ABSTRACT
In this article, the functional model of the development of professional competence of primary school teachers and
its structural structure are studied. The success of a teacher in his professional activity is one of the main requirements
of the modern educational process and depends on his competence. Therefore, the main aspects of creating a
functional model for the development of the professional competence of primary school teachers and its
improvement have been revealed. The article talks about the structure of this model, its components and their
interdependence, as well as ways to improve the teacher's professional skills. This model serves to modernize the
education system and improve the quality of primary education.

INTRODUCTION
Reforming the education system and its development
in our country is one of the most pressing issues today.
Improving the quality and efficiency of education,
especially at the stage of primary education, is one of
the important factors that determine the future of
society. Because primary education is the basis not
only for the intellectual development of students, but
also for their formation as individuals. In this process,
the level of professional competence of primary school
teachers and their activities are of great importance.

The development of professional competence of
teachers helps not only to increase their interest in
their work, but also to deepen the knowledge and skills
of students through quality organization of the
educational process. Therefore, the development of a
functional model for the formation and development
of the professional competence of primary school
teachers is considered an urgent issue.
In this study, the structural structure of the functional
model aimed at developing the professional
competence of primary school teachers, its elements,
as well as the ways to increase the effectiveness of the
educational process through this model are
highlighted. As a result of the development of the
functional model and its application to the educational
process, it is aimed to improve the quality of primary
education and find a solution to the issues of training
modern teachers.
LITERATURE ANALYSIS
The analysis of literature on the development of
professional competence of primary school teachers
allows to study the existing scientific approaches and
methodological achievements in this field. This analysis
provides information about modern methods and
models of improving the competence of teachers in
the primary education system.
1. Competency approach: The competence approach
occupies the main place in the scientific studies that
consider the issues of teacher competence
development. Sh. Yu. Research conducted by
Dubovsky and I. V. Kholodov (2021) emphasizes the
importance of the competence approach in the
development of teacher competence. They show the
necessity of compatibility of teachers' practical
experience, pedagogical knowledge and methodical
skills in the formation of professional competence.
2. Approaches based on the model: There are
approaches on the need to create a functional model
for the development of professional competence. N. A.
Zykov (2019) in his research highlights the role of the
functional model in the educational system and its
place in improving the professional competence of
teachers. It analyzes the components of the model and
their impact on the educational process, showing how
it works in practice.
3.Pedagogical
education
and
professional
development: There are many studies on the issues of
pedagogical professional development and teacher
training. M. S. Chernov (2020) explores new methods
of professional development in the pedagogical
education system and offers innovative approaches
necessary to support the professional development of
teachers. His analysis shows the use of modern
technologies in teacher training.
4. Teachers' activity and quality of education: Studying
the relationship between teachers' activity and the
quality of education is important for the development
of teachers' professional competence. Research
conducted by A. A. Ivanov (2018) analyzes the activity
of teachers in the educational process and shows the
connection between their level of competence and the
quality of education.
The analysis of the above literature shows the
necessity of creating a functional model for the
development of professional competence of primary
school teachers and its importance in practice. These
literatures provide the theoretical and practical

foundations necessary for increasing competence and
effectively organizing the educational process.
DISCUSSION
The importance of the functional model and its
practical application in the development of
professional competence of primary school teachers
has been emphasized in many studies. Based on the
written literature, the role of the functional model in
the professional development of teachers is
considered in the following aspects:
1. Components of the model: Pedagogical competence,
methodological knowledge, and practical experience
are shown as the main components of the functional
model. Each of these plays an important role in the
teacher's
professional
activity.
For
example,
pedagogical competence determines the teacher's
ability to effectively organize the educational process,
and methodical knowledge determines the teacher's
approach to creating and planning lessons.
2. Practical implementation of the model: The practical
implementation of the functional model effectively
supports the professional development of teachers.
Studies show that by implementing the model, it is
possible to improve teachers' methodological skills
and pedagogical knowledge. This, in turn, helps to
improve the quality and efficiency of education. The
practical application of the model includes planning
and experiences tailored to meet the individual needs
of teachers and increase their level of competence.
3. Professional Development of Teachers: The use of
methods and approaches of professional development
is important in updating the knowledge and skills of
teachers. With the help of the model, it is possible to
organize training courses, seminars and practical
training for teachers. The effectiveness of teacher
training programs and courses has been analyzed in
research, and these programs play an important role in
improving the quality of the educational process.
4. Experience and Analysis: The importance of
experiential approaches in the work of teachers is high.
Research shows that sharing and analyzing
experiences has a positive impact on teachers'
professional
development.
For
example,
methodological approaches tested in practice and
innovative technologies are used to improve the
professional skills of teachers.

approaches and pedagogical knowledge to teachers.

teachers and analyzing practices.
4. Experience and Analysis:
- Innovative Technologies: Implementation of
technological approaches and methodical innovations
in teachers' activities.
- Experience Sharing: To develop teachers by sharing
experience and testing new pedagogical methods.
This material and discussions highlight the importance
of the functional model and its practical application in
the development of professional competence of
primary school teachers.
RESULT
As a result of the research, the practical importance of
the proposed functional model for the development of
the professional competence of primary school
teachers was determined. The main components of the
model - pedagogical competence, methodological
knowledge and practical experience - help to
effectively support the professional development of
teachers.
1. Effectiveness of the model: It was shown that the
functional model was effective in increasing the level
of pedagogical competence of teachers. Each
component of the model helps teachers organize the
educational process in a better way. For example,
pedagogical competence improves the ability of
teachers to plan and implement education, and
methodological knowledge makes it possible to
organize lessons more effectively.
2. Practical Implementation: By implementing the
model in practice, special training courses and
seminars were organized for teachers. These programs
helped to update teachers' methodological and
pedagogical knowledge. As a result, innovations in
teachers' teaching methods and pedagogical
approaches led to an increase in the quality of
education for students.
3. Professional Development of Teachers: Training
programs
and
experience
sharing
sessions
implemented with the help of the model had a positive
effect on the professional development of teachers.
Through
innovative
technologies
and
new
methodological approaches, the professional skills of
teachers have increased and they have achieved high
efficiency in the educational process.
CONCLUSION
The proposed functional model for the development of
professional competence of primary school teachers
plays an important role in improving the quality of the
educational process. The main components of the
model - pedagogical competence, methodological
knowledge, and practical experience - support the
professional development of teachers and make it
possible to effectively organize the educational
process.
The results of the study showed that the
implementation of the functional model is effective in
improving the qualifications of teachers and improving
the quality of education. Training courses, seminars
and practical training provided to teachers with the
help of the model strengthened the pedagogical
competence of teachers and improved their teaching
methods.

At the same time, it is emphasized the need to
constantly improve the functional model and
implement new pedagogical technologies in order to
implement the professional development of teachers
more effectively. This, in turn, serves to increase the
efficiency of the education system and improve the
quality of primary education.
