ABSTRACT
This article presents an analysis of research aimed at improving the quality of education based on innovations in the
educational system and new innovative approaches, as well as laws and regulations aimed at introducing innovative
educational technologies by our government.

INTRODUCTION
Today, fundamental reforms in the field of education in
our country are based on the requirements of the
newly revised Law of the Republic of Uzbekistan "On
Education" and a number of Resolutions and Decrees
of the President of the Republic of Uzbekistan Sh.
Mirziyoyev. became the basis for the creation of a new
concept. These educational regulations provide for the
education of a well-rounded person, preparing him for
innovative pedagogical activities as a mature specialist.
The priority methodological basis of researching the
problem of preparation for innovative pedagogical
activities are the principles that allow a comprehensive
analysis of this problem within the context of large-
scale research.
In the current era, humanity has entered a new
information age. This means that according to local
and foreign researchers (J. Delor, ND Nikandrov, AI
Subetto, etc.), society is being formed, its main
priorities are information, knowledge, education. In
support of this opinion, researchers, thinkers,
statesmen and public international organizations
believe that the key to the future lies in the education

improvement of their level of education. UNESCO's
World Report on Education states that "as we look into
the next century, individuals and governments around
the world will continue to deepen knowledge not only
as a goal, but as an end in itself. Each person's lifelong
pursuit of knowledge is encouraged and given the
opportunity" [4].
The rapid development of science, technology,
production and technology has opened up new
prospects for the development of society in all spheres
of life. Humanity's centuries-old experience of building
a state and society led to the decision of advanced
approaches to regulating social relations based on new
approaches. The essence of these approaches has
been generally expressed in recent years using the
concept of "innovation". So, what does the term
"innovation" mean in the dictionary? What condition is
described based on this concept?
Innovation is a complex process of creating,
distributing, introducing and using a new practical tool,
concept, method-innovation to meet human needs.
Usually, in the process of innovation, innovations are
introduced to machines, tools, production tools, and
technological processes. However, due to the
development of science, technology, production and
technology, society also moves from a certain stage of
development to a more advanced stage. When
expressed
in
a
philosophical
interpretation,
quantitative changes turn into fundamental qualitative
changes.
Social innovation means the transformation of society
from a social system into an open civil society. Based
on this type of innovation, changes in a general or
private character occur in the social layers of society.
These include for example, updates in the field of
education.
Innovation of the educational system is the
redevelopment or renewal of existing mechanisms to
meet the social, economic, and cultural needs of
society, its demand for qualified personnel, and the
individual's demand for quality education, to ensure
the sustainable development of the educational
system.
This innovation, preserving and enriching the best
traditions of training and education of a person,
acquires a collective character, fully covers all areas of
the educational system, and serves to satisfy the need
for training qualified specialists in society. The
following priority tasks will be solved during the
renewal of the educational system:
- to ensure that every person has equal rights to
complete education and openness of education;
- achieving new quality indicators in the pre-school
education system;
- formation of effective regulatory-legal and
organizational-economic mechanisms in the education
system based on the attraction of new foreign
educational resources and their effective use;
- development of the social status and professional
competence of the employees of the educational
system based on the support of the state and society;
- increasing the role of the participants of the
educational process - leaders, pedagogues, parents
and educational institutions in accordance with the

