Abstract:
This article analyzes the content and essence of regulatory and legal documents that govern
the teaching activities of preschool educators. The preschool education system is an essential stage in
ensuring the comprehensive development of children. Therefore, regulatory documents that regulate the
pedagogical activities of educators play a crucial role in improving their work efficiency, developing
methodological approaches, and defining their legal responsibilities.

Аннотация:
В данной статье анализируются содержание и сущность нормативно-правовых
документов,
регулирующих
педагогическую
деятельность
воспитателей
дошкольных
образовательных учреждений. Система дошкольного образования является важным этапом в
обеспечении всестороннего развития личности ребенка. Поэтому нормативные документы,
регулирующие педагогическую деятельность воспитателей, играют важную роль в повышении

Annotatsiya.
Ushbu maqolada maktabgacha ta'lim muassasalari o'qituvchilarining pedagogik
faoliyatini tartibga soluvchi me'yoriy hujjatlarning mazmuni va mohiyati tahlil qilinadi. Maktabgacha ta'lim
tizimi bola shaxsining har tomonlama rivojlanishini ta'minlashning muhim bosqichidir. Binobarin,
pedagoglarning pedagogik faoliyatini tartibga soluvchi me’yoriy-huquqiy hujjatlar ular faoliyati
samaradorligini oshirish, uslubiy yondashuvlarni ishlab chiqish va ularning huquqiy javobgarligini
belgilashda muhim ahamiyat kasb etadi.

Pre-school education is an important link
in the development of society and creates a
basis for intellectual, physical and moral
development of children. Educators play the
main role in this process, and their activities
are regulated on the basis of relevant legal
documents. In the Republic of Uzbekistan, a
number of regulatory and legal documents
have been developed on the development of
the preschool education system, which define
the rights and obligations of educators and
serve to ensure the quality of the educational
process.
This article analyzes the content and
nature
of
normative
legal
documents
regulating the activities of educators of
preschool educational organizations. For this
reason, in recent years, preschool education
organizations
further
expanding
their
activities, strengthening their material and
technical base, providing qualified pedagogic
personnel, making children well-rounded in
all aspects a number of regulatory and legal
documents aimed at education were adopted.

2017-PF ―5198 on measures to radically
improve the management of the preschool
education system, decree of September 30,
2017-PQ-3305 on the organization of the
activities of the Ministry of preschool
education of the Republic of Uzbekistan,
decree of September 30, 2018-PQ ―3955 on
measures to improve the management of the
preschool education system, decree of May 8,
2019-PQ-4312 ―approval of the concept of
the development of the preschool education
system numerical resolution, On July 30,
2018-Decree No. 595 on the procedure for
issuing permits for the activities of Family
Non-Governmental preschool organizations
and Family Non-Governmental preschool
organizations, on November 22, 2018-No. 944
on measures to further expand forms of
Public-Private Partnership in the field of
preschool education resolution, December 8,
2018 ―Resolution No. 999 on measures for
the gradual transition to compulsory one-year
preparation of children for Primary Education,
May 13, 2019-in resolutions No. 391 on
measures for the further improvement of the
activities
of
preschool
educational
organizations, the legal framework for the
activities
of
preschool
educational
organizations was created.
The subject “Regulatory framework in
preschool education” is envisaged to organize
effective work activities on the basis of legal
documents aimed at regulating and improving
the activities of preschool educational
organizations . This tutorial serves as a
scientific and methodological resource for the
heads of organizations, educators, Methodists,
students of the preschool educational direction
of higher education organizations operating in
the system of preschool education. In
particular, ”The Law on Education" and its
significance in practice are revealed. Attention
will also be paid to the issues of improving the
professional qualifications of educators and
improving
the
educational
process
in
accordance with modern requirements.
Special attention is paid to the
improvement and development of the
preschool education system in the Republic of
Uzbekistan, there are a number of laws,
statutes and methodologies in this regard
guidelines have been developed. These
documents, together with a clear definition of
the professional activities of educators, serve
to improve the quality of the educational
process, ensure the intellectual and physical
development of children. State educational
standards,
pedagogical
norms
and
methodological recommendations adopted for
preschool educational organizations serve as
the main guidelines for educators in planning,

