ABSTRACT
Inter-ethnic harmony is a universal human value, it means the peaceful co-existence of different peoples in one region,
it determines the development of the region and the countries, and it ensures peace and stability on earth. Since
gaining independence, the Republic of Uzbekistan has been conducting a unique state policy in the field of inter-ethnic
relations. The article analyzes the legal basis of strengthening inter-ethnic relations.

INTRODUCTION
Inter-ethnic harmony, tolerance is one of the main
ideas of our national ideology, and in the course of
historical development, this issue has always been
important and decisive in the development of each
country. Ensuring inter-ethnic harmony is evident in
the development of each nation, preservation of its
language and culture, spiritual wealth. The fact that the
nationalities and peoples living in our country, people
of different religious beliefs live together in one space,
one homeland in Uzbekistan, caring, like-minded and
united in the path of a great idea, dream and hope,
clear goals and intentions - our people it is the result of
tolerance, which is of inestimable value. This quality
has always been characteristic of our people, our

President Sh. M. Mirziyoyev said, "We consistently
continue to provide the necessary conditions for the
development of their language, culture, traditions and
values for representatives of more than 130
nationalities and peoples in our country. I am sure that
the land of Uzbekistan, which has been famous as a
place of friendship and solidarity since time
immemorial, will continue to be a land of true humanity
and tolerance".
Since the first years of independence, the
development of the culture of inter-ethnic solidarity
and humanity, inter-ethnic and inter-confessional
unity, strengthening the harmony of citizens in society,
creating equal rights and opportunities for all citizens
regardless of their nationality and religious beliefs,
instilling in the young generation loyalty to the
motherland, respect for national and universal human
values, education in the spirit of love for the country
was defined as one of the main directions of the
country's policy in Uzbekistan. Therefore, our
Constitution and laws stipulate that all citizens have
equal rights and freedoms. Article 4 of our updated
Constitution states that "The Republic of Uzbekistan
shall ensure a respectful attitude toward the
languages, customs and traditions of all nationalities
and ethnic groups living on its territory, and create the
conditions necessary for their development" marked
as. Article 8 states that "All citizens of the Republic of
Uzbekistan, regardless of their nationality, constitute
the people of Uzbekistan" That is, the Constitution of
the Republic of Uzbekistan confirms that all citizens
have equal rights and freedoms, regardless of
nationality, language and religion. All opportunities
were
created
for
them
to
preserve
and
comprehensively develop their national culture,
programs and traditions.
In particular, Article 19 of our General Law stipulates
that "All citizens of the Republic of Uzbekistan shall
have same rights and freedoms, and shall be equal
before the law, without discrimination by sex, race,
ethnicity, language, religion, convictions, social origin,
and social status" That is, equality of citizens before
the law regardless of gender, race, nationality,
language, religion, social origin, creed, personality and
social status is established by law.
Ensuring inter-ethnic solidarity is an important
condition for the establishment of a democratic, legal
state in our country, and the formation of a civil and
just humane society. In order to create the necessary
conditions for representatives of different nationalities
living in our country to develop their language, culture,
preserve and further develop their national traditions,
on January 13, 1992, the Cabinet of Ministers of the
Republic of Uzbeksdan established the "Inter-ethnic
Cultural Center of the Republic about" was adopted. In
this decision, the Republican Inter-ethnic Cultural
Center was established and its composition was
determined. "The Inter-ethnic Cultural Center under

the Ministry of Culture of the Republic of Uzbekistan
was transformed into the Republican Inter-ethnic
Cultural Center. The Museum of Friendship of the
Peoples of the USSR was closed, and the House of
Friendship of the Peoples of Uzbekistan was
established on its base as a structural unit of the
Republican Inter-ethnic Cultural Center" .
Including further development of coordination in the
field of inter-ethnic relations in our country, educating
the younger generation in the spirit of loyalty to the
ideals of national independence, strengthening
friendship between peoples, helping the cultural and
spiritual needs of representatives of various
nationalities and populations living in Uzbekistan,
national cultural in order to develop the centers, on
April 8, 2003, the Cabinet of Ministers of the Republic
of Uzbekistan adopted the decision "On the activities
of the Inter-ethnic Cultural Center of the Republic".
This law lists the Republican Inter-ethnic Cultural
Center, its main duties and rights. For example, the
tasks of the Republican Inter-ethnic Center are as
follows.
-
to participate in the implementation of a
unified state policy in the field of inter-ethnic
relations together with relevant ministries and
agencies, the Council of Ministers of the
Republic of Karakalpakstan, hokims of regions,
cities and districts, as well as public
organizations;
-
encouraging, coordinating and awarding social
initiatives aimed at resolving the principles of
inter-ethnic harmony, developing the culture
of inter-ethnic relations;
-
to represent the interests of cultural centers in
state bodies, to coordinate their activities on
the implementation of the tasks mentioned in
the Regulation, to restore the unique national
traditions, customs and customs of the
representatives of various nationalities and
peoples living in the Republic of Uzbekistan;
-
coordinating the activities of cultural centers in
establishing relations with similar foreign
organizations, providing them with all-round
assistance in this matter, establishing a data
bank of inter-ethnic legal documents related to
the regulation of inter-ethnic relations;
-
participation in the development and expertise
of draft laws and regulatory documents related
to issues of inter-ethnic relations;
-
providing practical and methodical support to
cultural centers;
-
preparation of conclusions on documents
submitted
by
cultural
centers
during
registration from judicial authorities;
-
providing advice to public organizations on
issues of inter-ethnic harmony support,
development of culture and moral values of
representatives of various nationalities and
peoples living in the Republic of Uzbekistan;

