ABSTRACT
In this article, the content and concept of transformation have been analyzed from a philosophical, sociological,
political science, psychological, and pedagogical point. Therefore, It was also justified that increasing the efficiency of
the department of higher education institutions in the conditions of transformation is an urgent pedagogical problem.
KEYWORDS

INTRODUCTION
The events related to the transformation of society in
Uzbekistan create the necessity to perfect its scientific
management and reform society together with state
structures in the process of determining our
development. Because, “...a pers
on, their rights and
happiness should be the most important goal of state
bodies. The construction of society and state policy
should be based on this idea and should be organized
on the basis of the principles of “State
-for-
man” and
“man
-society-
state”. T
he history shows that all
civilizations, cultures and religions in the world were
come into existence under the influence of noble ideas,
which are the basis for the formation of basic concepts
of human rights” [1; p. 59]. It is worth noting that it is
very important to develop the organizational and
methodical
mechanisms
for
increasing
the
effectiveness of the department of higher education
institutions in the conditions of transformation.

DEPARTMENT OF HIGER EDUCATION INSTITUTIONS IN THE

Transformation is a fundamental change of the state.
The word transformation comes from the Latin words
“transfor” and “matio” and it means “change” and
“forward”. It is used to express the processes which
are related to the change of society and state.
Transformation refers to basic quality changes, if
modifications occur on the basis of social reality and
necessary needs, their echoes usually change its most
important quality, feeling in all areas of society and
state life, changing its most important quality.
Transformation is not just a process of reform or
change, maybe,it is process a complete transition of
society and the state from one state to another in all
aspects. In the process of transformation, qualitative
changes are observed in life of the state and society,
that is, it is understood the transition from a quality to
new stage. Connection plays an important role in the
development of states and society. Economic stability,
natural resources, state and society cooperation, labor
force such as through internal criteria the appearance
of
transformation
is
also
accelerated
[14].
According to the researchers, “Transformation is a
social and political process which is associated with the
need to evaluate the quality characteristics of
fundamental changes in systems that are non-
renewable and organize a certain state of transition to
a new quality on the way to the formation of a future
model”. [12; 303
-308-b]. It is known from this that it is
possible to know the concept of the transformation of
the society by investigating the changes of social and
political systems in the modern society, their
characteristics, as well as the factors affecting their
changes. According to D.
Grigorenko, who conducted scientific research on
transformation issues, “Transformation means a
sudden change of the system during a short period of
time. The transformation of society is the result of
being late in management” [10; 30
-35]. Commenting
her o
pinions on this, researcher M. Yunusova said, “As
a result of this, the systems which have a long history
and have been working effectively until now may
disappear due to the fact that the changes do not have
a progressive feature” [6; 18
-b]. In particular, the
American philosopher and sociologist I. Wallerstein
said, “Unexpected obstacles may appear on the way to
the transformation of society and it will change the
entire trajectory. Synergetic analysis shows that any
dynamic process can change its direction to (spliting
into two) bifurcation points” [9; 45], he emphasizes.
From this point of view, the dynamics of the social and
cultural system is important in the transformation of
society. In the 1950s, L. Bertalanfi suggested to use
social and cultural technologies as a methodological
basis for theoretical and empirical analysis in the study
of the theory of general systems in society. At first, his
view appears as ” basically abstract and theoretical
idea”. As a concept of “systemic transformation of
soc
iety” “it is used with terms such as system
engineering, system research, system analysis” [8].
The analysis of scientific literature on the
transformation of society shows that social and
cultural technologies have useful aspects.
There is an aspect that should be taken into account in
the development of society, which is “social and
political changes”. The process of changes in updating
Uzbekistan will be carried out through reform of
society and state administration. If we study the
experience of the wor
ld, “in Germany, people rarely
use the term “transformation” which primarily
Americans used than other countries, prefered
ordinary “transit” or “democratization”.

