ABSTRACT
In this article, fundamental reforms implemented in the field of social and political stability in Uzbekistan and their
results are scientifically analyzed.Through this identifying and researching issues related to the demonstration of
readiness to correct any socio-political political instability in Uzbekistan. Also, the article provides definitions of the
main concepts of release and volatility through scientific comparison.

INTRODUCTION
In construction of the new Uzbekistanthe installation
reign of peace and tranquality, ensuring the equality of
citizens before the law,the rule of law in the the socio-
political and economic aspects, consistency in the
management of society and the state are expressed
through socio-political stability.Stability is a necessary
condition for creative activity.
Stability and instability are characteristic of social
life.Just as everyone needs peace and tranquility to
achieve their goals, society needs socio-political
stability to fulfill its goals

In society stability can alternate with instability, crisis
with development. When certain achievements are
made and social opportunities are created in the
spiritual,economic,political, and legal spheres of
society, new problems may arise in the way of its
further development.This in turn creates the task of
solving them.
It is known that the mentality, values,customs and
traditions of the society naturally lead to the
implementation of specific methods of managing
people.In
the
history
of
human
monarchical,aristocratic,totalitarian and democratic
methods of ensuring the stability of society have been
experienced.Democratic procedures and methodos
are used in most developed countries with a high level
of social and political stability.
Instability arises as a result of internal and external
processes and threats.Instability can be exacerbated
during the transition from one socio-political system to
another.The derailment of the stability of society is
caused by the emergence of a legal gap, the failure of
laws, negative changes in the psychology of people,
the failure to fulfill social duties, the loss of social
ideals, the increase of indifference to ideas and
ideologies,the emergence of various criminal group,
the violation of the criteria of social justice, the
weakening of the ability of state bodies to manage the
population, is expressed in the escalation of various
conflicts.History shows that there are countries that
have fallen into decline as a result of instability, and we
can cite the former Soviet Union as an example.
Sustainbility is also important in the socio-political
sphere.From this point of view,socio-political stability
–
peace, tranquility and creative work environment
–
is a
fixed and firmly established condition.That is, the daily
activities of every citizen go smoothly, there are no
conflicts between different social groups, nationalities,
and there no tensions in the life of the state and
authorities.
Socio-political stability is related to both internal and
external factors. In particular, the full satisfaction of
the people's daily material and spiritual needs is the
essence of the internal factor, equal rights, mutual
cooperation, solidarity with all countries, ensuring the
priority of the country's interests at the same time is
the basis of the external factor.

preamble of the Constitution of the Republic of
Uzbekistan, "We, the one people of Uzbekistan: ...
showing our loyalty to the ideals of democracy,
freedom and equality, social justice and solidarity, we
create a humane democratic state, open and building a
just society realizing our high responsibility to the
present and future generations, relying on the
historical experience of the development of our
statehood for more than three thousand years, as well

priceless natural resources of our country and preserve
them for the present and future generations and

environment, based on the generally recognized
principles and norms of international law, The
international community of Uzbekistan strives to
strengthen and develop its friendly relations with
neighboring countries on the basis of cooperation,
mutual support, peace and harmony, aiming to ensure
a decent life for citizens, inter-ethnic and inter-
confessional harmony, prosperity and prosperity of
our multi-ethnic country Uzbekistan. we accept and
announce this Constitution" . In fact, it is possible to
observe the ideas of socio-political stability from the
preamble of the Constitution. These ideas make it
possible to ensure stability in our country.
This is the basis of the reforms implemented in our
country in the following years to raise the standard of
living of the population, ensure employment,
guarantee quality education, qualified medical care,
create
equal
opportunities
for
all,
provide
comprehensive support to families, children, women,
the elderly, and persons with disabilities. the goal is
embodied .
Implementation of broad reforms related to the
development of society in new Uzbekistan, both
theoretically and practically, and its effectiveness
directly make socio-political stability an objective
necessity and are based on it. That is why such stability
can be called a solid foundation of popular reforms.
The President of Uzbekistan, ShavkatMirziyoyev, at a
meeting with members of the constitutional
commission on June 20, 2022, put forward the idea of
strengthening the principle "Uzbekistan is a social
state" in Article 1 of the country's Constitution. In the
Head of State's Address to the Supreme assembly and
the people of Uzbekistan, this idea was further
strengthened and priority directions for establishing a
social state were defined. The head of state
emphasized this point and said, "We aim to build New
Uzbekistan on the basis of the principle of "social
state". We need to strengthen this in the Constitution,"
he said . After all, we would not be wrong to say that it
is the socialization of the state that prevents the
emergence of socio-political instability and serves as a
guarantee for the stability of the society.
The welfare state envisages housing for the needy,
determining the necessary consumer products for
living, allocating enough wages for citizens to live a
decent life, ensuring employment, creating safe
working conditions, and reducing poverty. Also, quality
education, qualified medical care, all-round support for
families, children, women, the elderly, and persons
with disabilities are the main tasks of the social state.
It should be noted that the social state is a state model
aimed at the distribution of material wealth in
accordance with the principle of justice in order to
ensure that every citizen achieves a decent quality of
life and level, to alleviate the social gap and to help the
needy .
In recent years if we pay attention to the large-scale
reforms implemented in our country, we can see that
most of them are directed to the social sphere. In
particular, it is established to support the needy and
needy strata of the population and to provide them
with systematic assistance from the state. At the level
of state policy, special attention is paid to issues such
as creating decent conditions for people to live happily
and happily, ensuring employment and increasing