providing organizational, legal, methodical
support, organizing conferences, seminars and
"round talks" in the implementation of
scientific and research work in the field of inter-
ethnic relations;
-
participate in the preparation of television and
radio programs and broadcasts aimed at
meeting the cultural needs of representatives
of
various
nationalities
and
peoples,
harmonizing interethnic relations, preparing
books,
pamphlets,
reference
books,
prospectuses, booklets and other types of
printed products;
-
conducting information-analytical work on the
activity of cultural centers and establishing the
necessary data bank on this issue .
On February 7, 2017, the President of the Republic of
Uzbekistan Sh.M. Mirziyoyev signed the decree No. PF-
4947 "On the strategy of actions for the further
development of the Republic of Uzbekistan". On the
basis of that document, a new stage of the process of
democratic development, economic stability, and
spiritual renewal has started in our country. Among the
five main areas, the ways of comprehensive
development of our country have been defined.
1.
Development of the system of state and
community construction;
2.
Ensuring the rule of law and further reforming the
judicial system;
3.
Economic development and liberalization;
4.
Development of the social sphere;
5.
To ensure security, inter-ethnic harmony and
religious tolerance and conduct a thoughtful,
mutually beneficial and practical foreign policy.
It has been confirmed once again that among these
directions, the issue of maintaining peace, prosperous
life, harmony and solidarity is the most urgent issue in
our country. This fifth direction is called "Ensuring
security, inter-ethnic harmony and religious tolerance,
as well as the priorities of a well-thought-out, mutually
beneficial and practical foreign policy" shows that it
has not lost its importance to this day.
The decree of President Shavkat Mirziyoyev dated May
19, 2017 "On measures for further improvment of inter-
ethnic relations and friendly relations with foreign
countries" initiated a new stage of strengthening
inter-ethnic relations and harmony, and the work being
carried out in this regard.
The decree specifies specific measures to further
improve national relations and deepen friendly
relations with foreign countries. According to the
decree, on the basis of the Republican Center of Inter-
ethnic Culture and the Center of Friendly Societies, the
Committee on Interethnic Relations and Friendly
Relations with Foreign Countries was established
under the Cabinet of Ministers of the Republic of
Uzbekistan and its main tasks were defined. Among

them are the successful implementation of the state
policy aimed at ensuring inter-ethnic harmony and
tolerance in society, strengthening the environment of
friendship and a single multi-ethnic family, educating
young people in the spirit of respect for national and
universal human values, establishing inter-ethnic
relations, o Effective coordination of work on the
development of mutually beneficial cooperation,
strengthening of friendship with our compatriots living
in foreign countries.
Including the decision of the President of May 23, 2017
No. PQ-2993 "On the organization of the work of the
committee on inter-ethnic relations and friendly
relations with foreign countries under the Cabinet of
Ministers of the Republic of Uzbekistan" and "Republic
of Uzbekistan The Law on the Committee on Inter-
ethnic Relations and Friendly Relations with Foreign
Countries under the Cabinet of Ministers was adopted.
As specified in this document, a Public Council was
established next to this Committee, consisting of
representatives of national cultural centers, friendship
societies, creative associations, state and non-state
organizations, and its main task is to ensure
harmonious life, well-being and prosperity in our
country. It is defined as conducting activities.
The decree of the President of May 4, 2018 "On
measures to radically increase the role of civil society
institutions in the process of democratic renewal of the
state" was signed. According to this decree, based on
the territorial needs of non-governmental non-profit
organizations in the Republic of Karakalpakstan,
regions and the centers of Tashkent city, "houses of
non-governmental non-profit organizations" were
established. In the city of Nukus, based on this decree,
"Friendship House" was put into use, and today 5
national cultural centers and non-governmental non-
profit organizations are operating in this building.
In accordance with the presidential decree on
November 15, 2019, in order to further increase the
level of cooperation between state bodies and
organizations, local executive authorities and civil
society institutions in the field of inter-ethnic relations
and friendly relations with foreign countries, the
Republic of Uzbek in the field of inter-ethnic relations
the concept of state policy was approved .
Based on its content, the concept not only determined
the state policy in the field of inter-ethnic relations, but
also determined a special mechanism of state support
for national cultural centers. National cultural centers
operating in the Republic of Uzbekistan are established
as non-governmental non-commercial organizations.
According to our legislation, that is, the Law of the
Republic of Uzbekistan "On Non-Governmental Non-
Commercial Organizations" , such organizations do not
have the main goal of obtaining income, do not
distribute the received income with their members,
and are organized on a voluntary basis, are
management bodies. for example, our country has

developed a unique system that supports national
cultural centers today. "Our state fully supports the
national cultural centers that are trying to contribute
to the development of Uzbekistan, preserve and
publicize its cultural, scientific, spiritual heritage, and
modern achievements" .
In short, it cannot be denied that all peoples have a
contribution to the economic, cultural and spiritual
achievements of the Republic of Uzbekistan.
Government has been evaluating the unity between
peoples and the peace of our country as the main
priceless wealth. Legal foundations have been created
for the preservation and further development of
culture, traditions and programs of representatives of
different nationalities living in the Republic of
Uzbekistan.
