education of Uzbekistan.
KEYWORDS
Globalization, intensive reform, innovation, locked changes, contingent.
INTRODUCTION
The modern period of globalization places new
demands on the system of organization, management
and content of education. Currently, higher
professional education should maximally meet the
requirements caused by the ambiguous processes of
globalization and the rapid technological and
information development of society. The basis for
building a new concept of education in the higher
education system today, as is known, is the
interaction of traditional and innovative approaches in
the education and upbringing of modern youth.

THE MAIN RESULTS AND FINDINGS
In recent years, a number of reforms have been
carried out in the higher education system of
Uzbekistan, which stimulate innovative processes in
higher education institutions. Modernization of the
education system is now officially recognized as the
general, strategic line of the state policy of
Uzbekistan. The modernization that has engulfed the
education system of Uzbekistan presupposes the
formation of a fundamentally new education system,
which requires constant updating of the educational
process in accordance with the needs of modern
society.
Also, one of the main goals of the modernization of
vocational education is the creation of socio-economic
mechanisms for the sustainable development of the
education system, ensuring the accessibility, quality
and effectiveness of education in accordance with the
needs of the individual, economy and society. The
successful development of the higher education
system today is inextricably linked with such concepts
as "innovation", "innovative educational process".
The term "innovation" comes from the Latin term
"innovation" – innovation. In the sociological
dictionary, innovation is defined as "the process of
expedient
creation,
dissemination
and
implementation of socially useful initiatives aimed at
qualitative changes in various spheres of society,
rational use of material, economic and social
resources"[1].
In the higher education system, the innovation
process is a complex activity that is associated with
the use of innovative forms and methods of teaching,
the use of effective management mechanisms, the
creation of new educational products and the
provision of services. As educational innovations, such
parameters as scientific and practical knowledge of
novelty, the use of new educational learning
technologies, the project of an effective innovative
educational complex are often considered. The
accumulation
of
prerequisites
for
qualitative
transformations in higher education contributes not
only to the transformation of its external parameters,
but also leads to an active search, as well as the
introduction of new qualities of the higher education
system. The study of transformations in higher
educational institutions is called to life by the crisis of
the foundations of higher education, as a deepening
contradiction between the new needs and demands
of modern society, and persistently persisting
established forms and methods of knowledge
development, as well as the construction of a system
of scientific and educational practice of subjects of
learning. In general, the results of the transformation
processes in the higher education system are set
taking into account the educational policy, correctly
formulated management decisions and the readiness
of the scientific and pedagogical staff to participate in
the transformation associated with the development
of society.
An innovative approach in education is a process and
result of educational and socio-educational activities
that stimulate and design a new type of educational
activity for both an individual and society as a whole.
One of the measures contributing to improving the
quality of the functioning of the educational system is
the standardization of the educational process.
Standardization of the educational process gives
educational activities a clear target orientation and
increases responsibility for the results of the work of
all participants in the educational process. The
formation of a model of a modern specialist
corresponding to the modern requirements of society
is possible in the conditions of innovative education,

which is carried out by combining self-education with
the use of high-tech educational technologies. The
use of modern educational technologies is designed
for the activity of a teacher with an active subjective
position in the process of teaching a student's
personality[2].
There are different approaches to the definition of the
concept of "educational technology". In most cases,
this concept is interpreted ambiguously. On the one
hand, it is a set of methods and tools for developing
and presenting educational information. On the other
hand, it is considered as the science of how a teacher
influences a student in the learning process through
the use of necessary technical or informational
means. Mainly, educational technology means
organized educational activities of participants in the
educational process using innovative teaching
methods aimed at acquiring students' knowledge,
skills and experience, forming their professional
competencies that correspond to the goals of the
educational program. In the higher education system,
teachers actively use various forms of organizing
educational activities: a lecture, a practical or
laboratory lesson, a seminar, a colloquium,
independent work, consultation, course design.
The variety of approaches to the definition of
educational technology can be represented as a
variety of methods for the implementation of
educational programs. The internal content of the
form of training organization is revealed through
teaching methods, which are an integral part of the
educational process. Teaching methods are of great
educational importance: they should not only
contribute to the expansion of knowledge, but also
enhance the cognitive activity of students. In addition,
teaching methods have a practical orientation, since it
is with the help of methods that students'
competencies are formed.
The introduction of educational technologies provides
an opportunity to create a qualitatively new
educational environment. Another of the main
directions in this area is the introduction of modern
electronic technologies into the educational process,
namely distance learning. [3] The technology of
distance learning is interesting because it allows you
to use all modern technologies to the maximum and
at the same time complies with the necessary training
requirements. Distance learning is characterized by
the flexibility of organizational forms and the ability to
individualize the content of education.
The following main advantages of distance learning
can be distinguished:
•
Allows you to independently choose and
determine the pace, time and place of training;
•
Provides flexible schedules and training programs
and the opportunity to form an individual training
plan;
•
Makes it possible to update the content of
educational content in a timely manner.
The introduction of modern computer educational
technologies in higher educational institutions
contributes to the formation and development of the
level of independence of students. With distance
learning, the educational material can be presented in
the form of audio and video lectures, which students
can view and listen to at a convenient time and, if
necessary, several times. With traditional training, this
is not possible. Another innovation introduced by the
use of a computer in education is interactivity, which
allows you to develop an active learning process. The
active-activity process has a positive effect on the

independent work of students in the search and
assimilation of new information.
CONCLUSION
It should be noted separately the importance of the
availability of electronic resources and publications
that contribute to the provision of the educational
process with the necessary educational materials. In
addition, electronic resources greatly facilitate the
systematization and search for the necessary
information by students. The scale of students' use of
electronic resources is quite wide – obtaining
theoretical information, using educational information
when
performing
practical
tasks,
conducting
attestations, etc[4].
So, in conclusion, we would like to note that the need
for innovative orientation of teachers' pedagogical
activity is determined by a number of circumstances:
•
Socio-economic transformations that imply the
need for innovative updating of the content of the
education system, methodology and technology
of the organization of the educational process in
higher education institutions;
•
Continuous change in the list of academic
disciplines, which requires a constant search for
new
organizational
forms
and
learning
technologies;
•
Entry into a single global educational space, the
advantage of a multi-level educational system,
which provides wide mobility in the pace of
learning and the choice of a future specialty by
students.
