PECULIARITIES OF EDUCATION IN THE CONTEXT OF A GREEN ECONOMY:
PROBLEMS, SOLUTIONS, AND PROSPECTS

Annotation:
This article explores the specific features of education within the framework of a
green economy. It highlights the existing challenges in integrating sustainability principles into
educational systems, such as outdated curricula, lack of trained personnel, and limited awareness
among students. The paper also discusses innovative solutions like green curriculum
development, teacher training programs, and the use of digital tools to promote environmental
consciousness. Finally, it presents future prospects for building an education system that
supports ecological responsibility and sustainable development.

Introduction
In recent years, global threats such as environmental problems, climate change, the reduction of
biodiversity, and the excessive use of natural resources have intensified. In such circumstances,
the concept of a green economy is recognized as a key strategic direction for sustainable
development. A green economy is an economic model that aims not only to achieve economic
growth and social well-being, but also to protect the environment and use natural resources
wisely. This model is based on ecological sustainability, conservation of natural resources, social
equity, and sustainable development. The main idea of the green economy is to align economic
development with environmental stability, reduce negative impacts on the environment, create
new jobs, and contribute to sustainable development. Thus, the green economy pays attention not
only to economic achievements but also to ecological safety and social welfare.
Today, the green economy plays an important role not only as an economic model but also
within the education system. In the context of a green economy, the education system primarily
focuses on raising an ecologically conscious and responsible generation, introducing principles
of sustainable development, and emphasizing the use of energy-saving technologies and
renewable energy sources. The education system plays a major role in addressing all the key
areas of the green economy—environmental education, resource management, sustainable

production, and consumption. This is essential not only for forming ecological awareness but
also for training a new generation of innovative and sustainable professionals.
In Uzbekistan, the role and importance of the green economy in the education system is
growing steadily. In particular, many initiatives are being implemented to shape ecological
culture and integrate the ideas of sustainable development into the education process. In some
regions of Uzbekistan—such as Tashkent, Bukhara, and Fergana—special attention is being paid
to environmental education. These regions are leading in the field of environmental education
and sustainable development, and their education systems widely implement educational
programs and innovative methods related to the green economy. However, in some areas, the
demand for environmental education is still not high enough; therefore, it is necessary to expand
knowledge and skills related to the green economy.
There are a number of challenges to integrating the green economy into the education
system. One of the major issues is that current educational programs are not adapted to
ecological requirements. Many educational curricula—especially in rural areas—do not
incorporate the core principles of the green economy, which indicates that the education system
does not fully meet the current social and environmental needs. On the other hand, in order to
effectively teach environmental education, teachers must first possess ecological knowledge and
be prepared to apply modern teaching methods. In some regions of Uzbekistan, it is evident that
teachers lack sufficient qualifications in the field of environmental education.
Another significant problem is the limited availability of resources. Educational materials,
information, and technologies related to the green economy and environmental science are
currently insufficient in many areas, which hinders the comprehensive development of the
learning process. Sometimes, an issue that remains unnoticed or receives little attention is the
weak cooperation between education and industry. That is, effective collaboration between the
education system and the production sector in the training of specialists in the green economy
has not yet been fully established.
To address these issues, several measures are being widely implemented throughout
Uzbekistan. One major step is the integration of environmental education into the national
education policy. Since 2021, under the framework of the Strategy for the Development of the
Education System of the Republic of Uzbekistan, environmental education and the principles of
sustainable development have been mandatorily incorporated into both general and higher
education curricula. To instill in the younger generation a love for nature and a sense of
responsibility toward environmental protection, general education schools and colleges have
introduced special subjects such as "Fundamentals of Sustainable Development" and "Ecology
and Environmental Protection" into their academic plans.
Most importantly, special professional development programs are being organized to
strengthen environmental education. Training courses to develop ecological competencies for
educators have been launched. For instance, pedagogical staff at institutions such as Tashkent
State Pedagogical University, Nizami Tashkent State Pedagogical University, TUIT (Tashkent
University of Information Technologies), and other higher education institutions are offered
continuous professional development programs in the field of environmental education.

Analysis of the Table:
From this statistical diagram, we can analyze the level of activity in implementing green
economy education across various regions of Uzbekistan. The regions are categorized as highly
active, moderately active, and relatively inactive. Tashkent city leads with 9%, the highest
indicator. This outcome is attributed to the abundance of grants and international cooperation
projects related to green technologies, the establishment of new faculties and programs on
environmental education at universities located in the capital, and the implementation of
international initiatives such as “Green Education” by UNESCO, the UN, and others.
Other leading regions include Samarkand (8.5%), Tashkent Region (8%), Namangan
(7.8%), and Fergana (8.2%). In Samarkand, ancient cultural heritage has been harmonized with
modern ecological approaches, while in the Fergana Valley, the active introduction of ecological
technologies in the agro-industrial sector has influenced education as well.
Moderately active regions include Bukhara (7.5%), Khorezm (7%), Namangan (7.8%),
Navoi (6.5%), Jizzakh (6.5%), Karakalpakstan (6%), and Kashkadarya (6%). Although
environmental projects exist in these areas, their integration into the education system is still
limited. A lack of regional resources and qualified personnel is also cited as a key factor.

Relatively inactive regions are Surkhandarya (5.5%) and Syrdarya (5.8%), which show
the lowest indicators. Financial constraints, weak infrastructure, and the limited implementation
of ecological projects are delaying the integration of environmental approaches into the
education systems of these areas.
Conclusion and Recommendations:
In recent years, Uzbekistan has made significant progress in introducing green economy
principles and advancing education in this direction. However, analysis reveals that this progress
is not uniform across regions. While some areas have advanced considerably, others still require
substantial time and effort to achieve meaningful results. This disparity is largely due to uneven
distribution of natural resources, investment, and infrastructure, as well as inconsistencies in
resource utilization.
The importance of the green economy is growing globally, as it aims to ensure ecological
sustainability and social well-being alongside economic development. Education plays a crucial
role in addressing global challenges such as climate change and sustainable development. This
shapes environmental awareness and culture in the younger generation. Education based on
green economy principles fosters careful environmental attitudes, resource conservation, and
ecological responsibility among youth.
At the current stage of green economy development in Uzbekistan, green education holds
great significance. Therefore, several measures are recommended:
“Green School” and “Green University” concepts: Promote the development of
educational institutions equipped with energy-saving buildings, solar panels, and water-saving
systems.
Training for green professions: Include vocational education in areas such as agroecology,
environmental protection, renewable energy, and waste management in the national
curriculum.National Environmental Education Program:
A strategic document needs to be developed at the national level to harmonize environmental
upbringing and education policy across the country.
Overall, the green economy not only addresses environmental issues, but also creates new jobs,
fosters a healthy environment, and ensures long-term economic stability. This model opens new
doors of opportunity for all countries, especially developing nations.