preventing stratification in terms of living conditions
and quality, as a guarantee of social and political
stability.
Protection
from unemployment, provision of
guaranteed quality education, provision of qualified
medical care, all-round support for children, women,
the elderly, persons with disabilities, migrants and their
family members are in the constant focus of our state.
The fact that the main part of the state budget is
directed to such issues is a practical confirmation of our
opinion. It should be noted separately that the "Iron
Register", "Women's Register", "Youth Register",
"Mehr Register" and "Mahlababay" work system
introduced at the republic level to support families,
women and young people in need of social assistance
also reflect the essence of the welfare state. and
showing a vital appearance.
For example, "iron notebook" is a database for
registering, identifying, eliminating and monitoring
families with difficult social conditions and living
conditions, which are under special control by
responsible persons, while "Women's notebook" is a
social, economic, legal, psychological database. is a
database for identifying, eliminating and monitoring
the problems of unemployed women who have a need
and desire for support, knowledge and vocational
training."Youth register" covers the database for
identification, elimination and control of the problems
of unemployed youth who have a need and desire for
social, economic, legal, psychological support,
knowledge and vocational training. "MehrDaftari" is to
study and solve the problems of orphans and children
deprived of parental care, to enter information about
them in order to help them realize their dreams, to
organize inter-departmental information exchange,
and to carry out measures according to the
"MehrChairity" system. is an electronic platform that
allows monitoring the effectiveness of events.
At this point, it can be said that Uzbekistan has
demonstrated its readiness to eliminate any socio-
political instability by consistently introducing reforms
in this direction.
It is known that the socio-political stability of the
country depends on many factors, among which the
activities of strengthening law and order and legality
take an important place. At the same time, organizing
work in the direction of strengthening law and order
and legitimacy based on the principle of "Serving the
interests of the people", forming its integrated system,
creating an effective system of implementation by
introducing modern working methods, describes the
efficiency in this field.
It can be said that the strengthening of law and order
and legality is the key to achieving social and political
stability in the society.
The concept of "social and political stability" is closely
related to the concept of "human dignity", and at the
root of this idea, first of all, the noble goal of glorifying
human dignity and serving the population is embodied.
The social state creates decent living conditions for
every person based on the principles of social equality
and justice.
Glorification of human dignity, ensuring the rights and
freedoms, legal interests of everyone has become the
priority direction of the reforms implemented in our
country . As the President noted, "Certainly, human
value is not some abstract, lofty concept for us. By
human dignity, we mean, first of all, the peaceful and
safe life of every citizen, the provision of his
fundamental
rights and freedoms” .

