COOPERATION RELATIONS WITH EUROPEAN COUNTRIES

This article highlights the unique role and significance of

Uzbekistan's cooperation with European countries, and analyzes its socio-
philosophical features.

Cooperation between Uzbekistan and European countries is characterized

not only by political agreements and economic partnership, but also by deeper
socio-philosophical foundations reflecting common values, mutual interests and
long-term strategic visions. The main socio-philosophical feature of Uzbekistan’s
foreign policy, in particular its policy towards European countries, is a focus on
human dignity, social justice and mutual respect. Both Uzbekistan and its
European partners are committed to building societies that put human well-
being first. This shared commitment has created the basis for dialogue based on
equality, tolerance, respect for national identity and sovereignty.

Today, “relations between Uzbekistan and European countries are

developing bilaterally, as well as within the framework of the Partnership and
Cooperation Agreement between the Republic of Uzbekistan and the European
Union and its Member States, which entered into force on July 1, 1999” [1]. This
agreement has created a basis for expanding political dialogue, promoting trade
and investment, education, environmental protection, legal reforms, human
rights, etc. It also contributes to joint efforts towards regional security and
sustainable development. Over the past years, Uzbekistan has intensified its
diplomatic and economic relations with individual European countries and EU
institutions. The frequent holding of high-level visits, economic forums, and
cultural exchange programs are evidence of the growing mutual interest in
deepening cooperation. In addition, in recent years, Uzbekistan has embarked
on a path of significant reforms, which have been positively received by
European partners. In response, the European Union has increased its support
for Uzbekistan's modernization program, offering technical assistance,
development programs, and opportunities within the framework of the
European Union's Central Asia Strategy. Today, Uzbekistan-EU relations are
based on mutual respect, common interests and a commitment to building a
stable, prosperous and interconnected region. In particular, the bilateral

partnership between Uzbekistan and the United Kingdom, which began in
November 1993, is one of the important conditions for strengthening solidarity
and interethnic relations between the two states. Uzbekistan's cooperation with
France in the framework of strengthening interethnic relations is also
noteworthy. In particular, the opening of the “Garden of Uzbekistan” in the
Rouley-Malmaison Central Park in 2019 and the installation of a monument to
our compatriot Ibn Sina indicate that friendly relations between the two
countries are being brought to a new level and are giving impetus to their
comprehensive development. Also, the establishment of a 30-day visa-free entry
for French citizens to Uzbekistan has led to a new stage in intercultural dialogue
between the two countries.

Today, Uzbekistan's cooperation with Germany in the field of interethnic

dialogue and cultural and humanitarian cooperation is also actively developing.
In particular, it is noteworthy that in order to enhance bilateral cultural and
humanitarian relations, mutual partnership relations have been established
between Bukhara and Born, Tashkent and Berlin, and Samarkand and Bremen.

Uzbekistan's friendly relations with India, one of the countries of South

Asia, have been making a great contribution to the policy of interethnic harmony
and solidarity in the two countries. In particular, the resumption of the India-
Uzbekistan Friendship Society in Delhi on March 22, 2018 and the establishment
of the Lal Bahadur Shastri Cultural Center of India are vivid evidence of our
above opinion.

A promising system of cooperation has been established in the friendly

relations of Egypt, one of the countries of the Middle East, with Uzbekistan to
develop intercultural dialogue. In particular, it is worth noting that the
"Uzbekistan-Egypt" society was established in 1997, and the "Egypt-Uzbekistan"
society in 2000, which continues its activities consistently today.

On April 20, 2018, the House of Korean Culture and Art was opened in

Tashkent. “The President of the Republic of Uzbekistan Shavkat Mirziyoyev and
the President of the Republic of Korea Moon Jae-in, together with their spouses,
opened this palace of friendship and culture” [2]. They jointly opened this palace
of friendship and culture, emphasizing the shared commitment of the two
nations to strengthening cultural exchanges and people-to-people ties. The
House of Korean Culture and Arts serves as an active center for promoting
Korean culture, language, music, and traditions in Uzbekistan. It also reflects the
long-standing historical ties between the Korean community and the Uzbek
people, as well as the strengthening of the strategic partnership between the

two countries. The opening of this cultural center opened a new page in Uzbek-
Korean relations based on friendship, mutual understanding, and cooperation in
various fields, including culture, education, and art.

In addition to providing extensive coverage of cooperation with foreign

countries, the magazine “Uzbekistan” also provides information about the
customs and traditions of representatives of various nationalities and ethnic
groups living in harmony in our country. The magazine, which is published
quarterly, has many columns such as “Face to Face”, “Call of Centuries”,
“Spiritual Heritage”, “Great Plan”, “Udum”, “Vatandoshlar”, “Memory”, and the
fact that the articles in this magazine are published in Uzbek, Russian and
English is also a sign of high respect and esteem for other nationalities [3]. The
magazine “Uzbekistan” stands out as a unique and influential publication that
not only covers Uzbekistan's active foreign relations, but also demonstrates the
rich cultural mosaic of the country. The quarterly magazine provides an in-depth
analysis of Uzbekistan's cooperation with foreign countries, covering political,
economic, cultural and humanitarian partnerships. This plays an important role
in strengthening international dialogue and helping to better understand
Uzbekistan's place in the world community. One of the most distinctive features
of the magazine is its special attention to the cultural diversity of the Uzbek
people. It regularly publishes articles that cover the customs, traditions, and
lifestyles of different nationalities and ethnic groups living together in peace and
mutual respect throughout Uzbekistan. This approach reflects the country's
inclusive policy and traditions of interethnic harmony. Importantly, the
magazine “Uzbekistan” is published in three languages - Uzbek, Russian, and
English. This multilingual approach demonstrates respect for cultural and
linguistic diversity in Uzbekistan. It also ensures that the journal is open not only
to citizens of Uzbekistan, but also to the international community, researchers,
diplomats, and anyone interested in learning about the country’s internal
developments and global partnerships. By promoting cultural understanding,
national solidarity, and open dialogue with the international community,
Uzbekistan serves as an intellectual bridge between the past and the present, the
East and the West, and the many peoples who call Uzbekistan their homeland. It
reflects the spirit of friendship, openness, and mutual respect that characterizes
the country’s modern identity. In short, Uzbekistan’s cooperation with European
countries is enriched by socio-philosophical principles of mutual respect,
intercultural understanding, and commitment to common human values. These
aspects make cooperation not only practical and diplomatic, but also meaningful

on a deeper, more humanitarian level, that is, contributing to a more peaceful,
just, and interconnected global community.
