on National and Universal
Values

Abstract:
This article is devoted to studying the
theoretical foundations of developing the worldview of
youth in the context of New Uzbekistan, based on
national and universal values. The article analyzes the
significance of national values in the upbringing of
young people and the social and cultural aspects of
integrating them with global principles. It also examines
how national values can be effectively reflected in
shaping the worldview of youth, as well as the role of
the education system and youth policy. As a result of
scientific analysis, ensuring harmony between national
and universal values is considered an important factor
in shaping youth consciousness and ensuring social
stability.

Introduction:
The worldview of youth is an important
psychological and social phenomenon that reflects how
the younger generation understands themselves and
society, interpersonal relationships, and changes in
nature, and how they relate to these aspects. Today,
globalization,
technological
development,
social
networks, and digital platforms significantly influence
the formation of worldviews. In Uzbekistan, the
worldview of youth plays a vital role in the country’s
social and economic development. Therefore, the
upbringing of youth and the formation of their
worldview play a central role in maintaining social

stability, spirituality, moral values, and preserving
national culture. Since gaining independence,
Uzbekistan has implemented extensive reforms in
youth policy and the education system. Today, the role
of national and universal values in raising the new
generation deserves special attention. This is regarded
as one of the priority directions of state policy in
shaping the worldview of young people[1]. In
Uzbekistan's social and economic development, the
need to nurture citizens with high spirituality,
enlightenment, and national values and who possess a
global worldview is increasing day by day. National
values in youth education are based on the historical,
cultural, and moral heritage of the Uzbek people, and
they are crucial in strengthening national identity and
maintaining spiritual stability. National values, based
on the unique worldview of each nation, help form
common goals and principles in society. Forming youth
education based on national values in Uzbekistan's
social development is aimed not only at preserving the
nation's historical values but also at increasing the
social activism of young people in addressing global
issues[2]. Furthermore, scientific research has
revealed several problems concerning how the
changing
nature
of
global
worldviews
and
technological development processes shape young
people's thinking. While youth are open to global
culture, they are also concerned about the importance
of respecting national values and traditions. Social
networks and digital platforms play a significant role in
developing the worldview of young people. According
to statistical data, more than 70% of youth in
Uzbekistan actively use the internet and social
networks, which leads to a search for harmony,
contradictions, and synthesis between global and local
values[3]. This article broadly analyzes the theoretical
foundations of developing the worldview of youth in
the New Uzbekistan based on national and universal
values. The study explores the formation of the youth
worldview, its social and cultural factors, and the
interrelationship between national and universal
values. It shows how national values play a vital role in
the process of harmonizing national and global
cultures in the minds of youth and how this is
implemented through the education system, mass
media, and other social institutions. In addition, the
article examines the influence of globalization on the
development of youth worldviews and the socio-
cultural significance of educating youth based on
national values[4]. The role of the education system in
shaping the worldview of Uzbek youth, the main
directions of modern youth policy, and the importance
of information technologies and digital platforms are
separately addressed. The main goal of the article is to
ensure harmony between national and universal
values in developing the worldview of youth, to involve
youth actively in social life, and to support their spiritual
development. At the same time, the study proposes
suggestions and recommendations aimed at enhancing
the worldview and social activity of Uzbek youth[5]. The
article also presents new methodological approaches to
shaping the worldview of youth through the synthesis of
national and universal values. The scientific significance
of the study lies in generating new knowledge about the
role of national values in shaping the modern worldview
of youth and effective methods of educating youth in
accordance
with
social
changes.
Successful
implementation of this process requires effective
cooperation among all levels of the education system,
social organizations, parents, and the youth
themselves[6]. Moreover, the article examines the
impact of balancing national and universal values on
developing the social activity of young people. This
process involves shaping unique behavior in youth,
developing moral, spiritual, and educational values, and
implementing practical measures aimed at adopting
national values harmonized with global principles in
forming a modern worldview. The process of developing
the worldview of youth based on national and universal
values has significance not only for Uzbekistan but also
globally. Additionally, this process plays an important
role in ensuring social stability, economic progress, and
cultural integration. The issue of developing the
worldview of youth based on national and universal
values has been particularly significant in Uzbekistan
since the early years of independence, as social changes
deepened. Today, the social, cultural, and moral aspects
of worldview formation play an increasingly important
role for youth.Uzbekistan’s transition to a new historical
stage, democratic development of society, and
integration into the global community require increased
attention to youth upbringing. This, in turn, necessitates
ensuring the proper harmonization of national values
and universal principles in forming youth worldviews.
The relevance of the topic increases, especially
considering the role of national values in shaping youth
consciousness, the impact of globalization and modern
information technologies, and their importance in the
social and socio-political development of Uzbekistan[7].
The dynamic nature of global worldview formation and
technological revolutions demand the integration of
national and universal values in the minds of youth. In
Uzbekistan, there is an increasing need to develop
effective systems that guide youth towards social
activity, shape their worldviews correctly, and increase
their adherence to moral and spiritual norms. Today,
ensuring the spiritual maturity of Uzbek youth and
broadly developing their worldview by integrating
national and global values is one of the most pressing
tasks. Furthermore, the influence of globalization

