BSTRACT
The article describes the pedagogical foundations of education on the basis of cooperation pedagogy. Also,
for the implementation of the pedagogy of cooperation in educational institutions, the tasks in this regard
are noted not only of the family, neighborhood, educational institution, but also of state governing bodies,
public organizations, offices and organizations that consider themselves responsible for the education of
the younger generation.

During the formation of new socio-economic

managers at all stages of education is to ensure
the development of the entire system by finding
timely solutions to these problems.
All this required deep knowledge, the
organization of labor in the rhythm, the control of
the quality of work, the consideration of local
conditions, the influence on the side-by-side, in
short, the processes that we call management.
Special attention is paid to the issue of reforming
the public administration system in the "new
Uzbekistan development strategy for 2022-
2026"of the president of the Republic of
Uzbekistan dated January 28, 2022.
According to the strategy, today the tasks of
reforming the system of Public Administration
and public service are consistently implemented
by abandoning centralized Public Administration,
increasing the level of professional training of
civil servants, material and Social Security, and
gradually reducing state participation in the
regulation of the economy. In improving the
management system, effective mechanisms of
communication with the people are used, modern
forms of public control have developed, the
effectiveness of social partnership on the example
of educational institutions has increased.
In the world, a huge theoretical and practical
experience has been accumulated in the field of
Management Science and art. We need, in a short
time, not only to get used to the science of
Western management that has arisen in
democratic countries for decades, but to analyze
and think about it and distinguish from it what is
necessary for us and what is suitable for our
environment.
It is worth noting that modern theories of
management cannot provide ready-made
solutions to all life's problems. Therefore, in our
research, we assumed that the era of admiration
with the achievements of developed Western and
Eastern countries has passed, that these countries
have achieved universal success through wars,
stagnation and crises, that a period of serious
study of their experience and a critical and
constructive approach to the search for solutions
has come.
Improving the quality of education on the basis of
the introduction of technologies based on the
cooperation pedagogy of Management in the
educational system in our republic on the
principles of quality management is one of the
urgent tasks of today.
Many problems arise as a result of the lack or
complete absence of leadership skills, guidance
skills, ignorance of modern methods and
mechanisms of management and influence, or
general rejection of them in the heads of
educational institutions, continuing education.
As noted above, a large number of control
theories and approaches have been developed in
the world. It is not advisable to move and practice
these theories directly, blindly.
Currently, it is clear that in the organization of the
financial and economic activities and educational
process of educational institutions, the
application of their rights and freedoms in an

educational institution through the creation of
expanded, coordinating, guardianship and
supervisory boards will pay off.
Our country has clearly defined its own path of
development, which consists of such goals as a
democratic legal state, a socially oriented market
economy and the establishment of a strong civil
society. In the center of the large-scale reforms
carried out in this way, first of all, the human
factor, its interests are gaining priority. Taking
care of the upbringing of a harmonious
generation, physically healthy, spiritually mature,
with high intellectual potential, modern
knowledge, independent thinking, confident in
the future, is a priority of this policy.
In this regard, the decision of the Cabinet of
Ministers of the Republic of Uzbekistan dated
June 19, 2012 "on measures to further develop
the interaction of the Family Institute and citizens
'self-governing
bodies
with
educational
institutions", approved by the statement №1 of
the public Council of "family, neighborhood and
educational institutions" under the Ministry of
Public Education, created the need to introduce
the
The main goal of the cooperation concept is to
make every child a humanitarian, able to find his
place in life and create the ground for his

