Information constitutes a very important asset for people or organizations, therefore, protecting it has become a priority for everyone, unfortunately there is not a unique formula that grantees a complete and total protection to the information. With that in mind, it becomes necessary the use of a software that provides help and facilitates work for the cybersecurity specialists so they can provide the best possible protection of data. Objective: Develop a system that can scan a given URL link of a website, and provide all the necessary information about the site. Methods: From a scientific point of view, the scientific observation, document analysis, survey and interview are considered as methods, giving place to a susceptible proposal to the scientific verification and validation. Results: The implementation of a website that contains a vulnerability detection system (web scanner), which can scan a website given its URL. Conclusions: the implementation of the said system for the security of the information in the University of Sancti Spiritus «Jose Marti' Perez» (UNISS) is valued as a positive support for the security against phishing attacks, in a single repository.

Avtomatlashtirilgan axborot tizimlarida va telekommunikatsiya tizimlarida aylanayotgan axborotlar hamda ularning xavfsizligiga bo‘ladigan tahdidlarning soni bugunga kelib keskin darajada oshib ketdi. The article studies risks for vulnerable groups of employees in connection with the artificial intelligence and automation. Considering the vulnerability through the prism of economic and sociological approaches allows the author to state that the sociological concept of social exclusion is closest to the legal understanding of vulnerability. Based on the analysis of possible risks of the introduction of automation and artificial intelligence for vulnerable groups of employees, directions for improving labor legislation are proposed.

Parametrlashtirilgan kvant sxemasini o‘rgatish uchun klassik optimallashtiruvchidan foydalanadigan variatsion kvant algoritmlari (VKA) ushbu cheklovlarni hal qilishning ilg’or texnologiyasi sifatida paydo bo‘ldi. Kvant kompyuterlari uchun mo‘ljallangan deyarli barcha ilovalar uchun VKAlar taklif qilindi va ular kvant ustunligiga erishish uchun eng yaxshi yechimni topib berish xolati bilan afzal bo‘lib ko‘rinadi. Shunday bo‘lsa-da, muammolar, jumladan, VKAlarni o‘qitish qobiliyati, aniqligi va samaradorligi bilan bog'liq muammolar saqlanib qolmoqda. Bu ushbu tadqiqot ishida VKA sohasini ko‘rib chiqiladi, ularning qiyinchiliklarini yengish strategiyalarini muhokama qilinadi va kvant ustunligiga erishish uchun ulardan foydalanishning qiziqarli istiqbollarini ta'kidlanadi. Kvant algoritmlarini sinab ko‘rish va kvant kompyuterlari afzallik beruvchi sun’iy intellekt orqali yangi muammolarni aniqlash mumkin bo‘ladi.

Digitalization, which directly affects the sphere of public administration, has become an important area of state domestic policy in the Russian Federation. The work of state executive authorities is actively implementing modern digital, information and communication technologies designed to bring their management activities to a new level. The development of digitalization in the field of public administration causes the transformation of the culture and value orientations of public civil servants, actualizes the need to provide public services that meet both formal, mandatory requirements and the requirements of their consumers. The results of the conducted research give grounds to formulate the assumption that at present not all state civil servants fully share the modern professional values of the state civil service, but rather are “carriers” of traditional bureaucratic values.

The article analyses the legal problems of using Al technologies in hiring employees and outlines the main directions of their solution. The author reveals that the decisions made by Al in hiring employees may be discriminatory and create prerequisites for unjustified refusals to hire. It is substantiated that the protection of labour rights in the context of the use of Al in hiring employees requires coding of Al in accordance with the local acts of the employer; written information of the potential employee about the Al tools used for hiring. It is stated that all decisions made by Al should be controlled and explained by the employer, who is legally responsible for their consequences. The author highlights the concept of “biased algorithm”. The author states that a fair interface should be created for the Al, which is fed with data related specifically to the vacancy in question and does not contain biased algorithms. The author sees the solution to this problem in standardization mechanisms and mandatory certification of software that uses Al technology to hire employees.

The introduction of a single tax account is a qualitatively new stage in tax administration, which was introduced in order to simplify and automate the fulfillment of tax obligations by individual entrepreneurs and organizations. As a result of the study, a conclusion is drawn about the underdevelopment of the single tax account, both from the point of view of the technical component and from the position of the regulatory function of taxes. It is proposed to make changes to the procedure for writing off arrears, since at the moment the write-off of funds is in fact indisputable.

The present issue is conducted in order to highlight the need of analysis of the information function of the state not only and not so much from the standpoint of the theory of state and law, but also, mostly, from the standpoint of constitutional law, due to the constitutional, fundamental nature of relations arising in the sphere of data turnover, affecting both: the interests of society, individuals, and the state. The article draws attention to the emerging priority of the interests of the state in comparison with the interests of individuals, which seems inappropriate in the conditions of strengthening the rule of law.