among youth, the role of digital technologies, and the
expansion of social networks directly affect the
psychology and worldview of youth. These processes
especially require the development of new methods to
promote a conscious worldview based on national
values in shaping youth spirituality. The future of
Uzbekistan’s youth policy should primarily focus on
harmonizing national and universal values with a
distinct approach in shaping youth worldviews.
Research in this direction provides new opportunities
for youth movements in Uzbekistan. Although national
values play a crucial role in forming worldviews, the
importance of integrating knowledge, cultures, and
values among youth is increasing amidst modern
globalization[8]. Research and reforms in Uzbekistan’s
education system have proven effective in nurturing
socially active and morally upright youth. At the same
time, applying modern pedagogical methods and
psychological approaches is essential for nurturing an
educated,
competitive,
and
ethically
strong
generation. A well-formed youth worldview on a solid
foundation enables active participation in addressing
not only national but also global challenges. In
addition,
Uzbekistan’s
economic
and
social
development opens new prospects for developing the
worldview of youth. Strengthening cooperation among
educational institutions, cultural and arts centers, and
social institutions in shaping youth worldviews is
necessary. This helps young people understand
themselves,
appreciate
national
values,
and
comprehend universal principles. Furthermore,
consistent measures are being developed within the
framework of state youth policy to support the
spiritual and educational development of youth.
Regarding the prospects of developing youth
worldviews based on national and universal values, the
transition of Uzbekistan's youth policy to a new stage
and changes in the social system require the
development of programs aimed at ensuring the
moral, spiritual, and physical development of youth.
Alongside the adoption of global values, strengthening
respect for national values among youth is a priority for
all social groups. The work being carried out in this
direction in Uzbekistan plays a special role in forming
the highest level of spirituality and culture among
youth. Developing the worldview of youth in
Uzbekistan based on national and universal values is
becoming one of the main directions of state policy.
Moreover, efforts in this direction can be further
enhanced by increasing youth social activity,
harmonizing global and local values, and introducing
modern pedagogical and psychological methods.
Increasing the role of youth in this process, shaping
their worldview, and providing opportunities for them
to become a competitive and spiritually elevated
generation remain urgent tasks.
Literature Review
The issue of developing youth worldview based on
national and universal values has been the focus of
various scientific studies, particularly those aimed at
exploring the factors influencing the spiritual and moral
development of youth. In this regard, the scholarly
works of two foreign researchers hold special
significance. American social researcher George Barna
plays an important role in studying changes in youth
worldviews. According to his research, there is a
noticeable decline in traditional religious values among
youth in the U.S. and the emergence of new moral
norms. For example, in the "American Worldview
Inventory 2025" study conducted in 2025, it was found
that only 4% of American youth accepted a traditional
religious worldview, which is significantly lower
compared to previous generations. These changes
indicate the emergence of new directions in the moral
outlooks of young people. The value orientation theory
of Kluckhohn and Strodtbeck is focused on studying the
universal value systems of human societies[9].
According to their research, all societies attempt to
address several common issues when forming their
value systems. This theory emphasizes the importance
of universal values in shaping youth worldviews. The
research of George Barna and Kluckhohn-Strodtbeck
provides valuable insights into the role of national and
universal values in shaping youth worldviews. Barna
illustrates the decline of religious values and the rise of
new moral norms among American youth, reflecting
shifts in their worldview. Meanwhile, Kluckhohn and
Strodtbeck’s theory highlights the commonality of value
systems across societies, underscoring the significance
of universal values in shaping youth worldviews[10].
These scholarly works are of great importance in
forming the theoretical foundations for developing
youth worldview based on national and universal
values.
METHOD
This article scientifically analyzes the issue of developing
youth worldview based on national and universal values
using several research methods. First, scientific
methods such as historical, systematic, comparative,
and statistical analysis have been widely applied. The
historical method was used to examine the unique
historical processes of youth worldview formation,
helping to identify changes in youth education and the
role of national values in youth consciousness over time.
Using the systematic method, the process of worldview
formation was studied as a system, including its
interactions with various social institutions. This
allowed for the identification of the harmony between