It is known that the peaceful and safe life of citizens,
the provision of their fundamental rights and freedoms
is directly dependent on the effective organization of
public security activities. In the research conducted in
this regard, "the provision of public safety is one of the
stable, important and mandatory elements of the
existence of the state" , "the provision of public safety
is considered the main activity of the state, especially
its law enforcement bodies, at any time" . is proof.
Internal affairs bodies are one of the main subjects of
the activity of ensuring social and political stability and
public safety, which serves as a basis for it in our
country.
In the words of the President, "In the new Uzbekistan,
the employees of the internal affairs system serve as a
strong support of our state and society in the
successful implementation of our reforms based on
the noble principle of "For human dignity". We all
understand how important it is to ensure the security
and territorial integrity of our country, and to
strengthen peace and harmony in our society in the
complex and dangerous conditions prevailing in the
world today. Therefore, priority attention is paid to the
reform of the internal affairs system in the following
years" .
As part of the reforms implemented in our country in
this direction, a number of laws and regulations have
been adopted and are being implemented in the life of
the society. In particular, the adoption of the law of the
Republic of Uzbekistan "On Internal Affairs Bodies"
(September 16, 2016) made it possible to eliminate
gaps, uncertainties and conflicts in the legal field
regulating the highly responsible, diverse activities of
the system.Also, the implementation of the main rules
related to the activity into a single system started a
new qualitative stage of the reforms .At the same time,
this law served as one of the important legal
documents of socio-political stability in the country.In
order to ensure the performance of the tasks defined
by the law, a number of normative legal documents
have been adopted.
Decree of the President of the Republic of Uzbekistan
No. PF-5005 (April 10, 2017) "On measures to
fundamentally increase the effectiveness of the
internal
affairs
bodies,
to
strengthen
their
responsibility in ensuring public order, reliable
protection of the rights, freedoms and legitimate
interests of citizens" (April 10, 2017) is one of the
important documents that legally regulates the activity
of maintaining order and ensuring safety.The decree
clearly delimits the tasks, functions and responsibilities
of the subjects of public order maintenance and
security of internal affairs bodies, excludes repetitive
and obsolete powers, strengthens the level of material
and technical support that ensures the promptness
and efficiency of units, modern scientific and technical
tools
and
information
and
communication
technologies, including improving the quality of state
services .
The adoption of the Decree of the President of the
Republic of Uzbekistan No. PF-6196 (March 26, 2021)
opened a new page in the provision of public safety in
our country.
Reforms at this stage include: "Defining the promising
directions of public policy in the field of public safety in
our country, forming a comprehensive system of public
safety , establishing effective activities of internal
affairs bodies from the lowest level to the republic
level, and strengthening law and order and legitimacy
in our country by introducing modern working
methods, creation of an effective system of ensuring

It should be noted that in order to further develop the
system of public safety in our country, the decree of
the head of our state "On approval of the concept of
public safety of the Republic of Uzbekistan and
measures for its implementation" No. PF-27
(November 29, 2021) was adopted.
According to it, the "Concept of public safety of the
Republic of Uzbekistan" and "Strategy for the
development of the system of public safety in the
Republic of Uzbekistan in 2022-2025" were approved,
developed on the basis of advanced foreign and
national experiences in ensuring public safety and
aimed at guaranteed protection of the population
from any threats.
An important document defining the state policy in the
field of public safety, which is considered one of the
main areas of national security - "Public Safety Concept
of the Republic of Uzbekistan", the main concepts
related to public safety, state regulation of the field of
public safety, mechanisms of implementation of the
concept, expected results, etc. attention was paid to
important issues.
It is known that the need to further strengthen law and
order and fight against new forms of crime requires
defining priorities for public safety in our country. In
this regard, the goal of the "2022-2025 strategy for the
development of the public safety system in the
Republic of Uzbekistan" was to develop and effectively
implement legal, methodological, scientific and
organizational measures to introduce a qualitatively
new system of public safety in the country.
In order to determine the priority directions of reforms
aimed at further increasing the well-being of our
people, unconditionally ensuring human rights and
interests, and forming an active civil society, based on
the principle of "For the dignity of man" in the
following years, based on the in-depth analysis of the
complex processes at the world level and the results of
the development of our country, it was adopted The
"Development Strategy of New Uzbekistan for 2022-
2026" is called "Ensuring public safety, creating an
effective system for timely identification and
elimination of conditions that cause crimes"The 16th
goal is to fundamentally improve the activities of the
patrol service for maintaining public order, including
the introduction of modern information technologies,
to abandon the practice of taking a citizen to the
internal affairs department for inspection, to improve
the road infrastructure, to reduce the number of
accidents and deaths on the roads by creating safe
traffic conditions. important measures such as
complete digitization of the traffic management
system, ensuring broad participation of the public in
the work in this field were determined .
It should be noted that the above-mentioned
documents served as one of the fundamental legal
bases for ensuring socio-political stability in the
society. Perhaps, as part of the reforms implemented
on the basis of them, employees have been introduced
to the service with a personal video recorder (div
camera), intelligent camera ("Smart") systems with
the possibility of monitoring and independent control
are being introduced, formalization and review of
criminal cases are provided with electronic tablets,in
addition, the concepts of "Safe capital" , «Smooth and
safe road" , "Safe house" , "Safe yard", "E-patrol"
systems, "Smart neighborhood", "E-public safety"
information and "Safe city" hardware - the use of new
work methods in organizing activities on the basis of
software complexes has proven to create many

administrative offenses and to respond quickly to
citizens' appeals.
At the core of the reforms being carried out in our
country is the peaceful and safe life of every citizen,
effective provision of his fundamental rights and
freedoms, it can be concluded that Uzbekistan is ready
to eliminate any socio-political instability.
