ABSTRACT
This article talks about the reforms aimed at the development of reading from childhood, the responsibility of parents
in raising children, the role of the family and preschool education organizations in the education of the young
generation as a well-rounded person.

INTRODUCTION
An important factor for a person to be educated,
upbringing, professional, and of course happy and
prosperous is to be a friend of books, always read
books and enjoy reading books throughout his life.
Books have a special place in everyone's happy,
perfect, peaceful and prosperous life. Because a good
book
raises a person’s love for the Motherland, respect
for national and universal values, encourages
goodness and benignity. Our folk wisdoms, which have
been polished for many generations and have been
showing the right path to many generations like a
guiding star, mention the importance of reading books
and promoting reading in order to develop human
characteristics. Today, the heat has given us back our
ancient high status as a reading nation, and at the same
time, we need to provide our knowledge and

intellectual property, which is a fundamentally
important factor in managing reading. Observing the
reading culture, creating content is a process of
national importance. For this reason, great importance
is attached to this process in our Republic. He has an
incomparable capital in instilling noble values and
traditions in the society, in raising the moral and
intellectual development of our people, especially the
young generation, in raising their thinking and
worldview, in raising a well-rounded person who lives
with love and loyalty to his motherland and people,
serious importance was given to raising the reading
culture.
Especially, at the initiative of the head of our state,
these issues were considered at the level of state
policy, and effective work was carried out. In
particular, on the basis of the action strategy for the
five priority directions of the development of the
Republic of Uzbekistan in 2017-2021, the great changes
that are being implemented in all fields and sectors,
first of all, are aimed at improving the social life of the
people, raising their spiritual and educational thinking,
organizing reading, creating an equally beautiful and
focused on creating a comfortable living environment.
Decree No. PD-
4789 dated January 12, 2017 “On the
establishment of a commission for the development of
the system of printing and distribution of book
products, the promotion and promotion of book
reading and reading culture” laid the groundwork for
the implementation of large-scale reforms in this
regard. On September 13, 2017, the adoption of the
decision PD-
3271 “On the program of comprehensive
measures for the development of the system of
publication and distribution of book products, the
increase and promotion of book reading and reading
culture” and the tasks set within it include publishing
book products in our country, created the ground for
great changes in improving the reading culture of the
population. In addition, on March 19, 2019, the
President of our state put forward the idea of “Five
important initiatives”. The fourth initiative is aimed at
organizing systematic work on raising the spirituality of
young people and widely promoting reading among
them. It is not for nothing that the President of the
Republic of Uzbekistan implements reforms aimed at
the
development
of
pre-school
education
organizations and the development of reading from
childhood. Children’s ed
ucation as well-rounded
individuals is created in pre-school educational
institutions. After all, “...another important issue that
always comes to our mind is related to the manners,
behavior and, in a word, worldview of our youth.
Today, times are changing rapidly. Young people will
feel these changes more than anyone else. Let the
youth be in harmony with the demands of their time.
But at the same time, he should not forget his identity.
Let the call of who we are, the descendants of great
people always echo in their hearts and encourage them
to stay true to themselves. How can we achieve this?

Therefore, the main task of a person, of every family,
of our society is to raise capable children, to raise them
to be physically and mentally mature people, loyal to
their parents and their country. The effectiveness of
the reforms taking place in various spheres of our
society is related to the formation of spirituality, the
study of the historical heritage of the Uzbek people,
and the revival of high traditions, and all this begins,
first of all, in the family and in preschool educational
organizations. Because a person is brought up in a
family and preschool education organization and
grows up in a family environment. The best qualities in
a person are formed in the family and preschool
education organization. Education in the family and in
preschool education organization is, first of all,
influenced by social interest. After all, as the first
President of the Republic of Uzbekistan stated, The
most pressing issue today is to raise a perfect human
being, to increase the responsibility of parents in
raising children, to arm them with pedagogical and
psychological
knowledge.
A
comprehensive
educational system for improving pedagogical
knowledge about Uzbek national values, national
culture, child upbringing and development is
implemented by both family and preschool education
organizations. In child education, these two directions
cannot replace one another, but one complements the
other [2].
Man is actually born for happiness and goodness, he
lives with this hope. But this is not the end of the
matter, in order to achieve this intention, he must
strive, show enthusiasm, and do good in order to see
good. The family plays an important role in the
formation of a person, in finding his place in life, in
gaining respect in the country, in emdiving the rules
of high morals. The family is a place in which a person
who ensures the continuity of life is formed, ethnic
culture, traditions, moral and national values are
preserved and developed, and the foundation of
economic and spiritual life, which determines the
development of society, is laid and strengthened. If the
family is harmonious and user - friendly, peace and
harmony will be achieved in the society, peace and
stability will prevail in the state. The “Family Code” of
the Republic of Uzbekistan also guarantees by law: “...
from strengthening the family, building family relations
on the basis of mutual love, trust and respect,
solidarity, helping each other and the sense of
responsibility of all its members before the family, any
consists in not allowing one person to arbitrarily
interfere in family affairs, ensuring that family
members exercise their rights without hindrance and
that these rights are protected” [3].
The duties and responsibilities of parents in the family
call for responsibility towards society. In this regard,

Imam al-Bukhari, Bahauddin Naqshband, Khoja Ahmed
Yassavi, Imam at-Termizi, who call people to spiritual
maturity, have a great place. The great scholar Abu
Nasr Farabi in his work “Talxisu Navomisi” (Essence of
Plato’s Laws) showed the development of human
perfection under the influen
ce of philosophy: “The
citizens of the city with good virtues are the happiest
people, and the improvement of laws to ensure
voluntary obedience to laws, is to strengthen their
rules” [
4].
In Ibn Sina’s educational views, family and family issues
are given a wide place. In the family, the father should
be an example of correctness and truthfulness,
honesty and sincerity in the conduct of his children in
all aspects, in the manners of speech, in the culture of
words, in the process of mutual interaction, and most
importantly in practical work. The scientist believed
that the main means of correct upbringing of a child in
the family is the formation of faith in his spiritual world.
Yusuf Xos Hojib pays great attention to the problems
of family life in his work
“Kutadgu bilig”. It explains in
detail about the duties and responsibilities of parents
in family relations, starting with marriage and starting
a family. In society, children warn their parents by
telling them to judge their behavior [5].
In the family, parents should teach their children the
need to learn, that a person will reach the peak of
maturity thanks to knowledge. The key to any field is
knowledge, intelligence and hard work. If a person
diligently acquires knowledge, applies it in practice,
sharpens his thinking by thinking, he will certainly
achieve his goal. Therefore, our parents should create
opportunities and a family atmosphere for their
children to study and engage in science. It is not for
nothing that our people say: “Parents are role models”
or “See her mother and marry her daughter” and “See
your wealth and take your daughter”. If the parents
themselves are well-educated, their every action will
be a visual tool for the children. Education is beautiful
with practice. Abdullah Avloni, in h
is work “Turkish
Gulistan or Morality”, wrote about the importance of
education: “After all, education is either life or death
for us; salvation or destruction; it’s a matter of either
happiness or disaster” [6], he makes a great
assessment, and emphasizes that education should be
shaped by the family, and for this, parents themselves
should be educated.
CONCLUSION
In conclusion, it should be noted that consistency in
continuous education is, in turn, the work of educators
who work hard to educate individuals who are loyal to
the Motherland, who have complete faith, who have
their own independent thoughts, who are capable in all
aspects, who can build their own future is important.
After all, it has always been considered an important
task that tomorrow’s development o
