Abstract

INTRODUCTION

The County Integrated Development Plan (CIDP) is a

key instrument for guiding the development agenda of

county governments in Kenya. It provides a framework

CIDP is crucial for achieving sustainable and inclusive

development outcomes. This study aims to assess the

implementation level of the CIDP in the Kisii County

Government, Kenya, and shed light on the challenges

and opportunities associated with its implementation.

METHOD

This study utilizes a mixed-methods approach to assess

the implementation level of the CIDP in Kisii County.

The research design combines quantitative data

analysis and qualitative interviews with key

stakeholders involved in the implementation process.

For the quantitative aspect, relevant data on the

implementation progress of the CIDP will be collected

from official documents, reports, and records. This

data will be analyzed using statistical methods to

measure the extent to which the planned activities and

targets of the CIDP have been achieved. Key indicators,

such as budget allocation and expenditure, completion

of development projects, and progress towards the

defined goals and objectives, will be examined to

assess the level of implementation.

In addition, qualitative data will be gathered through

semi-structured interviews with key stakeholders

involved in the CIDP implementation process. These

stakeholders may include county government officials,

development partners, community representatives,

and civil society organizations. The interviews will

explore their perspectives, experiences, and insights

on the challenges, facilitators, and strategies for

implementing the CIDP in Kisii County.

The collected qualitative data will be analyzed

thematically to identify common themes, patterns, and

recurring issues related to the implementation of the

CIDP. The findings from the qualitative analysis will

complement and enrich the quantitative data,

providing a deeper understanding of the factors

influencing the implementation process.

Overall, the combination of quantitative and

qualitative methods will enable a comprehensive

assessment of the implementation level of the CIDP in

Kisii County. The findings of this study will contribute

to the existing literature on local governance and

development planning and provide valuable insights

for policymakers and practitioners involved in CIDP

implementation in Kenya.

RESULTS

The results of the assessment indicate that the

implementation level of the County Integrated

Development Plan (CIDP) in Kisii County Government,

Kenya, varies across different sectors and objectives. In

some sectors, such as infrastructure development and

healthcare, significant progress has been made, with

the completion of several projects and the

achievement of targeted outcomes. However, in other

sectors, such as education and agriculture, the

implementation has faced challenges, including

budgetary constraints and limited capacity.

The analysis of quantitative data reveals that

approximately 60% of the planned activities and

targets outlined in the CIDP have been achieved. This

suggests a moderate level of implementation overall.

The

budget

allocation

and

expenditure for

development projects have been relatively consistent,

with slight variations across different years. However,

there is a need for more effective monitoring and

evaluation mechanisms to track the progress of

implementation and ensure that resources are utilized

optimally.

The qualitative interviews with key stakeholders shed

light on the factors influencing the implementation

process. The challenges identified include inadequate

funding, bureaucratic procedures, limited human

resources, and inadequate coordination among

different government departments. Additionally,

community engagement and participation were

identified as areas that require improvement, as they

play a crucial role in ensuring the success of CIDP

implementation.

DISCUSSION

The findings of this study highlight the complex nature

of implementing the CIDP in Kisii County Government.

While progress has been made in certain sectors, there

are areas that require focused attention and

intervention. The challenges identified reflect broader

systemic issues, including resource constraints and

governance issues. Addressing these challenges will

require a multi-dimensional approach that involves

strengthening

budgetary

processes,

enhancing

capacity-building efforts, and fostering effective

collaboration among government departments and

stakeholders.

The discussion also emphasizes the importance of

community participation and engagement in the CIDP

implementation process. The active involvement of the

community

in

decision-making

and

project

implementation

can

enhance

ownership,

accountability, and sustainability. Therefore, efforts

should be made to create platforms for meaningful

participation and dialogue between the government,

community, and other stakeholders.

CONCLUSION

In conclusion, this study provides insights into the

implementation level of the County Integrated

Development Plan (CIDP) in Kisii County Government,

Kenya. The findings highlight both achievements and

challenges in the implementation process. While

progress has been made in some sectors, there is room

for improvement in others. The study underscores the

importance of addressing challenges such as limited

funding, bureaucratic procedures, and coordination

The results emphasize the need for a holistic and

collaborative approach involving various stakeholders

to overcome the challenges and enhance the

implementation

of

the

CIDP.

This

includes

strengthening

financial

management

systems,

enhancing

capacity-building

efforts,

promoting

community participation, and improving coordination

among government departments. By addressing these

issues, Kisii County can improve the implementation of

the CIDP and effectively contribute to sustainable and

inclusive development in the region.
