ABSTRACT
It is aimed at identifying the problems of modern conceptual theories of modernizing the educational system, finding
their solutions, and analyzing the issues related to modern conceptual theories of modernizing the educational system
in accordance with the requirements of the current era. Also, the problems of the teacher's use of innovative
technologies, which have recently been widely introduced in universities, and the prospects for solving them are
becoming an urgent problem. Today, in the preparation of highly qualified personnel, issues of using modern
educational systems and new pedagogical technologies, as well as foreign best practices, are studied.

INTRODUCTION
New Uzbekistan embodies the grandiose plans of our
people to build a prosperous and prosperous life, to
build a free and fair society, to develop our country on
the basis of democratic principles, and to join the ranks
of developed countries. It is our goal to identify the
problems of modern conceptual theories of
modernization of the educational system and to find
their solutions. First of all, we need to define the
concepts of modernization, concept, theory and
discourse.
Modernization, modernization (French. Moderne-
newest, modern) - update something, give it a modern
touch, change it according to modern requirements.
Concept, (lat. Conceptio-complex, system)-1) views on
a field, a system of principles, a certain method of
understanding, understanding and interpreting facts
and events, a basic point of view; 2) in literature - the
main idea of a work.

Theory, is a knowledge system, scheme that can
explain and predict events and facts. Theories are
created by means of the scientific method, formed as a
form of knowledge that gives a complete picture of the
laws of reality and its important connections. A theory
is based on the generalizations of the experiences
related to a particular field of existence. The main task
of the theory in scientific knowledge is to explain the
evidence provided by experiments, at the same time,
to penetrate deeper into the essence of things and
events, to foresee new things and events that will
appear.
Discourse, (fr. discours, English speech, from Latin
discursus" to run back and forth, movement,
circulation, conversation,) speech, process of linguistic
activity,
way
of
speaking.
Conception
and
interpretation. Social sciences and humanities
discourse is a formed way of thinking expressed
through language defines it as. From the point of view
of modern approaches, discourse is a complex
communicative phenomenon, which, in addition to the
text, includes additional linguistic factors (thoughts,
knowledge about the world, the recipient's goals,
attitudes) necessary for understanding the text.
Political science considers it a formal way to solve a
social problem. understood as a logical exchange of
ideas.
First of all, the goals cannot be realized without
revolutionary changes in the field of science and
education. Therefore, in the last four years, great
opportunities have been created for citizens to get
education, acquire modern professions and work in fair
conditions. In particular, the 12-year education system
was returned, the number of higher education
institutions of our republic was almost doubled, new
institutes and universities, branches of prestigious
foreign universities were opened, evening and part-
time departments of higher education were
established. Most notably, the coverage of school
graduates in higher education institutions increased
from 9 percent in 2016 to 13 percent today. As one of
the most important innovations in the industry, the
Presidential and creative schools have started. It is the
implementation of a new system of training
competitive, independent thinking, patriotic capable
personnel who have deeply mastered modern
knowledge and skills in the world of science and
technology.
Education is the main factor in reforming society and
turning it into a society more open to the outside world
and oriented to new technologies and knowledge [1].
Today, due to the fact that Uzbekistan is consistently
moving towards building a democratic legal state and
a fair civil society, the personnel training system has
been fundamentally reformed, and the priority of
individual interest and education has been decided in
the state social policy. The need to provide the
educational process with advanced pedagogical
technologies is one of the conditions for the
implementation of the National Personnel Training
Program.
At the XIV session of the Oliy Majlis, the President of
our Republic emphasized that "it is necessary to
control the timely development and introduction of
new textbooks and modern pedagogical and
information technologies." Today, scientists and
teachers are obliged to seriously engage in the
development of advanced pedagogical technologies,
and they are responsible for this work. Close foreign
countries are also paying attention to this field.
Ensuring the quality of education is seen in how the
educational process is organized and meets the
established quality criteria, along with the level of

professional training of graduates. This task is defined
in a number of legislative and regulatory documents, in
particular, in the National Program of Personnel
Training, as an example of restructuring the system
and content of personnel training based on the
prospects of the social and economic development of
the country, the needs of society, and the modern
achievements of science, culture, technology, and

To be honest, after reading the news about the
decision, I wanted to become an applicant again. The
reason is that the choice for today's youth is ten times
higher than in our time. The most important thing is
that if we dreamed of studying abroad, today foreign
educational institutions are coming to our country. This
year's applicants have even more options. The
admission process at "New Uzbekistan" University has
been set to start from the 2021/2022 academic year [3].
Analysis of literature on the topic. It is focused on the
analysis of issues related to modern conceptual
theories of modernizing the educational system in
accordance with the requirements of the current era.
In the works of the President of the Republic of
Uzbekistan Sh.M. Mirziyoev on the detailed study of
the shortcomings of the education system, it is
emphasized that we have set ourselves the main goal
of creating a new Renaissance, that is, the foundations
of the Third Renaissance in Uzbekistan through large-
scale democratic changes, including educational
reforms [4]. The first President of the Republic of
Uzbekistan, I.A. Karimov, substantiates the socio-
economic and practical importance of this problem by
saying that "from the first years of independence, a
great need for fundamental reform of education and
training, science, and vocational training systems
began to be felt throughout the country" [5]. Also,
Russian scientists and researchers V.A. Slastenin
explains the innovative approach to the pedagogical
process by introducing innovations in the purpose,
content and form of the organization of collaborative
activities of teachers and students, teaching and
training [6]. M.V. Clarin, Determining the purpose of
education through the content of education, the
activity of a teacher (pedagogue) or a student does not
allow to have a clear impression of the expected
results in education. In general, in order to be able to
measure, define, and repeat training tasks in the
educational process, it is necessary to know the criteria
for achieving each goal, that is, the educational goal
should be set in such a way that it is possible to draw a
clear conclusion about its achievement. M.A. Guleva,
Education is very important for social and economic
development of any country. For modern China, it has
become very important to prepare a population
capable of not only high growth rates, but also
improvement of its quality indicators. Solving the
problem of improving the quality of education goes
beyond the organization of the educational process. To
increase the effectiveness of the educational system, it
is necessary to combine the achievements of all fields
of politics, economy and science. N.A. Matveeva, The
stability of the functioning and development of the
educational system is a necessary condition for the
stabilization of social development at a new level.
Social communities were significantly differentiated to
reproduce traditional educational behavior as much as
possible and join innovative educational activities as a
developed social entity. In this regard, it is especially
relevant to analyze the inertia of education as a
condition and factor for ensuring the stability of the
operation and development of this system, and to
determine the trends of inertial processes. It is of
strategic importance to assess the inertia of the young
generation, its ability to repeat the educational
traditions of the "exit" social environment, to join
innovative types of educational activities in the