Many
European
researchers
considered
the
transformation to be a part of democratization,
without supposing it as an independent unit of political
science analysis. Therefore, the transformation of
society is integrated with the concept of “social and
political transformation”, which is a complex aspect of
state development and their forecasting, where
various vectors can appear as a transformation process
of a social and political system to another.
In our opinion, this transformation process can take
place both under the influence of external factors,
according to the wishes of a certain participant, and as
a result of natural impulses accumulated in the system
itself.
In this regard, as the President of the Republic of
Uzbekistan, Shavkat Mirziyoyev emphasised, “The
historical and moral factor which will be the strong
support and support of the development strategy of
the new Uzbekistan, that is, our greatest wealth, is the
huge cultural heritage and intellectual potential”. [1;
31]. It means that the potential of intellectuals as a
social and cultural factor in the transformation of
society . So, it is formed on the basis of imagination,
worldview and scientific views of people as a result of
cognitive activity. In our opinion, this process
encourages us to know the concept of events, to
understand the truth [5; 16-p].
In the world experience, global social and economic
and scientific-technological changes are taking place,
and the reform of the higher education system and the
innovative approaches in their activities are being
carried. Today, education in many advanced higher
education institutions such as Stanford University
(USA), Massachusetts Institute of Technology (USA),
Seoul Cyber University (South Korea), British Institute
of Management (UK), as well as Stavropol State
University (Russia) Much attention is being paid
attention to the creation of intelligent information
systems. Systematic works on the effective
organization of innovative pedagogical activity are
being carried out in advanced higher education
institutions.
Pedagogical scientific research is being carried out to
improve the quality of higher education through the
use of intellectual platforms that allow automating the
processes of the department, which is one of the main
divisions of the higher education institution.
In recent years, our republic has been carrying out
scientific research to achieve the goals of creating a
digital society, It is increasing attention to the
organization and development of the education sector
due to the radical increase in the efficiency and quality
of education, the information and communication of
citizens and organizations advantages in equally use of
technologies are being ensured.
R.Kh.Djurayev,
U.I.Inoyatov,
R.Sh.Akhliddinov,
S.T.Turgunov [11] and other scientists carried out
scientific and research work on the effective
organization of educational institutions in our republic.
Scientific-research works on effective organization of
educational institutions in the CIS N.G.Ivansivskaya,
V.A.Kachalov,
V.I.Maslov,
Yu.P.Morozov,
N.Pogrebnayalar[13] Scientific-research works on
innovative development of higher education, E. M.
Bachinskaya, M. V. Klarin, D. I. Kokurin, V. A. Slastenin
[7] and abroad by R. L. Daft, P. Drucker, M. Meskon, M.
Warner were carried by other scientists [4].
In the Republic of Uzbekistan, is being paid attention
to improving the education system based on

information technologies. The meeting of the video
selector chaired by President Shavkat Mirziyoyev on
February 22, 2023 year on issues of speeding up the
digitalization process in sectors and regions is a clear
proof. In this meeting it is determined relevance that
being paid attention to the implementation of
intelligent information systems aimed at improving the
quality of education in higher education institutions,
not only through regular information processing,
storage and automation, but also through innovative
methods and modeling using modern information and
communication technologies. During the research,
scientific works aimed at improving the quality of
education were studied. In particular, in the works of
U.Sh. Begimkulov, R.Kh.Dzurayev, S.Yu.Nikiforova,
N.F.Ryukhova,
N.A.Tretyak,
S.T.Turgunov,
the
teaching-methodical, scientific- in the organization of
research and organizational activities, a special place is
given to solving the issues of ensuring the quality of
education based on the use of information
technologies,
including
intellectual
information
systems.
The organizational-pedagogical conditions of the
department’s activity have also been developed.
Therefore, the existing organizational and pedagogical
con
ditions of the department”s activity were analyzed,
in particular, V.V. Bykovskiy carried the activity through
interaction with the external and internal environment,
N.V. Gerova - the relevance and adequacy of
information through traditional ( on hand) to supervise
control, O. V. Grigorash suggested creating an
environment that would positively affect the staff and
activities of the department.
At the moment, these organizational-pedagogical
conditions are inadequate, because in order to
effectively organize the activity of the department, it is
necessary to use intellectual technologies which are
controlled on the basis of modern organization of
education at all its levels. Therefore, the following
were included in the organizational and pedagogical
conditions: reacting to changes on time in the
improvement of education on the basis of making
decisions on strategic development, developing a
motivation mechanism for innovative activity. As a
result of the implementation of these organizational
and pedagogical conditions, using the implementation
mechanism of the department (a set of tools for
ensuring the practical implementation of the
intellectual information environment), the quality of
education, self-assessment, forecasting and strategic
planning of data are intellectually analyzed, ensured
the development of the information communication
environment through visualization.[3; 17-p].
Digitization of the education system, introduction of
making-decision modern methods, use effectively
from information resources, introduction of digital
technologies and educational platforms within the
framework of the “Digital University” [2] project,
ensuring openness and transparency; automation of
educational, administrative and financial processes in
the higher education system; ensuring coherence
between higher education institutions, students, and
employer organizations; reducing the time spent on
organizational processes and increasing labor
efficiency; monitoring the effectiveness of the
participants of the educational process; it is planned to
implement priority tasks such as obtaining analytical
data and optimizing the making-decision process. In
conclusion,
in
the
conditions
of
innovative
development of higher education, it is still necessary to
create an intellectual system of the department and
use the technology.
