A
BSTRACT
This article is about the role of social policy in the realization of human value and social interests in society,
and the author reflects on the role of socio-political reforms in glorifying human value in society and the
importance of social protection mechanisms in ensuring human interests.

NTRODUCTION
One of the first-level tasks of the state in ensuring
socio-economic development in society is to
constantly increase the well-being and standard
of living of the population, through the
implementation of social policies aimed at
improving the living conditions of the population.
In this sense, an important factor in ensuring
social stability is the improvement of the lifestyle
of the population, the satisfaction of their life
interests, needs and requirements, the increase in
the amount of income. To this end, it will be
necessary to develop and implement strategically
important tasks in the reforms carried out, to
eliminate some of the problems that are
occurring.
The glorification of human value in society is a
specific principle of socio-political reform,

with

the country, its social culture, national status,
mentality, the decision-making of new principles
arising from the natural and demographic
situation, as well as their implementation. The
realization of these principles in society has a
systemic nature and represents the vital interests
of the state and society. Due to the high supply of
the human factor, social tension and unstable
situations are bypassed in society, a step towards
an important stage of democratic renewal.
In turn, state authorities, local bodies, self-
government bodies, NGOs and other structures
are involved in the implementation of measures
to glorify human value in society. The state
authorities and its structures use the services of
Citizens ' Assemblies of the neighborhood, village,
ovul in organizing targeted social assistance,
support work to the disadvantaged segments of
the population. As a result, only a significant part
of the less fortunate will be able to receive social
assistance. President Of The Republic Of
Uzbekistan Sh.Mirziyoyev noted that”today the
main goal of our life itself, expressed in our
Constitution, is to make the issue of
comprehensive provision of human interests an
urgent task " [1].
In the context of the establishment of a legal state
and the formation of civil society, it is important
that the people's self-awareness, the demand to
ensure the benefit, freedom and well-being of a
person in the course of the prosperity of the
country is clearly and clearly defined[3]. The
implementation of these tasks depends primarily
on the consistent and effective implementation of
the reform process in the social sphere. Thus, the
philosophy of reforms in ensuring human value,
in its essence, has a positive effect on changes in
all areas of social relations, becomes important in
determining goals and objectives in ensuring the
interests of society.
It is important to ensure human interests, realize
their rights and social guarantees, apply modern
management technologies and methods in the
system of social assistance to low-income
families. The principles associated with the
mentality of the people in society in the
glorification of human value are considered to be
mechanisms by which a rich experience with the
promotion of human interests over the years has
a positive effect. In the provision of these
processes, the principle of a social state is
important, that is, in this feature it is understood
the process associated with the fact that the main
policy of the state is aimed at the interests of the
people. N.Kondratovich believes that”a socially
-
based state means that the economic and social
rights and freedoms of the population and the
responsibility of the state involved in this are
sealed on constitutional grounds " [4].
Social assistance provided to the population is
considered important in ensuring human
interests in society. Social assistance is directed to
some disadvantaged segments of society, that is,
those who do not have the opportunity to earn
self-made money to support themselves
(children, the elderly, people with disabilities and
those who are not engaged in production
according to the conditions that do not depend on
them). The need for those who need social
assistance is determined first of all, according to

the demographic situation in the country,
according to the level of income of the population
and their distribution, established consumption
standards, as well as historical characteristics in
national traditions and way of life.
The more developed the economic life of the
country, the higher the social protection of the
population. Social protection of the population is
one of the most important tasks at a time when
the country is making progress. The concept of
social protection is valid as a category that
embodies the important process of solving social
problems in society during the current period of
social and economic reform and embodies values
related to social stability. The concept of social
protection of the population appeared in the
history of mankind in the late 19th century and as
a social term arose in the 30s of the 20th century.
Therefore, the mechanisms of social protection
are the most important valuable process of social
life, which includes normative-legal and
organizational-methodological factors. V.Kulikov
believes: "social protection is an organic structure
of social life and the organization of oxen in a
market economy, the organizational and legal
manifestations of which should ensure the
process of Labor and the revival of the labor
force”[5].
The main goal of social protection of the vast
layers of the population in glorifying human value
is to prevent a sharp decrease in the standard of
living of the population. To solve this task, a
number of measures and direct state regulatory
methods are used: monetary payments, various
benefits, dotations to close the difference in the
prices of consumer goods and services, such as
the distribution of vital food and non-food goods.
In this context, " social policy as a system of values
supported by society is an area that is one of the
important functions of the state associated with
ensuring the creation of conditions in the
implementation of the needs of each member of
society. At the center of this policy is the human
factor, and it will simultaneously be the purpose,
subject and subject of this policy. The object of
social policy is social relations and social
structure as well as the living conditions and
labor of a person”[6].
The content of social protection acquires a rather
comprehensive feature, it combines important
criteria associated with its progress in society,
ensuring the permanence of the primacy of the
human factor.
According to scientists: “social
protection is a system that provides legal,
economic, social guarantees to able citizens with
conditions for increasing their standard of living
at the expense of their economic independence
and entrepreneurship, and provides conditions
for the payment of material assistance, pensions
and social benefits provided by the state to the
incapacitated part of the population”[7].
Within the framework of the strategy of action on
the five priority areas of development of our
country in 2017
—
2021, about 300 laws, more
than 4 thousand decisions of the president of the
Republic of Uzbekistan were adopted aimed at
radical reform of all spheres of state and society
life over the past period [2].

