REGULATING ARTIFICIAL INTELLIGENCE IN UZBEKISTAN: A
LEGISLATIVE ANALYSIS AND GLOBAL PERSPECTIVE

Abstract:
The rapid advancement of artificial intelligence (AI) necessitates
robust regulatory frameworks to balance innovation with ethical and societal
concerns. This thesis examines Uzbekistan’s draft AI legislation, passed in its
first reading on April 15, 2025, which aims to regulate AI through mandatory
labeling, data protection, and ethical standards. By analyzing the law’s
provisions, strengths, and limitations, this study situates Uzbekistan’s approach
within the global AI governance landscape, comparing it to frameworks like the
EU’s AI Act and UNESCO’s AI ethics principles. Drawing on recent news and
government statements, the thesis highlights Uzbekistan’s efforts to foster AI
adoption while addressing misuse, such as the 3,553 cases of illegal AI-
processed materials reported in 2024. The analysis reveals that while
Uzbekistan’s legislation promotes transparency and public trust, it lacks detailed
enforcement mechanisms and full alignment with international standards. The
study concludes with recommendations for strengthening Uzbekistan’s AI
governance, including enhanced enforcement, international cooperation, and
public education. By exploring Uzbekistan’s role in Central Asia’s AI landscape,
this thesis contributes to understanding how emerging economies navigate the
global AI regulatory challenge.

Introduction
Artificial intelligence (AI) is reshaping economies, governance, and societies
worldwide, driving innovation while raising ethical, legal, and societal
challenges. From economic growth—projected to add $15.7 trillion to global
GDP by 2030 (PwC, 2017)—to concerns over data privacy, bias, and intellectual
property, AI demands robust regulation to harness its potential responsibly.
Globally, nations are crafting diverse regulatory frameworks, from the EU’s risk-
based AI Act to decentralized U.S. policies, yet the absence of unified standards
complicates international coordination. In this context, Uzbekistan emerges as a
compelling case study, having introduced a draft AI law on April 15, 2025, to
regulate AI use through mandatory labeling, data protection, and ethical

guidelines (Oliy Majlis, 2025). This legislation responds to rising AI adoption in
Uzbekistan’s economy and social services, as well as misuse, with 3,553 cases of
illegal AI-processed materials reported in 2024 (Government of Uzbekistan,
2024).
This thesis analyzes Uzbekistan’s AI legislation, evaluating its provisions,
strengths, and limitations while situating it within the global AI governance
landscape. The central research question is: How does Uzbekistan’s AI
legislation address ethical, economic, and international challenges in AI
adoption? By examining recent developments, government statements, and
international comparisons, the study assesses Uzbekistan’s approach against
frameworks like the EU’s AI Act and UNESCO’s AI ethics principles.
The thesis is structured as follows: first, it provides background on global AI
trends and Uzbekistan’s context; second, it critically examines the draft law;
third, it compares Uzbekistan’s approach to international standards; and finally,
it offers recommendations for strengthening AI governance. This analysis
underscores Uzbekistan’s potential to contribute to ethical AI adoption in
Central Asia and beyond, navigating the delicate balance between innovation
and regulation.
Background and Context
Artificial intelligence (AI) is a transformative force driving economic, social,
and governance advancements globally, with an estimated contribution of $15.7
trillion to global GDP by 2030 (PwC, 2017). AI applications, from healthcare
diagnostics to autonomous vehicles, have spurred innovation, with global AI
investment reaching $170 billion in 2024 (McKinsey, 2024). However, AI’s rapid
growth raises ethical and legal challenges, including data privacy, algorithmic
bias, and intellectual property (IP) disputes. For instance, recent U.S. court
rulings, such as the ROSS Intelligence case, have grappled with defining “fair
use” in AI training data, highlighting the complexity of applying territorial IP
laws to borderless technologies (U.S. District Court, 2024). Globally, regulatory
approaches vary: the EU’s AI Act imposes risk-based obligations, while the U.S.
favors sector-specific guidelines, underscoring the lack of a unified international
framework (European Commission, 2024). These challenges are compounded by
the power of tech intermediaries, which complicates enforcement and
necessitates international cooperation.
In Uzbekistan, AI adoption is gaining momentum as part of the
government’s digital transformation agenda. AI technologies are increasingly
integrated into the economy, healthcare, and public services, aligning with