The quality of the educational process depends,
first of all, on a number of important factors, such
as:
•
the organization of classes on the basis of

requirements of teachers;

effective introduction of an educational
approach aimed at the development of the
personality of the child, aimed at the
formation of the necessary knowledge and life
skills in students;

pedagogy;
•
effective implementation of methodological
service based on the pedagogical need of the
teacher;
•
systematic observation of the dynamics of
acquisition of knowledge, skills and
competencies established by students in state
educational
standards,
effective
implementation of measures to identify and
eliminate gaps in students ' knowledge and
the reasons for their origin, etc.
First of all, the effectiveness of the educational
process, the formation of knowledge and skills
that meet modern requirements largely depend
on the practical implementation of the goals and
objectives of collaborative pedagogy to educate a
harmonious generation using conditions created
on the basis of modern requirements in all our
schools.
Currently, the following is the basis for the
relevance of the problem of cooperation
pedagogy:

the fact that social and pedagogical processes
are carried out in society (humanization and
democratization of relations, an increased role of
the human factor, an increase in the quality of
education on the basis of innovative processes, an
increase in the attention of the whole people to
education, to school to its problems, etc.k.);
–
the state of general, mass pedagogical practice
(lack of adequate pedagogical support for
educators and educators, their dissatisfaction
with the educational process; lack of
understanding, ignorance of the need by
educators to change attitudes towards those
educated, do not want in some cases, etc.);
- the aspirations of educators-practitioners to
innovation (development and implementation of
innovative technologies of education and training
aimed at the development of the personality of
the child, etc.).
In many R & D studies, the concepts of
"cooperation", "complicity", "coordination", "joint
action" have been used as synonyms. In our
opinion, the concept of "cooperation" is
comprehensive and can be perceived as a joint
effort to achieve common goals.
Thus, on the basis of the analysis of the directions
of cooperation pedagogy and the analysis of
current practices and experiences, on the basis of
the pedagogy of cooperation in the general
secondary education system, on the basis of the
quality management model of education, the
principles and conceptual ideas of cooperation
pedagogy, the directions of introduction and the
degree of introduction, the need to develop
organizational and pedagogical conditions for
improving the management of the quality of
education and education on the basis of criteria
and indicators of assessing the effective
application of the basic principles and conceptual
ideas of cooperation pedagogy in practice and
cooperation pedagogy in the general secondary
education system.
In addition to making it possible to organize the
cooperation of pedagogical service providers and
consumers in educational institutions on a
scientific basis, the solution to this problem also
enriches the science of pedagogy with new
approaches to management theory.
On the basis of the pedagogy of cooperation in the
system of continuing education, it is desirable if
the following ones are implemented to improve
the management of the quality of Education.
These are:
- collaborative pedagogy scientific-theoretical
study;
- analysis of conceptual ideas, principles and
descriptions of collaborative pedagogy;
- study of ways and means of managing the
quality of education on the basis of cooperation
pedagogy in the system of continuing education;
-development and implementation of a model of
improvement of quality management of
education and education on the basis of
cooperation pedagogy in the system of continuing
education;

-on the basis of the pedagogy of cooperation in the
system of continuing education, the existing
theoretical and methodological foundations of
management of the quality of education and
education, relevant regulatory documents are
studied and analyzed.
-scientific and methodological justification of the
mechanism of management of the quality of
education on the basis of cooperation pedagogy in
the system of continuing education, as well as the
methods and tools used in this process;
-on the basis of the pedagogy of cooperation in the
system of continuing education, methods of
managing the quality of education are clearly
defined, systematized, scientifically-methodically
based models are created;
- development of technologies for managing the
quality of education and education on the basis of
cooperation pedagogy in the system of continuing
education;
-development of a promising plan and control
mechanism for the effective introduction into
practice of the quality management model of
education on the basis of cooperation pedagogy in
the system of continuing education.
It Is Known That The Cabinet Of Ministers Of The
Republic Of Uzbekistan
on the basis of the above Resolution No.175, the
activities of the Community Council "family-
neighborhood
–
educational
institution"
cooperation under the Ministry of public
education were established.
In turn, the regional public councils of the "family
–
neighborhood
–
educational institution"
cooperation operate under all public education
management offices and secondary schools on the
premises.
This
naturally
requires
the
introduction of collaborative pedagogy into the
educational system.
It is important to carry out the measures
envisaged in this decision not only through the
direct participation of the family, neighborhood,
educational institution, but also through the
participation of the general public-state and
economic governing bodies, public organizations,
media. In particular:
Ministry of preschool and school education of the
Republic of Uzbekistan:
The Community Council organizes its activities on
the basis of the Charter of the council and
following
the
principles
of
legitimacy,
transparency, social justice and humanism.
Defines the functions of the ministries and
departments that are members of the Community
Council, coordinates and strengthens mutual
cooperation. The annual plan of the Community
Council confirms the relevant regulatory
documents within the framework of the meeting
decision and activities and studies, promotes,
leads and supervises the implementation of the
established tasks. Also:
- organizes the educational process with the
appropriate use of advanced pedagogical
technologies, information and communication
tools;