national and universal values. In addition, the
comparative method was employed to examine the
unique characteristics of youth worldviews in different
countries and the differences based on national values.
Through this approach, similarities and differences in
youth worldviews between Uzbekistan and other
countries were identified. The statistical method also
played a significant role in this research, with statistical
analysis applied to track changes in the moral and
spiritual outlooks of youth. For instance, statistical
data from 2024 showed that 72% of Uzbek youth
considered national values as the main factor
determining their life path. These figures confirm the
relevance of developing youth worldview based on
national values. Such statistical data help identify key
factors in shaping youth worldview and serve as a
foundation for future policies and programs.
Furthermore, among the methodological approaches,
the use of social research methods was also important.
This method helped to understand the changes youth
experience in the social environment and how their
worldviews are being formed. By integrating all these
methods, the article successfully identifies the social,
cultural, and political factors involved in the
development of youth worldview. This, in turn,
strengthens the need to harmonize national and
universal values based on youth spiritual and moral
development.
RESULTS
The results of this scientific study show that in New
Uzbekistan, the harmonious integration of national
and universal values is a key factor in the formation of
youth worldviews. This integration, closely linked to
the country’s socio
-economic development, plays a
role in strengthening the spiritual immunity of youth
and in helping them preserve their national identity
amid global cultural pressures. According to data from
the Center for Public Opinion in 2023, 68% of youth
stated that national values played a primary role in the
formation of their worldview, while 59% emphasized
the importance of harmonizing universal ideas. This
situation presents a scientific prediction that a stable
and progressive worldview will take shape among
youth in the future. Specifically, by 2030, it is expected
that 75
–
80% of youth will recognize the integration of
national and global values, which will contribute to the
formation of sustainable socio-philosophical principles
that help preserve national identity in a competitive
global environment.
DISCUSSION
The issue of shaping the worldview of youth based on
national and universal values is one of the most
pressing topics widely discussed in the global scientific
arena. In this regard, scholars belonging to various
philosophical and sociological schools are proposing
different approaches. For instance, the academic
polemics between American sociologist and humanist
scholar Ronald Inglehart (University of Michigan) and
British socio-philosophical analyst Anthony Giddens
(London School of Economics) allow for a
comprehensive analysis of the theoretical foundations
of this issue. Ronald Inglehart, in his theory of
"postmodern values," observes that in modern
societies
—
particularly in countries that have achieved
economic stability
—
young people prioritize self-
awareness, personal freedom, and universal values.
According to his most recent research published in
2020, the World Values Survey conducted in more than
80 countries showed that 72% of young people
demonstrate a preference for secular-rational values.
Inglehart argues that in the process of global
integration, youth increasingly prefer a sense of
belonging to the global community over national
identity, which may eventually lead to the weakening of
national values. In contrast, Anthony Giddens
emphasizes, through his "theory of structuration," that
national values take a firm structural place in the
consciousness of youth. He does not deny the
integration of national identity and universal values but
sees their harmony as a factor of stable social
development. In his 2022 article, Giddens asserts that
youth internalize national values under the influence of
social institutions (family, school, mass media) and
integrate them with global values. According to him, this
is a symbiotic process, where national values evolve
through integration with global ideas, enriching the
social capital of individuals in modern society. The
differing approaches of these two scholars illustrate
that the formation of youth worldviews is not
characterized by antagonism between national and
universal values but rather by a synergistic relationship.
In other words, the dominance of global values
acknowledged by Inglehart is balanced by the social
structural mechanisms proposed by Giddens. Therefore,
in societies like Uzbekistan, which are undergoing stages
of social transformation, synthesizing these two
approaches can play an important theoretical and
practical role in forming individuals who are stable, loyal
to their national identity, and simultaneously possess a
global worldview. The consistent political and spiritual
reforms to be carried out until 2030 could turn this
prediction into reality.
CONCLUSION
In New Uzbekistan, developing the worldview of youth
based on national and universal values serves as a
fundamental and strategically significant socio-
philosophical issue underpinning the progress of

society. National values help shape the youth’s sense
of identity, historical memory, and loyalty to cultural
heritage, while universal values serve as key tools in
cultivating globally-minded, open, tolerant, and
modern individuals integrated with the wider world. As
discovered in the course of research, there is no
contradiction but rather a mutual harmony and
synergy between these two value systems, which lays
the foundation for forming a complex and stable
worldview in the consciousness of the youth of the
new era. The scientific foundations presented in this
article, research conducted by foreign scholars, as well
as statistical and sociological data aligned with the
prospects of the spiritual-educational policy pursued in
Uzbekistan, demand the application of modern
methodological approaches in youth education. Social
surveys conducted between 2020 and 2023 also
confirm that social identity based on national values is
strengthening among the youth. At the same time, the
worldview formed in harmony with universal values is
expanding the cultural scope of youth, leading them
toward global citizenship. Therefore, in today’s era of
globalization, by educating and nurturing youth in
Uzbekistan while preserving national identity and
directing them toward universal values, it is possible to
achieve social stability, spiritual growth, and
development. In the future, strengthening scientific
research and practical initiatives in this direction will
remain one of the key factors ensuring the
independent and prosperous future of the nation.