state and public management.
As in all countries, the role and role of the state,
society, local and social organizations, higher and
lower management bodies, mutual unity, and
cooperation between them are important in the
modernization of the education system in Uzbekistan.
The following are the priority directions of
modernization of the education system in modern
conditions:
- creation of electronic information and educational
resources;
- mutual coordination of existing and new
technological forms of educational management;
- creation of favorable pedagogical and technological
conditions for students' independent assimilation of
the basics of educational and specialized subjects.
From an economic point of view, it is innovative in the
experience of developed countries in the context of
modern globalization, digital economy and the
construction of a new Uzbekistan activity organize to
do and support according to international the issue of
learning experience serves to improve management
not only at the enterprise level, but also in pre-school
educational organizations.
In the Address of the President of the Republic of
Uzbekistan to the Oliy Majlis, it was recognized that
our country has entered the stage of innovative
development in order to achieve modern progress.
"Innovation is the future. We must start building our
great future... precisely on the basis of innovative
ideas. It is not for nothing that we are moving to the
path of innovative development and digital economy.
Because in today's fast-paced world, who wins? A
country that relies on a new idea, a new idea, and
innovation will win." [2]
The adoption of the Law of the Republic of Uzbekistan
"On Innovative Activities" (July 24, 2020) in order to
create the appropriate legal basis provided for in the
State Program "Year of Development of Science,
Enlightenment and Digital Economy" was an important
step in building a new Uzbekistan. This law is extremely
important by strengthening the effective legal
mechanisms of creation and implementation of new
ideas, new discoveries, scientific developments,
guaranteeing our progress and accelerating it.

scientific works of the Austrian economist J.
Schumpeter at the beginning of the 20th century as a
result of the analysis of "innovative combinations",
changes in the development of economic systems.
Schumpeter is one of the first scientists who used this
term in economics in the 1900s. Based on his theory of
"creative destruction", he studied innovation
processes and proposed to consider the activities of
entrepreneurs as other modern methods of using
existing things to create new products and services [5].

is something completely new in a specific situation that
we can use when we realize it" [6]. Russian scientist A.
Kulagin defines that "Innovation is innovative,
production, institutional financial, scientific and
technical and other fields" [7]. According to D.Fori,
"innovative opportunities mean the systematic
discovery of combined knowledge and their use. In this
case, the main focus in combined processes is
knowledge" [8]. I.Balabanov "Innovation is a tangible
result of the introduction of capital into new
techniques or technology, new forms of production
organization, labor, service and management,
including new forms of control and accounting,
planning and analysis methods" [9] described as like
this

the need for innovative infrastructure was felt.
Innovative infrastructure is a set of enterprises,
organizations, institutions, their associations in any
form of ownership that provide material-technical,
financial, organizational-methodical, informational,
consultative and other aspects of innovative activity.
At the same time, innovative infrastructure has been
formed in the field of education as well as in all areas
of the Republic. We can see the formation of this
infrastructure directly in the changes in the types of
education.
Article 8 of the Law "On Education" is devoted to "Pre-
school education and upbringing", in which "Pre-
school education and upbringing is aimed at teaching
and educating children, developing them intellectually,
spiritually and morally, ethically, aesthetically and
physically, as well as preparing children for general
secondary education is recognized as a focused type of
education. This type of education also provides for
one-year compulsory preparation of children aged six
to seven for primary education.
Article 9 of the law is devoted to "General secondary
and secondary special education", and it is defined that
primary education includes grades 1-4, basic secondary
education includes grades 4-9, and grades 10-11 [1].
Article 31 of the law stipulates the implementation of
the activities of non-state educational organizations,
which
stipulates
that
non-state
educational
organizations shall carry out their activities on the basis
of a license, and that non-state educational
organizations shall provide educational services in
accordance with the requirements and conditions of
the license. Another important aspect of the Law on
Education is expressed in its Article 36. Article 36 is

science-based on innovative activities. In its chapter 19
entitled "Priority Directions of science and Technology
Development" it is stated that "The priority directions
of science and technology development are to achieve
the competitiveness and efficiency of the national
economy, increase labor productivity, create new
industries, improve the standard of living of the
population, and improve the quality of science and
education systems. It is recognized that it will be
developed in order to provide a scientific solution to
the problems related to the advancement of This, in
turn, allows to implement innovative activities.
It is necessary to expand the scope of arming the
society with the necessary knowledge, skills and
abilities to understand the meaning and essence of the
concepts of "innovation" and "innovative activity".
