ABSTRACT
The article explores topical issues of biodiversity protection in the country with a focus on the plant world. The authors
analyze the existing legal mechanisms and criteria used to identify rare and endangered plant species in Uzbekistan
and assess their effectiveness in preserving vulnerable ecosystems. The article draws attention to the key normative
acts regulating the protection of the flora and suggests reflexive approaches to improving existing methods of
identifying threatened species. The paper also examines international standards and the experience of other countries
in the field of protection of rare plants. The study provides recommendations for improving legal criteria and their
more effective implementation in the context of the Uzbek ecosystem. The authors emphasize the importance of a
balanced approach to biodiversity conservation, taking into account both environmental and socio-economic aspects.

INTRODUCTION
In the modern world, the problem of biodiversity loss
is one of the most pressing issues that require
immediate attention and action. Rare and endangered
plant species play a key role in maintaining ecosystem
balance and ensuring sustainable development. In this
context, legal mechanisms for the identification and
protection of such species are an important
component of the fight for the conservation of
biodiversity.

1. Legislative base of Uzbekistan in the field of nature
protection
Uzbekistan has a legislative framework regulating
issues of nature protection and biodiversity. One of the
key documents is the "Law of the Republic of
Uzbekistan on Nature Management" and other
normative acts aimed at preserving natural resources
and the environment[1]. This law establishes the basic
principles of nature management, including nature
protection, use of natural resources and biodiversity. It
may contain provisions on what measures are being
taken to preserve nature and the sustainable use of its
resources. This law may include regulations concerning
the prevention of air, water and soil pollution, as well
as other aspects of environmental protection. This law
may establish measures for the conservation and
sustainable use of biodiversity.
In addition to the basic laws, there may be various
regulations and resolutions that specify the details and
specific measures for nature protection. To get the
most up-to-date information, it is recommended to
consult official sources, such as government websites,
databases of legislation or consult with legal experts
involved in nature protection in Uzbekistan.
2. Identification of rare and endangered plant species
The legal criteria for identifying rare and endangered
plant species in Uzbekistan include many parameters.
First of all, this includes scientific research and
monitoring conducted by specialized organizations
and scientists. The assessment of the status of species
is based on data on the number of populations, the
degree of threat, as well as their significance for the
ecosystem.
The definition of rare and endangered plant species in
Uzbekistan includes various aspects, including
scientific, evaluative and legal. Here are some of the
key parameters and criteria that can be used for this:
Conducting systematic scientific research on the flora
of the region[2]. Monitoring of the state of plant
populations and changes in their abundance over time.
Study of ecological requirements of species and their
role in biodiversity. Assessment of the size and
dynamics of populations of rare and endangered
species. The use of statistical methods and models to
predict trends in population. Analysis of factors
affecting the threat to the survival of species (for
example, habitat loss, pollution, climate change).
Assessment of the degree of threat impact on plant
populations[3]. Determining the role of species in
maintaining biodiversity and ecosystem functions.
Establishing relationships between rare plants and
other components of the ecosystem.
Compliance with international and national legislation
regulating the protection of nature and rare species.
Determination of the legal status of species and
adoption of appropriate protection measures.
Participation
in
international
initiatives
and
agreements aimed at the conservation of rare plant
species.
Compliance
with
obligations
under
international treaties, such as the Convention on
International Trade in Wild Species of Flora and Fauna
(CITES). Identification and creation of special zones
where the protection of rare plant species is carried
out. Based on these parameters, scientists and
specialized organizations can provide data and
recommendations for taking legal measures to protect
rare and endangered plant species in Uzbekistan.