Uzbekistan’s goal to enhance competitiveness in Central Asia (Ministry of Digital
Technologies, 2024). However, the rise in AI-related misuse—evidenced by
3,553 cases of illegal AI-processed materials in 2024, including unauthorized use
of voices and images—has prompted regulatory action (Government of
Uzbekistan, 2024). In January 2025, Prime Minister Abdulla Aripov emphasized
the need for ethical AI standards to build public trust and support economic
growth, announcing plans to position Uzbekistan as a regional leader in
responsible AI use (Aripov, 2025). Despite these ambitions, Uzbekistan faces
challenges, including limited technological infrastructure and the need for
skilled AI professionals, which its legislation aims to address.
Uzbekistan’s regulatory efforts must navigate the global tension between
fostering innovation and ensuring ethical safeguards. While the EU’s €200
billion InvestAI project exemplifies large-scale AI investment with strict
oversight, Uzbekistan’s approach is shaped by its emerging economy status and
regional priorities (European Commission, 2024). This context underscores the
significance of Uzbekistan’s draft AI law, passed in its first reading on April 15,
2025, which seeks to regulate AI through transparency, data protection, and
ethical guidelines, positioning the country within the global AI governance
discourse (Oliy Majlis, 2025).
Uzbekistan’s AI Legislation
On April 15, 2025, Uzbekistan’s Legislative Chamber of the Oliy Majlis
passed a draft law on artificial intelligence (AI) in its first reading, marking a
significant step toward regulating AI technologies in the country (Oliy Majlis,
2025). This legislation aims to address the ethical, legal, and economic
challenges posed by AI’s rapid adoption, responding to the reported 3,553 cases
of illegal AI-processed materials in 2024, such as unauthorized use of voices and
images (Government of Uzbekistan, 2024). The draft law establishes a
framework for responsible AI use, prioritizing transparency, data protection,
and public trust, while supporting Uzbekistan’s ambition to become a regional
leader in digital innovation.
The draft law includes several key provisions. First, it mandates the labeling
of AI-generated content to ensure transparency and combat misinformation,
addressing concerns over deepfakes and unauthorized content creation. Second,
it imposes liability for the unlawful processing of personal data, aligning with
global data protection trends and safeguarding citizens’ privacy. Third, it
provides general definitions and rules for AI development and deployment,
offering a legal foundation for stakeholders (Oliy Majlis, 2025). Prime Minister

Abdulla Aripov emphasized that the law avoids overly restrictive measures,
aiming to foster innovation while ensuring ethical standards (Aripov, 2025).
Additionally, the legislation encourages the integration of AI into sectors like
industry, healthcare, and public services, supporting Uzbekistan’s economic
diversification goals.
The strengths of Uzbekistan’s draft law lie in its proactive approach to
transparency and ethics. The mandatory labeling requirement addresses public
concerns about AI misuse, fostering trust in digital technologies. By prioritizing
data protection, the law aligns with international norms, such as the EU’s
General Data Protection Regulation (GDPR), potentially attracting foreign
investment (European Commission, 2018). Furthermore, the law’s flexibility—
avoiding stringent restrictions—creates a conducive environment for AI
startups and innovation, as evidenced by Uzbekistan’s growing tech sector
(Ministry of Digital Technologies, 2024). These provisions reflect the
government’s commitment to balancing technological advancement with
societal safeguards.
However, the draft law has notable limitations. First, it lacks specificity on
enforcement mechanisms, such as the structure and authority of regulatory
bodies, which could hinder effective implementation. Second, while it addresses
data protection, it does not fully align with comprehensive international
frameworks like the EU’s AI Act, which categorizes AI systems by risk and
imposes stricter oversight (European Commission, 2024). This gap may limit
Uzbekistan’s ability to engage in global AI markets requiring stringent
compliance. Third, the law’s territorial scope struggles to address cross-border
AI challenges, such as data flows and IP disputes, which are critical in a
globalized digital economy. For instance, the law does not clarify how
Uzbekistan will handle international data-sharing agreements, a growing
concern given the global nature of AI technologies.
Uzbekistan’s legislative efforts are supported by initiatives to build AI
infrastructure, including investments in digital education and technology parks
(Ministry of Digital Technologies, 2024). Yet, the success of the draft law
depends on addressing its gaps through robust enforcement and international
alignment. By refining these aspects, Uzbekistan can strengthen its position as a
responsible AI adopter in Central Asia, contributing to global discussions on
ethical AI governance.
International Comparison and Implications