RESEARCH METHODOLOGY
At a time when the reform of the continuous education
system, that is, the reorganization of the process of
education and upbringing based on educational
standards, is being started in our country, special
attention is paid to the activity of the teacher, his
pedagogical skills, because it is the teacher and trainer
who are considered to be the creators of the perfect
generation.
In the 21st century, education on a global scale is
recognized as the main factor that ensures sustainable
development, and in the international concept of
education until 2030, "strengthening and expanding
various educational opportunities in teaching and
training" is defined as an urgent task [7].
One of the principles stated in the Law "On Education"
and the National Program of Personnel Training is to
identify the talented and talented among the youth
and ensure their comprehensive development. At all
stages of the educational system, great attention
should be paid to the development of creative talents
of young people. One of the main tasks of teachers is
to help young people to see their innovative ideas and
thoughts, talents and abilities in a timely manner and
to realize them. oung people are required to educate
young leaders with high morale through the
development of organizational skills and management
skills, and guide them for the development of our
country and its prospects. In particular, to identify
talented students, to support their activities in a
scientific and methodological way, to popularize best
practices and to develop recommendations and
manuals for educational institutions based on them
[8].
The problems of the teacher's use of innovative
technologies, which have been widely introduced in
universities recently, and the prospects for solving
them are becoming an urgent problem. The reason for
this is that it is necessary to have professional
knowledge specific to pedagogical activity, prepare
and adapt to independent pedagogical activity and
social relations, including within the pedagogical team.
It solves today's current tasks of education and training
through the use of innovative technologies in
vocational training, creation and management.
Therefore, it is appropriate to search for pedagogical
innovations, select the most effective ones through
analysis, and determine the order of their
implementation. Therefore, the teacher searches for
ways, methods and methods, teaching forms and tools
that activate the student, and improves them.
Currently, a number of researches and efforts are
being made to create this system. Innovations are
relevant and new approaches developed in a system.
They are born on the basis of initiatives and
innovations, they are promising for the development
of educational content, and also have a positive effect
on the development of the educational system in
general.
Today, updates in this direction require taking into
account the requirements of the times in this field,
creating a new image of the science of our society in
the process of reforms, and new views and approaches
to the issues of achieving the effectiveness of the
dynamics of changes in this field [9].
Interactivity is a completely new phenomenon in the
field of education, according to which the educator can
actively interact with all subjects of the educational
process, not only through personal meetings with the
teacher, other students, the administration; in the
process of analyzing multimedia objects, it is possible

to change their content, shape, size and color, to view
them from all sides, to perform other similar actions, to
stop and start again at the desired place [10].
ANALYSIS AND RESULTS
Let's think about how developed countries in the world
are achieving high development and prosperity. That is
why fundamental reforms are being carried out in the
educational system along with all areas in order to
develop our country in all aspects and create a new
Uzbekistan. In this regard, dozens of important
decrees, decisions, concepts and programs were
adopted. Decision No. 304 dated 22.05.2017 of the
President of the Republic of Uzbekistan Shavkat
Mirziyoev of the Cabinet of Ministers of the Republic of
Uzbekistan on measures to further improve the
education system after higher education, PF dated
29.04.2019 on approval of the concept of the
development of the public education system of the
Republic of Uzbekistan until 2030 - Decree No. 5712,
Decision No. PQ-4312 of 05.08.2019 on approving the
concept of development of the preschool education
system of the Republic of Uzbekistan until 2030,
Decree No. PF-5847 dated 08.10.2019 of the President
of the Republic of Uzbekistan on approval of the
concept of development of the higher education
system of the Republic of Uzbekistan until 2030 will
undoubtedly open new horizons in the development of
this field.
CONCLUSIONS
Today, systematic work is carried out to analyze the
activity of scientific organizations and higher education
institutions and the effectiveness of the development
of scientific infrastructure, to study the mechanisms of
scientific research and experimental construction work
affecting socio-economic development, to achieve the
effectiveness of scientific research programs and to
improve the system of evaluating its effectiveness. is
the demand of the era.
In general, in order to be able to measure, define, and
repeat training tasks in the educational process, it is
necessary to know the criteria for achieving each goal,
that is, the educational goal should be set in such a way
that it is possible to draw a clear conclusion about its
achievement [11].
Continuous organization of equipping professors and
teachers working in the higher education system of our
republic with the new system of knowledge on
advanced pedagogic and information technologies in
training courses is a requirement of today's era. That is
why today it is appropriate to train highly qualified
personnel based on modern systems and new
pedagogical technologies and using foreign best
practices.