-strengthening the environment of harmony,
kindness
and
interethnic
friendship
in
educational institutions, creates the necessary
conditions and opportunities;
-organizes the activities of the parent University
in different forms and ways, providing
pedagogical, legal, psychological, spiritual and
educational knowledge operating on the basis of
educational institutions;
-carries out legal education with students-young
people, parents, the public;
- promotes national ideology among all
participants in the educational process, organizes
an uncompromising struggle against fanaticism,
religious extremism and the penetration of other
ideas harmful to our national development;
-conducts extensive propaganda and propaganda
work to prevent the harm and consequences of
various distractions (cellular means, videotapes,
information on the internet network, games on
the computer)in the educational process of
students-young people;
–
strengthens ideological immunity to the
spiritual threats that are taking place in order to
influence the consciousness and consciousness of
the younger generation in the current complex
conditions;
- teaches young people to think independently,
educates them in the spirit of independence ideas
and devotion to national ideology;
–
taking into account the capabilities and
interests of students, directing them to the
profession in various fields and introducing a
differentiated approach to education;
-ensures the popularity of all educational,
spiritual-educational, cultural-public and sports
events, etc.k.
Center for vocational education:
It carries out organizational work aimed at
further improving the effectiveness of the
activities of the public council on the basis of the
Charter of the Council, coordinates the interaction
of ministries and departments that are members
of the public council. The community council
promotes its activities extensively, makes a
proposal to popularize progressive work
experiences and encourage active community
council members. Actively participates in the
preparation of the annual plan, decision of the
meeting and relevant regulatory documents
within the scope of activity and studies, promotes,
leads and monitors the implementation of the
established tasks.
It also organizes the educational process in
secondary specialized, vocational educational
institutions, employs and supervises graduates
within the framework of the main position tasks.
Organizes propaganda activities aimed at
vocational orientation of graduates of the 9th
grade of general secondary schools according to
their interests, takes measures to fully cover them
to the next stage of Education.

Prevention of negative situations among minors,
such as uncontrollability, neglect, trespass and
crime, and also carries out preventive measures
to identify minors who surf without going to
study during the course of classes, spend time at
night in "computer clubs"and illegally go abroad,
return them to study, improve attendance. Widely
promotes the rule of law between minors, parents
and the population, carries out a quick exchange
of information between partners.
It also develops programs and methods aimed at
forming law-abiding behavior in students,
instilling in them norms and rules of behavior
adopted in society, and introduces them into the
work practices of educational institutions;
identifies individuals who are prone to
committing violations among minors and takes
measures of social rehabilitation and social

problems and practical assistance to citizens in
these issues, strengthening the role, commitment,
responsibility and interaction of parents
Central Council of the Youth Union of
Uzbekistan:
In the Republic of Uzbekistan, it implements State
Youth Policy, unites young people in the glorious
path of creating a free and prosperous homeland,
promotes leadership among young people,
carries out the initial Organization of the
movement and related spiritual and educational
activities to improve the effectiveness of the
activities of leaders and captains. Also:

forms harmonious, independent-minded
youth, elevates their political culture, legal
literacy and legal consciousness;

educates unorganized youth spiritually-
morally and in the spirit of military
patriotism;

protects the rights and legitimate interests of
young people, supports their aspiration to
master modern professions, etc.k.
In conclusion, in order to achieve the desired goal
from the pedagogy of cooperation, organizations
and agencies of all walks of life must carry out
their tasks responsibly. Only then, as our
President Shavkat Mirziyoev said, We will have an
independent thinking, high intellectual and
spiritual potential, and will ensure the great
future of our country and society so that our peers
on a global scale can mature and be happy as
people who do not empty themselves in any
sphere.