Uzbekistan is actively developing national and regional
nature protection programs, within the framework of
which attention is paid to the problem of rare and
endangered plant species. These programs usually
include measures for research, monitoring, restoration
of populations and the creation of nature reserves.
Countries are developing similar programs to preserve
biodiversity, including rare and endangered plant
species[4]. Conducting scientific research to identify
threatened species. Regular monitoring of the state of
rare plant populations. Restoration programs that
include the cultivation of rare species in special
conditions and subsequent transplantation into their
natural environment. Measures to restore and improve
habitats.
Identification and protection of sites with a high
degree of biodiversity. Creation of nature reserves to
preserve unique ecosystems and species. Programs for
education and public awareness of the importance of
nature conservation and biodiversity. Promoting public
participation in nature conservation. Development and
improvement of legislation aimed at protecting nature
and rare species. Regional programs usually take into
account the specifics of local ecosystems and species,
as well as interaction with neighboring countries to
ensure effective nature protection at borders.
For up-to-date information on national and regional
nature protection programs in Uzbekistan, it is
recommended to consult official sources, such as
government websites, the Ministry of Environmental
Protection or other specialized organizations.
4. Protection of natural lands and creation of nature
reserves
One of the main legal mechanisms for the protection
of rare plants is the creation of nature reserves and
protected natural areas[5]. Strict rules for the use of
resources are established here, deforestation,
extraction of rare plants and other activities that can
negatively affect the ecosystem are prohibited.
The creation of nature reserves and protected natural
areas is indeed an important mechanism for the
protection of natural lands, the conservation of
biodiversity and the sustainable use of natural
resources. Strict rules and restrictions aimed at
preserving the natural environment are established in
such reserves. Some key measures that are usually
taken in these territories include: One of the basic
principles of nature reserves is the preservation of
natural forest ecosystems. It is prohibited to cut down
trees without a special permit, which contributes to
the preservation of natural forest communities.
Activities related to collecting or digging up rare and
vulnerable plants are prohibited in nature reserves.
This is aimed at protecting rare species and preserving
their natural inhabitants.
In order to prevent a negative human impact on
nature, restrictions on visiting and conducting
economic activities are usually established in nature
reserves. This helps to preserve natural processes and
prevent the impact of anthropogenic factors. Nature
reserves often serve as sites for scientific research and
monitoring of natural processes. This allows us to
better understand ecosystems, identify changes and
take measures to preserve them. Nature reserves can
also develop educational programs aimed at raising
awareness about the environment, biodiversity and
the need to preserve it.

The creation of nature reserves and protected natural
areas is an important tool in preserving nature and
preventing the loss of biodiversity.
5. International cooperation in the field of nature
protection
Uzbekistan is also actively involved in international
efforts to preserve biodiversity. Participation in
international conventions, such as the Convention on
Biological Diversity (CBD), ensures the exchange of
experience and best practices, as well as access to
international resources to combat threats to rare plant
species. Uzbekistan's participation in the Convention
on Biological Diversity (CBD) testifies to its desire to
take an active part in global efforts to preserve
biodiversity[6]. Under this convention, countries agree
to a number of measures aimed at the sustainable use
of natural resources, the protection of ecosystems,
and the management of endangered species.
By participating in such international initiatives,
Uzbekistan can not only share its experience, but also
benefit from international resources and support to
solve problems related to nature protection. The
exchange of knowledge and best practices with other
countries also contributes to a more effective fight
against threats such as loss of biodiversity, illegal
deforestation, climate change and other problems that
require joint efforts to effectively address. It is
important to note that international cooperation in the
field of nature conservation plays a key role in
preserving the world's biodiversity, and countries
actively participating in such efforts make a valuable
contribution to the common good.
Uzbekistan actively participates in international efforts
to preserve biodiversity. Participation in international
conventions such as the Convention on Biological
Diversity (CBD) allows a country to share experiences
and best practices with other countries, as well as gain
access to international resources. The Convention on
Biological Diversity is a key international instrument for
the conservation of biodiversity on the planet[7]. It
includes obligations for the conservation and
sustainable use of biological resources, fair and equal
access to them, as well as the fair distribution of
benefits from the use of genetic resources.
Participation in such conventions helps countries to
effectively combat threats such as loss of biodiversity,
illegal extraction and trade in wild species, as well as
climate change, which also has an impact on
ecosystems. It is important that countries cooperate
internationally to ensure sustainable management of
natural resources and conservation of nature for future
generations.
Uzbekistan, by participating in international efforts to
preserve biodiversity, demonstrates its desire for
cooperation and participation in global efforts to
protect nature. Participation in the Convention on
Biological Diversity (CBD) is an important step in this
direction. International conventions such as CBD
provide an opportunity for countries to share
experiences, best practices and best practices in the
field of nature conservation[8]. This contributes to the
creation of uniform standards and approaches to the
conservation of biodiversity at the global level.
Participation in international conventions also provides
access to international resources, including funding,
technical support and scientific knowledge. This may
be especially important for countries struggling with
threats to rare plant and animal species, as support
from the world community can significantly strengthen

contributes to improving the management of natural
resources at the national level, as countries can learn
from each other's experience and apply best practices
in their biodiversity conservation strategies.
CONCLUSION
The conservation of rare and endangered plant species
in Uzbekistan requires a comprehensive approach,
including scientific research, monitoring, creation of
protected areas and international cooperation. Legal
criteria for the identification and protection of such
species play an important role in this process, ensuring
the sustainability of ecosystems and preserving the
richness of nature for future generations.