Uzbekistan’s draft AI law, passed in its first reading on April 15, 2025,
represents an emerging economy’s effort to regulate artificial intelligence (AI)
responsibly. Comparing this legislation with international frameworks reveals
both its alignment with global trends and areas for improvement. The European
Union’s AI Act, enacted in 2024, adopts a risk-based approach, categorizing AI
systems into high-risk, limited-risk, and minimal-risk tiers, with stringent
transparency and accountability requirements for high-risk applications
(European Commission, 2024). In contrast, Uzbekistan’s law emphasizes
mandatory labeling and data protection but lacks a risk-based classification,
potentially limiting its ability to address complex AI systems. The EU’s €200
billion InvestAI project further integrates regulation with innovation, offering a
model for Uzbekistan to attract foreign investment while ensuring ethical
standards (European Commission, 2024).
In the United States, AI regulation is decentralized, with sector-specific
guidelines and recent court rulings, such as the ROSS Intelligence case, shaping
the debate on fair use in AI training data (U.S. District Court, 2024). Unlike
Uzbekistan’s unified legislative approach, the U.S. framework allows flexibility
but risks inconsistency, highlighting the challenge of balancing innovation with
oversight. Globally, UNESCO’s Recommendation on the Ethics of AI provides a
universal framework, emphasizing human rights, transparency, and inclusivity
(UNESCO, 2021). Uzbekistan’s focus on labeling and data protection aligns with
UNESCO’s transparency principle, but its limited enforcement mechanisms and
cross-border provisions fall short of UNESCO’s call for robust governance.
Uzbekistan’s legislation has significant implications. Economically, it
positions the country to leverage AI for growth, potentially attracting tech
investments similar to the EU’s model, especially given Uzbekistan’s digital
infrastructure investments (Ministry of Digital Technologies, 2024). Ethically,
the law’s transparency measures contribute to global efforts to combat AI
misuse, such as deepfakes, aligning with Central Asia’s push for responsible
technology adoption. Geopolitically, Uzbekistan’s AI strategy enhances its
regional influence, supported by international engagements like U.S. mineral
deals and tourism cooperation with Pakistan (Government of Uzbekistan, 2024).
However, the law’s territorial focus limits its ability to address global challenges
like cross-border data flows, necessitating international cooperation.
By aligning more closely with frameworks like the EU AI Act or UNESCO’s
principles, Uzbekistan can enhance its global competitiveness. Strengthening
enforcement and fostering partnerships with tech leaders will further position

Uzbekistan as a key player in Central Asia’s AI landscape, contributing to the
global discourse on ethical AI governance.
Conclusion and Recommendations
Uzbekistan’s draft AI law, passed in its first reading on April 15, 2025,
marks a pivotal step toward regulating artificial intelligence (AI) in an emerging
economy, balancing innovation with ethical safeguards (Oliy Majlis, 2025). This
thesis has demonstrated that the law’s emphasis on mandatory labeling and data
protection addresses pressing issues, such as the 3,553 cases of illegal AI-
processed materials in 2024, while fostering public trust (Government of
Uzbekistan, 2024). However, its limitations—vague enforcement mechanisms
and limited alignment with international frameworks like the EU’s AI Act—
highlight areas for improvement (European Commission, 2024). Globally,
Uzbekistan’s approach contributes to the evolving discourse on ethical AI,
positioning the country as a potential leader in Central Asia’s digital landscape.
Subjectively, I find Uzbekistan’s proactive stance inspiring, as it reflects a
commitment to harnessing AI’s transformative potential while navigating
resource constraints. The law’s focus on transparency resonates with my belief
that trust is the cornerstone of technological adoption, particularly in a region
where digital literacy is still developing. Yet, I am concerned that without robust
enforcement, the law risks becoming symbolic, a sentiment echoed in global
critiques of under-resourced regulatory frameworks.
To strengthen Uzbekistan’s AI governance, I recommend: (1) establishing a
dedicated regulatory div to ensure clear enforcement mechanisms; (2)
aligning the law with international standards, such as UNESCO’s AI ethics
principles, to enhance global interoperability (UNESCO, 2021); (3) investing in
public education campaigns to boost AI literacy and trust; and (4) fostering
partnerships with global tech firms to accelerate innovation. Looking ahead,
further research should explore AI’s impact on Uzbekistan’s labor market and
cross-border data governance. By addressing these priorities, Uzbekistan can
solidify its role in shaping ethical AI adoption, both regionally and globally, a
prospect I find both challenging and profoundly promising.
