ABSTRACT
In this article, since the first days of our country's independence, education issues have been considered as one of the
priority tasks of state policy. In this regard, we have thinkers who can be an example to all. We should be proud of
this, continue their ways and apply their lessons to life, so that there is no place left to remember that "Japan, South
Korea, and Scandinavian countries have advanced in science." Any science-enlightenment directions and ideological
potential should serve to increase the nation's science-enlightenment and ability to perform. This is an area that needs
to be studied in depth.

providing information in the family, production and
other areas.
Upbringing is a specially organized activity of
pedagogues and students in order to regularly and
purposefully affect the spiritual and physical condition
of a person and to realize educational goals in the
pedagogical process.
MАTЕRIАLS АND MЕTHОDS
In a word - it is a system of creating, applying and
defining the entire process of teaching and acquiring
knowledge, taking into account human and technical
resources and their interaction, in order to optimize
educational models.
Regardless of the teacher's knowledge in his specialty,
when he steps into the educational process, he must
have mastered the necessary pedagogical minimums,
which are a combination of pedagogical and
psychological knowledge, technology and teaching
methods.
At the same time, it is necessary to continuously
develop the skills and abilities to apply innovative
technologies aimed at increasing the effectiveness of
education.
As the head of our state said in his congratulatory
speech to the representatives of the field on the
occasion of the day of teachers and trainers, he
emphasized that the cornerstone of development and
the force that makes the country powerful and the
nation great are science, education and training [2].
That is why a lot of effort and funds are being directed
to the comprehensive development of the education
system and the training of qualified personnel in
Uzbekistan. Qualitative changes are taking place in the
activities of pre-school education, school and higher
education systems, research institutions.
RЕSULTS АND DISСUSSIОN
We are the representatives of the enlightened people
who consider the teacher as great as a father and
always honor him. When I think of a teacher, I think of
intelligent and modern, sincere and kind people who
are the most dear and respected to me. Because this
teacher gave lessons and education to all of us and
raised us among our kind parents, - said the head of
state at the beginning of the meeting. - Today we are
creating the foundations of a new era of development
of Uzbekistan. In this, our closest assistants are
teachers and trainers, scientific and creative
intellectuals.
It was emphasized that the life of every family and
every child is connected with the school, and that this
issue is the most important work of the state and
society [3].
We all entrust the lives and fate of our dear children to
teachers and coaches. We have to pay due respect to
these dignitaries who are guardians of such
incomparable wealth and creators of the future, - said
our head of state.
At the meeting, it was noted that the effectiveness of
today's modernization processes, reforms and
changes goes back to school education and the issue
of training new generation personnel. Therefore, a lot
depends on school principals and teachers. They are
dedicated people who spread education, culture and
spirituality in villages and cities.
Schools should be not only places of education, but
also cultural and intellectual centers of the
neighborhood.

It is known that in order to further improve the
education system of our country, to accelerate the
development of the science sector, a draft decree of
our head of state was developed. This document was
posted on the "regulation.gov.uz" portal and was
widely discussed in all regions, local councils and
school communities with the participation of parents.
The draft decree includes goals that solve current
problems in education, show results in the next five
years, and determine the level of further progress.
In particular, raising the prestige and status of the
teacher in the society, completely revising the
curriculum and methodology, connecting the school
with the next stages of education, freeing the teachers
from excessive paperwork and creating conditions for
them to work more on themselves and encouraging it,
school infrastructure and morale in it solutions to
issues such as improving the environment are clearly
defined [4].
The main thing is to fundamentally change the
approach and attention of local leaders, as well as local
councils to this important issue, and introduce
mechanisms for their responsibility, accountability and
accountability.
The head of our state emphasized the need to revise
the curriculum and the number of lessons in schools, to
create a methodology that encourages students to
think and not just memorize.
In this regard, the experience of Finland was given as
an example. This country is one of the most advanced
in the world in general literacy, natural sciences and
mathematics.
If the teaching methodology in the education system
does not change, the quality, content, and atmosphere
of education will not change, - said the head of state
Sh.M. Mirziyoev.
It was emphasized the importance of studying modern
educational programs and teaching methods in the
world and introducing them in general education
schools of our country.
The Ministry of Public Education was tasked with
developing a national curriculum based on this
experience and implementing it as a test in the
educational process starting from the 2021/2022
academic year.
In order to effectively implement the new
methodology, all school teachers are trained through
video communication with the participation of foreign
experts. The most important thing is that universities
and institutes in the field of pedagogy will be involved
in these processes, and the methodology of teacher
training will be updated.
Also, advanced foreign textbooks on mathematics,
physics, chemistry, biology and computer science are
studied in depth [5].
Based on the results of the rating, the activities of
school principals and deputies, teachers, governors
and their educational advisers are evaluated.
Today, pedagogues are trained every 5 years, and
managers are trained every 3 years.
Tashkent State Pedagogical University is designated as
the leading university in the Republic in improving the
qualifications of pedagogues. The Avloni Advanced
Training Institute will be a scientific-research center
that studies educational problems in depth.

It was emphasized that the procedure for determining
the category of teachers should be fundamentally
revised.
Today, 4 percent of the 490,000 pedagogues working
in the public education system have a higher degree,
and 15 percent have the first category. The current 4-
step certification system is still red tape.
Therefore, officials were instructed to simplify the
classification procedure, to switch to a 2-level system
that allows evaluating the knowledge of pedagogues
throughout the year.
Another problem is that some schools are not working
at full capacity due to the low quality of education and
insufficient material and technical base.
Issues of introducing modern management in schools
were also touched upon. Now, the appointment of
school principals is done on a competitive basis,
directly in consultation with local councils [6].
Each candidate participates in the competition with his
program to improve the performance of the school in
the next 3 years and reports annually to the councils.
The main purpose of this is to organize effective
activities of schools, to eliminate illegal interference in
the work of principals and lack of personnel.
The head of our state emphasized that poets and
writers who live and work in the regions should be
widely involved in these works, and monthly salaries
should be paid to them from the funds of school
principals and local budget funds.
It was noted the importance of creating a healthy
competitive environment in the field of higher
education and increasing coverage, establishing at
least one non-state higher education institution in each
region.
This is a powerful source that will not be seen for years,
but the result of which will be the basis for a
fundamental change of the image of the whole country
in the next 10-15 years, - said the head of state Sh.M.
Mirziyoev.
СОNСLUSIОN
Parliamentarians, as well as deputies of local councils,
were asked to convey the changes in the education
system to our people, to increase the sense of
involvement, to control the implementation of the
decree after the adoption, and to provide practical
help with their experience.
At the meeting, mayors, rectors of higher educational
institutions, school principals, pedagogues expressed
their opinions on improving the quality of education.
In conclusion, it is designed to acquire new knowledge
and encourages individual work based on the
principles of cooperative learning in the lesson.