The decree of the president of the Republic of
Uzbekistan on the development strategy of New
Uzbekistan for 2022
—
2026, adopted on January
28, 2022, also sets out priorities for reforms
aimed at further improving the well-being of our
people, transforming the sectors of the economy
and rapidly developing entrepreneurship,
unconditionally ensuring human rights and
interests, and forming an active civil society.
In development strategy, the focus is on the
adoption, on the one hand, of laws, codes,
concepts and programs related to the
development of civil society. On the second hand,
it covers the provision of the rule of law, the
consistent implementation of constitutional
reform in life, the development of the national
economy, the implementation of strong social
policy, the development of manawism, as well as
the attitude of Uzbekistan to global problems,
important tasks in security and foreign policy.
The main idea of the 7 priorities in the new
Uzbekistan development strategy for 2022-2026
is to ensure human value.
A state program on the promotion of human value
has been developed, and the directions reflected
in it are significant in that they are very
important, including:
build a nationalistic state by raising human value
and further developing a free civil society; making
the principles of justice and the rule of law in our
country the most basic and necessary condition
for development;
rapid development of the national economy and
ensuring high growth rates;
maintaining a fair social policy, developing
human capital;
ensuring spiritual progress and bringing the
industry to a new level;
approach to universal problems arising from
national interests;
strengthen the security and defense potential of
our country, conduct an open, pragmatic and
active foreign policy.
In the development strategy, the relevant tasks
were set for the policy of Social Protection aimed
at glorifying human value:
By 2026, the needy population is fully covered by
social benefits and material assistance, as well as
the implementation of a unified state policy in the
field of social protection, the creation of a social
insurance system, including the creation of a
social insurance fund and the provision of social
assistance and services to low-income families
under a social contract.
The implementation of the “Active” mode
l of the
neighborhood, its implementation of important
tasks in order to directly solve the problems of the
population and provide the necessary resources
and opportunities for the development of the
territory is indicated. For example, in 2022, the
activities of deputy mayors of the district (city)
and youth leaders on the issues of
entrepreneurship development, employment and
poverty reduction, introduced as a new

institution in the neighborhoods, were effectively
established and positive results were achieved.
The procedure for leaders of all levels to fall into
the neighborhood and study problems in their
direction and find solutions to them was
introduced, the state of affairs in the
neighborhood was established as the main
criterion for assessing the activities of ministries,
departments and municipalities, and the powers
of citizens ' self-government bodies were revised
and their financial capabilities expanded in
solving socio-economic problems in In the
development strategy, the tasks set for improving
the quality of education, ensuring the health of the
population, the rapid development of the national
economy and ensuring high growth rates are
implemented in stages.
Today our state is at another important stage. The
eleventh Congress of the movement of
entrepreneurs and businessmen
–
the Liberal
Democratic Party of Uzbekistan-was held, at the
event Shavkat Mirziyoyev introduced his
campaign program. In his speeches, Shavkat
Mirziyoyev noted that” New Uzbekistan, this is a
country where human dignity is first glorified,
every citizen, regardless of nationality, language
and religion, has every opportunity to realize his
potential, " we will also witness how high the
emphasis is on raising human value in our
country.
Also, the updated constitution provided a solid
legal basis for the long-term development
strategies of our country, as well as a reliable
guarantee for the prosperous life of our country
and our people in general. Because of this, the
idea of” for the sake of man“, as well as the current
pr
inciple of reform,” Man –
society
–
state", has
become a chief value in our practical lives, deeply
embedded in the meaning and essence of our
Constitution. The fact that human dignity, honor
and pride henceforth come first in all areas has
been sealed in a number of articles of our general
law in the new edition.
As a conclusion, it is important to note that the
provision of human rights and interests in society
comes from the principles of the theory of the
legal state. In accordance with this theory, the
dominant goal of the state and society will be to
serve the social interests and needs of the
population, ensure the absolute priority of rights
and laws, preserve the most important values in
human vital activity and avoid administrative
command and self
–
sufficiency in ensuring its
prospects, fully ensure the needs of socially
unprotected segments of the population.
