ABSTRACT
Today, a systematic approach is needed to reduce traffic accidents and the level of injuries caused by them, as well as
to increase the stability of the entire transport system. For these purposes, various methods and models are used,
involving technical and intellectual resources, in order to improve the quality of transport system management.
The article provides information on traffic accidents occurring worldwide and their analysis, as well as their
prevention.

INTRODUCTION
According to the World Health Organization, 1.35
million people die in road traffic accidents every year.
This means an average of 3700 people per day, and 24
people per second. It is the 8th leading cause of death
in the world population of all ages and is the leading
cause of death for people between the ages of 5 and
29. Also, 20 million to 50 million people suffer various
injuries as a result of traffic accidents [1].

More than 50% of those killed in traffic accidents are
pedestrians, cyclists and motorcyclists. In low- and
middle-income countries, the mortality rate for this
group of people is up to 70%.
The World Health Organization organizes the Global
Road Safety Week every year. As noted at this year's
meeting, which began on May 15, 2023, Africa has a
high rate of road traffic deaths. In the hottest
continent, a third of such cases end in a sad outcome.
According to this organization, in 2023, the leaders in
the number of deaths per 100,000 people as a result of
traffic accidents are Liberia (35.90), the Democratic
Republic of Congo (33.70) and the Central African
Republic (33.60). The main reasons for this are the lack
of funding for the appropriate infrastructure in these
countries, the lack of adequate and demanding roads
for the growing number of vehicles, as well as the lack
of timely and high-quality medical care for people
affected by traffic accidents. Also, Hong Kong (1.20),
Micronesia (1.90), Norway (2.0), Switzerland (2.20) and
Sweden (2.20) have the lowest rates of road traffic
deaths among the countries of the world.
Every year on the third Sunday of November, the World
Day of Remembrance for the victims of road traffic
accidents is celebrated, its status is confirmed by the
resolution of the General Assembly of the United
Nations. On this day, the issues of remembering those
who died in road accidents, road safety and preventing
death in road accidents will be discussed.
“Traffic accidents are a kind of gentle and silent
epidemic on wheels. Our meeting at this conference is
a vital opportunity to make progress and take concrete
actions," said the Secretary-General in his speech to
the representatives of 193 UN member states gathered
in the UN General Assembly Hall in New York. [2].
EU road deaths up 3% in 2022 compared to last year, as
road traffic recovers after pandemic [3].
It's important to note that many of the gains made
during the pandemic (including a 17 percent drop
between 2019 and 2020) have not been lost. Compared
to 2019, the number of deaths in 2022 decreased by 10
percent. However, this indicator developed very
unevenly among the EU member states. The largest
declines were recorded in Lithuania and Poland (more
than 30%), while Denmark also recorded a 23% decline.
In contrast, the number of road deaths has remained
fairly stable or increased in countries such as Ireland,
Spain, France, Italy, the Netherlands and Sweden over
the past three years. [4].
According to statistics, Russia is in 12th place in the
world in terms of the number of people killed on the
roads. About 18 thousand people die on the roads in
this country every year. [5].
Based on statistics from different countries, it follows
that the main and more common cause is speeding,
which takes a lot of lives.
The World Health Organization has found that about
40-50% of all drivers exceed the speed limit, among
which 4-5% are fatal per 1 km/h of excess speed.

In Russia the rate of speeding is 31%, while in Germany
it is 20%. If you look at this figure in the USA, it is close
to Russia and amounts to 30%.
At the same time, in Russia the non-fine speed limit is
80 km/h, of which 60 km/h is the permissible speed and
20 km/h is non-fine; in Germany, the permissible speed
is 50 km/h and the non-fine is 3 km/h. In the US, speed
limits vary by state. On average, the highway limit is 96-
128 km/h.
Another reason why a large number of traffic accidents
occur on roads in the world is drunk driving. The leader
in road accidents for this reason is the United States -
32% of fatal accidents. In Germany
–
17%. In Russia this
figure is about 7%.
There are also many other causes of road accidents.
But just look at the data above and understand that
you should not neglect the rules of the road, since the
price for any mistake made can be high.
According to the World Organization, it is not enough
to bring the death on the roads to zero. In this process,
it is important that pedestrians know and follow the
rules of the road, as well as the safety systems of the
vehicles and the safe design of the roads. The
acceleration of the processes of urbanization and
globalization of the economy, the increase in the
number of megacities leads to the development of
population mobility and logistics processes. Solving
these problems is provided by the increase in the
population's need for cars and the growth of the
number of commercial transport fleets, which, in turn,
leads to an increase in the number of traffic accidents,
aggravation of their consequences, and a decrease in
the safety of the transport system as a whole.
The UN General Assembly aims to reduce the number
of deaths and injuries in traffic accidents by 50% by
2030. Experts envision achieving this by transitioning
to roads and road networks focused on human safety.
Improving road safety worldwide is a priority, which is
addressed not only at the level of general strategies,
but also in operational management tools. A systemic
approach is needed to reduce traffic accidents and
injuries, as well as increase the stability of the entire
transportation system. For these purposes, various
methods and models are used, involving technical and
intellectual resources, in order to improve the quality
of transport system management [6].
In order to create an effective traffic management
system on the roads, it is necessary to have a tool that
allows you to identify the most important factors using
modern data, analyze various scenarios of the
development of events, make timely corrective
decisions, and then evaluate their effectiveness.
A management strategy based on a systematic
approach is effective in terms of ensuring road safety,
because due to the combination of technical and
organizational measures, it allows to predict and
prevent many accidents, as well as to reduce the
severity of their consequences [7].
Identification and analysis of factors that have a
significant impact on the probability and severity of the

consequences of traffic accidents, as well as
influencing them by determining the general forms and
causes of accidents, predicting the probability of their
occurrence
and
evaluating
their
possible
consequences, and thereby significantly increasing the
level of traffic safety allows.
Statistical analysis of traffic accidents on roads shows
that 90-93% of traffic accidents occur due to the human
factor and the characteristics of his behavior [8].
Therefore, the most urgent and effective solution to
prevent traffic accidents should be focused on the
human factor. The most important of these is the
process of high-quality training of drivers.
It is possible to prevent the growth of traffic accidents
by studying and analyzing the best practices of the
developed world, i.e. foreign countries with a high
degree of automobilization, on learning and mastering
traffic rules during the training of drivers.