Taking into account the trends in the development of Russian society, as well as the existing experience in developing the problems of digital transformation of its various spheres, the article actualizes the problems of digital transformation of modern law. Touching upon the issues of improving the legal framework and prevention of cyber threats in modern society, the authors outline trends and current tasks of professional training of modern specialists. In particular, the digital transformation of law stands out among them, which, according to the authors, is today not only one of the current trends in the development of professional training in the field of jurisprudence, but also determines important aspects of the professional adaptation of a modern lawyer to work in the conditions of digitalization.

The author draws attention to the directions of trend formation in the digitalization of labor law both in the Russian Federation and in individual countries of the European Union. The issues of legal regulation of working hours of remote workers and conditions for the formation of transformational processes in the field of labor law are highlighted. The issues of legal mechanisms for minimizing the consequences of digitization for individual countries of the European Union are considered separately.

In connection with the need of people to communicate using the technical capabilities of the Internet, a new area and direction called “Social Networks” has been formed. Social networks, which originally served only to communicate with anyone, are now becoming an incomparable tool for people to respond to social and political changes taking place in society with their advanced thoughts.

The purpose of the article is to analyze the prospects for the development of a digital society. It is stated that new technologies make it possible to repeatedly strengthen control over the behavior of citizens, their movements, search queries, viewed and distributed content, and financial expenses. The widespread introduction of these technologies in the conditions of modern globalization contributes to the emergence of globalist totalitarianism, characterized by the erosion of national and state sovereignty, unification of all aspects of public life and subordination of these processes to the interests of the globalist elite. The main way of organizing and functioning of power becomes a digital panopticon, which gives social reality the property of maximum transparency.

The article describes the legislative structure of the tort liability of a notary for committing an offence in their activity. Authors analyze the composition of such a civil offense and the application of this composition in the context of the functioning of the notary’s unified information system (UIS) in practice. Authors conclude that in the conditions of the functioning of the notary’s UIS, it is necessary to supplement the construction of the notary’s tort liability with the responsibility of the information system administrator.

The results of the application of innovative technologies in professional defense activities associated with the emergence of new LegalTech solutions are given. The result will be simplification of work on carrying out procedures. LegalTech services help not only save time and money on consultations, but also avoid undesirable results, for example, in the form of refusal of registration by the Federal Tax Service, or making invalid decisions on the reorganization of a legal entity. Thus, there is no reason to fear Legal tech; rather, on the contrary, it is worth studying the development of technologies in jurisprudence and contributing to their creation. After all, only by encountering problems in legal support in practice can you have an idea of how to solve such a problem.

The article is devoted to the relationship between the concepts of «right to information» and «right to access to information» in order to clarify the content of these rights to determine their limits, guaranteeing national security. Attention is paid to the history of the development of information wars, the effectiveness of various methods of information warfare in the absence of proper control over information flows by the state. The main criterion of information is defined, as well as the need to introduce the institution of responsibility of international officials for the dissemination and use of false information, which will ensure minimal security of states at the international level.

In the article the problem of ensuring the information (psychological) security of Internet users is revealed on the examples of the most relevant trends of destructive content in modern Internet media. It is demonstrated that ensuring information (psychological) security from a legal point of view involves maintaining a balance of the right to freedom of speech, on the one hand, and the right to honor, dignity, good name, business reputation; the right to liberty and security of person; the right to live; the right to privacy; the right to freedom of conscience, etc., on the other hand. Legislative measures are proposed to ensure information (psychological) security, taking into account the new challenges of criminogenic digital communication.

The article analyzes the Omsk’s government decree «On the state information system of health care of Omsk region». The article addressees the procedure of creation of the regional medical information system of Omsk region, analyzes the legal provisions, identifies provisions that may cause difficulties in law enforcement and describes proposals for them elimination. In the summary, the author determines place of the regional medical information system in the system of acts of the Omsk region.

The article is devoted to the features of the creation and use of automated constructors as a type of information technology in legal activities. The purpose of the study is to consider the features of the creation and use of automated constructors in legal activities. The subject of the study, the results of which are presented in this article, are the features and patterns of creation and use of automated constructors in legal activities. The research methods include: analysis, synthesis, induction, deduction, abstraction, generalization, modeling. In the course of the study, it was found that automated constructors in legal activity should be understood as specialized software systems that can be used to draw up legal documents, conduct various kinds of legal expertise, and provide legal advice. At the same time, automated constructors should be based on a certain algorithm for the implementation of legal activities. Also in the article, specific examples show the features of creating automated constructors that can be used in the implementation of legal activities, and reveals the technology for creating such constructors.

The article is devoted to a number of issues of legal protection and protection of personal data in the field of medicine and healthcare, in particular, the problem of attributing information about disability to special categories of personal data in the Russian Federation; judicial practice of attributing information about disability; the problems of improving legislation on the basics of protecting the health of citizens in the Russian Federation in accordance with the legislation on personal data.

In connection with the development of digital technologies, the state is actively developing and stimulating a program of digitalization and technological modernization of the economy, public administration, and legal regulation. The purpose of the article is to identify some negative trends in the widespread digitalization of social relations, including a possible regression of the system of basic individual rights. In the absence of legal regulation that ensures a balance between public interests in the development of information and communication technologies and the privacy of citizens, it is very important to ensure the possibility of exercising the human right to preserve the traditional digital-free lifestyle.