implementing and evaluating the results of the
educational process.
The content and essence of regulatory
legal acts in the preschool education system is
not limited only to the regulation of
pedagogical processes, but also aimed at
protecting the rights and interests of children,
introducing modern educational methods and
ensuring the professional development of
educators.
The law of the Republic of Uzbekistan
“The Law on Education” in the new edition,
adopted on September 23, 2020, was
developed in order to strengthen the legal
framework of the educational system in our
country, ensure quality education and clearly
define the rights and obligations of all
participants in the educational process. This
law is aimed at modernizing the educational
system, adapting it to international standards
and further developing the principles of
continuing education in comparison with
previous edits.
The new law details aspects such as the
rights and obligations of educators, the
procedure for professional development
during professional activities, the system of
social protection and material incentives of
educators, the possibility of international
exchange of experience.
In
the
educational
process,
the
widespread use of modern technologies is
promoted. For example, e-learning resources,
digital
libraries
and
distance
learning
platforms will be improved. The use of
Information
Technology
in
preschool
organizations, schools and higher education
institutions is mandatory. In addition, the law
is aimed at bringing the country's education
system to international standards, improving
the quality of education and creating a legal
framework for all participants in the
educational process. Through this law, each
stage of education is clearly regulated, with a
special
emphasis
on
the
professional
development of educators, control of the
quality of education and the processes of
introduction of modern technologies.
This law is distinguished by the
following aspects:
1. The rights and obligations of
educators, educators have the obligation to
provide quality education to children, apply an
individual
approach
and
use
modern
methodologies. Their pedagogical activity is
constantly
associated
with
professional
development and certification.
2. Standards of the educational process
and pedagogical approaches, state educational
standards provide educators with guidelines
for the development and implementation of
programs
corresponding
to
the
age

characteristics of children. The introduction of
innovative
educational
technologies,
including e-learning resources, is required.
3. The system of social protection and
promotion provides a worthy assessment of
the work of educators, their social protection
and material incentives. An increase in the
amount of wages is provided for the provision
of additional benefits depending on the
qualification categories.
4. The introduction of international
experience in the preschool education system
of Uzbekistan, special attention is paid to the
implementation of pedagogical experiments in
accordance with international standards,
cooperation
with
foreign
educational
institutions.
International
accreditation
systems and assessment methodologies are
used to improve the quality of Education.
Practical significance of regulatory
documents
The documents adopted in the preschool
education system, together with a clear
definition of the professional activities of
educators, serve to improve the quality of the
educational process, ensure the intellectual
and physical development of children. State
educational standards, pedagogical norms and
methodological recommendations adopted for
preschool educational organizations serve as
the main guidelines for educators in planning,
implementing and evaluating the results of the
educational process.
It can be seen that when preparing
children for entrepreneurship from the first
period, great attention should be paid to the
cultural sphere. So, in order to form elements
of entrepreneurial culture in children, it is
necessary to pay attention to small-small
experiences of children, examples of creative
activity. In this case, when modeling the
academic-social trajectory of children in the
process of educational educational activities,
educators should not forget about the skills
and competencies that the times demand.
Although the existing regulatory legal
acts are being improved in the preschool
education system, there are some problems.
The degree of execution of documents in
practice.
Inadequate
legal
literacy
of
caregivers sometimes presents problems in
ensuring the full execution of documents.
Difficulties in the implementation of modern
technologies, infrastructural problems with the
introduction of digital technologies into the
educational process are observed. Improving
the qualifications of educators. To ensure the
continuous professional development of
educators, it is necessary to attract specialists
with international experience.
To solve these problems, the following
proposals will be put forward:

1. Increase special training and seminars
in order to increase the legal knowledge of
educators.
2. Equipping preschool institutions with
modern technologies and promoting the
widespread use of digital resources.
3. Establishing practical experience
exchange
programs
using
international
educational programs in improving the skills
of educators.
In conclusion, in the preschool education
system, regulatory legal acts regulating the
educational activities of educators are an
important factor serving the intellectual,
physical and spiritual development of the
child. The law and regulatory acts adopted by
the state are aimed at improving the
effectiveness of the educational process, while
regulating the activities of educators. Their
correct implementation in practice ensures the
formation of the future generation as a mature
person in every possible way. Therefore,
familiarizing educators with regulatory legal
acts and ensuring their effective use of these
documents in their work activities will serve to
further increase the quality of education in the
future.
