani ahloqiy, mehnat, estetik, siyosiy, jismoniy

turlar bilan uzviy bog‘liqlikda olib borilishi kerak. Yuqorida aytib o‘tilgan tarbiya
turlari orasida harbiy vatanparvarlik tarbiyasi muhim o‘rin egallaydi. Harbiy
vatanparvarlik tarbiyasi yoshlarni Ona-Vatanga, uning shonli tarixiga, tinchlikparvar
va bunyodkor xalqiga sadoqat va muhabbat ruhida tarbiyalash kerak.

Chaqiriqqacha yoshlar tayyorgarligi mashg‘ulotlarida, harbiy vatanparvarlik va

ommaviy mudofaa tadbirlarida o‘quvchi yoshlar Qurolli Kuchlardagi bo‘lajak
xizmatlari va Vatanimiz himoyasi uchun zarur bo‘lgan bilimlar, ko‘nikmalar va
malakalarni o‘zlashtiradilar. Ular bu mashg‘ulotlar va tadbirlar davomida harbiy ish
va xizmat asoslarida dastlabki ma’lumotlarni oladilar. Yoshlar Qurolli Kuchlarimiz
tarixini, uning bugungi kundagi Vatanimiz mustaqilligini himoya qilishdagi faoliyati,
Qurolli Kuchlar turlari va ularni vazifalari, Qurolli Kuchlardagi hizmat qilish
tartiblarni va boshqa ko‘p zarur bo‘lgan bilimlarni chuqur o‘rganadilar.

Shunday qilib, Chaqiriqqacha yoshlar tayyorgarligi mashg‘ulotlari va ommaviy

mudofaa tadbirlari yoshlarni harbiy vatanparvarlik tarbiyasida muhim ahamiyatga ega
bo‘lib, ularni Vatan himoyasiga tayyorlash dasturining asosiy o‘zagini tashkil etadi.

Bo‘lajak ofitserlarda harbiy – vatanparvarlik tuyg‘usini rijojlantirishning asosiy

omillaridan biri harbiy-vatanparvarlik ruhida tarbiyalash bo‘yicha mamlakatimizda
ham bir qancha ishlar amalga oshirilib kelinmoqda. Sababi yoshlarni harbiy
vatanparvarlik ro‘hida tarbiyalash davlat siyosatining ustuvor yo‘nalishlaridan biridir.

shiddat bilan rivojlanib borayotgan sharoitda yoshlarni harbiy-vatanparvarlik ruhida
tarbiyalash bilan bog‘liq dolzarb vazifalar va ularni hal yetish yo‘llari, davlat va
nodavlat notijorat tashkilotlari, oila, mahalla, ta’lim-tarbiya institutlarining bu boradagi
roli va ahamiyatini, o‘zaro hamkorligini milliy va xalqaro huquqiy normalarni hisobga
olgan holda belgilab berilib kelinmoqda.

Bo‘lajak ofitserlarda harbiy – vatanparvarlikni shakllanishi quydagilarda

namoyon bo‘ladi:

-

Bo‘lajak ofitserlarda harbiy – vatanparvarlik tuyg‘usini rijojlantirish xozirgi

kunning dolzarb va asosiy vazifalari hisoblanadi: - yoshlarni milliy g‘oya va Vatanga
sadoqat ruhida tarbiyalash, ularning qalbi va ongiga Vatan himoyasi sharafli va
muqaddas burch yekanini chuqur singdirish; qadimiy tariximiz va madaniyatimiz,
jonajon Vatanimizning mustaqilligi va ravnaqi yo‘lida fidokorona kurashgan milliy
qahramonlarimiz bilan faxrlanish, ularga munosib bo‘lish tuyg‘usini shakllantirish,
milliy armiyamizning qudrati va salohiyatiga bo‘lgan ishonchni kuchaytirish;

- milliy armiyamizga jismonan baquvvat va ma’nan yetuk yoshlar zarurligi,

harbiy xizmat har bir O‘zbekiston fuqarosi uchun muqaddas burch yekani haqidagi
tushunchani hamda bu boradagi nazariy-amaliy ko‘nikmalarnimustahkamlash;

- yoshlarda yon-atrofimiz va jahonda ro‘y berayotgan siyosiy-ijtimoiy

jarayonlarga milliy manfaatlarimizdan kelib chiqqan holda yondashish ko‘nikmalarini,
turli ichki va tashqi tahdidlarga qarshi mafkuraviy immunitetni shakllantirish;

- O‘zbekiston manfaatlarini nafaqat harbiy sohada, balki hayotning barcha

boshqa jabhalarida himoya qilishga tayyor turish, yurt uchun fidoyi bo‘lish – bu
bugungi kun talabi yekanini hayotiy misollar va ta’sirchan vositalar orqali yoshlar
ongiga singdirib borish.

Bo‘lajak ofitserlarda harbiy – vatanparvarlik ruhida tarbiyalashda ta’lim

muassasalarining o‘rni nihoyatda katta bo‘lib, ta’lim muassasasida ta’lim berish bilan
birga tarbiyaviy ishlar birgalikda amalga oshiriladi. Oliy ta’lim muassasalari
talabalarining harbiy vatanparvarlik ruhida tarbiyalashda ta’lim muassasasida
o‘tkaziladigan ma’naviy-ma’rifiy va tarbiyaviy tadbirlar, harbiy xizmatchilar bilan
hamkorlikda tashkil etiladigan tadbirlar orqali olib boriladi.
