Аннотация

Ushbu maqola transport infratuzilmasi loyihalarini amalga oshirishda davlat-xususiy sheriklik (DXSh) modellarining samaradorligini tadqiq etadi. Tadqiqot turli DXSh modellarining afzalliklari va cheklovlarini tahlil qilish, xalqaro tajribani o'rganish va O'zbekiston sharoitida qo'llash imkoniyatlarini baholashga qaratilgan. Adabiyotlar tahlili asosida DXSh modellarining moliyaviy samaradorlik, risk taqsimoti va innovatsion yechimlar joriy etishdagi roli o'rganildi. Natijalar shuni ko'rsatadiki, to'g'ri tashkil etilgan DXSh modellari transport loyihalarining xarajatlarini 10-30% gacha kamaytirish va loyiha amalga oshirish muddatlarini qisqartirish imkonini beradi.

Annotatsiya

. Ushbu maqola transport infratuzilmasi loyihalarini amalga oshirishda davlat-

xususiy sheriklik (DXSh) modellarining samaradorligini tadqiq etadi. Tadqiqot turli DXSh

modellarining afzalliklari va cheklovlarini tahlil qilish, xalqaro tajribani o'rganish va

O'zbekiston sharoitida qo'llash imkoniyatlarini baholashga qaratilgan. Adabiyotlar tahlili

asosida DXSh modellarining moliyaviy samaradorlik, risk taqsimoti va innovatsion yechimlar

joriy etishdagi roli o'rganildi. Natijalar shuni ko'rsatadiki, to'g'ri tashkil etilgan DXSh modellari

transport loyihalarining xarajatlarini 10-30% gacha kamaytirish va loyiha amalga oshirish

muddatlarini qisqartirish imkonini beradi.

Abstract.

This article explores the effectiveness of Public-Private Partnership (PPP) models in

the implementation of transport infrastructure projects. The study is aimed at analyzing the

advantages and limitations of various PPP models, studying international experience and

assessing the possibilities of its application in the conditions of Uzbekistan. On the basis of

literature analysis, the role of PPP models in the introduction of financial efficiency, risk

distribution and innovative solutions was studied. The results show that properly organized PPP

models will allow you to reduce the costs of transport projects by 10-30% and reduce the

project implementation deadlines.

Аннотация.

В данной статье рассматривается эффективность моделей государственно-

частного партнерства (ГЧП) при реализации проектов транспортной инфраструктуры.

Исследование направлено на анализ преимуществ и ограничений различных моделей

ГЧП, изучение международного опыта и оценку возможностей их применения в

условиях Узбекистана. На основе анализа литературы изучена роль моделей ГЧП в

финансовой эффективности, распределении рисков и внедрении инновационных

решений. Результаты показывают, что правильно организованные модели ГЧП

позволяют снизить затраты на транспортные проекты до 10-30% и сократить сроки

реализации проекта.

mexanizmlari talab etiladi. Jahon bo'ylab 2040 yilgacha transport infratuzilmasiga har yili 2

trillion dollardan ortiq investitsiya kiritish zarurligini hisobga olsak, an'anaviy davlat

moliyalashtiruvi yetarli emas [1]. Shu sababli, davlat-xususiy sheriklik (DXSh) modellari

transport sektorida tobora keng qo'llanilmoqda.

DXSh modeli davlat va xususiy sektor o'rtasidagi uzoq muddatli shartnoma asosida amalga

oshiriladigan hamkorlik shakli bo'lib, u risklarni optimal taqsimlash, moliyaviy resurslarni jalb

qilish va innovatsion yechimlarni joriy etish imkonini beradi [2]. Transport sohasida DXSh

modellari Build-Operate-Transfer (BOT), Design-Build-Finance-Operate (DBFO), va boshqa

turli shakllarda qo'llaniladi.

O'zbekistonda 2017 yildan boshlab DXSh loyihalarini faol rivojlantirish siyosati olib

borilmoqda, ayniqsa energetika va infratuzilma sohalarida [3]. Transport infratuzilmasi

loyihalarida DXSh modellarining samaradorligini baholash va eng yaxshi amaliyotlarni

aniqlash dolzarb masala hisoblanadi.

METODOLOGIYA VA ADABIYOTLAR TAHLILI

Tadqiqot sistematik adabiyotlar tahlili metodidan foydalangan holda amalga oshirildi. Flyvbjerg

va hamkasblarining (2020) tadqiqotlari shuni ko'rsatadiki, transport infratuzilmasi loyihalari

odatda dastlabki byudjetdan 20-50% ortiq xarajat qiladi va muddatlaridan kechikadi [4]. DXSh

modellari bu muammolarni hal qilishda samarali vosita bo'lishi mumkin.

Levinson va Boyce (2022) ning tahlillariga ko'ra, DXSh modellari quyidagi asosiy afzalliklarga

ega: xususiy sektorning moliyaviy resurslaridan foydalanish, innovatsion texnologiyalar va

boshqaruv usullarini qo'llash, risklarni optimal taqsimlash, loyiha amalga oshirish tezligini

oshirish [5]. Biroq, ular shuningdek, murakkab shartnoma tuzish, uzoq muddatli majburiyatlar

va nazorat masalalari kabi cheklovlarga ham ishora qiladilar.

Sivaev (2020) rossiyalik olimning tadqiqotlariga ko'ra, kommunal soha va transport

infratuzilmasida DXSh modellari 15-25% xarajat tejashga imkon beradi [6]. Biroq,

muvaffaqiyat davlat institutlarining sifati va huquqiy bazaning rivojlanganlik darajasiga bog'liq.

Xalqaro tajriba bo'yicha, Kolumbiyaning Bogota shahrida TransMilenio BRT tizimi loyihasi

DXSh modeli orqali muvaffaqiyatli amalga oshirildi. Inter-Amerika rivojlanish banki va Buyuk

Britaniya hamkorligi orqali 134 million dollar moliyalashtirish jalb qilinib, 401 ta elektrobus

xarid qilindi [7].

NATIJALAR VA MUHOKAMA

Adabiyotlar tahlili asosida DXSh modellarining transport infratuzilmasi loyihalarida quyidagi

asosiy samaradorlik ko'rsatkichlari aniqlandi. Moliyaviy samaradorlik jihatidan DXSh

modellari xarajatlarni 10-30% gacha kamaytirish imkonini beradi. Bu asosan xususiy

sektorning samarali boshqaruv usullari, tejamkor texnologiyalar va optimal resurs taqsimoti

hisobiga erishiladi.

Risk taqsimoti bo'yicha DXSh modellari qurilish, moliyaviy, operatsion va texnologik risklarni

xususiy sektorga o'tkazish orqali davlat yuki va javobgarligini kamaytiradi. Indoneziyada yo'l

loyihalari bo'yicha o'tkazilgan tadqiqot shuni ko'rsatdiki, 18 ta yuqori darajali risk hodisasidan

10 tasi hukumat tomonidan qabul qilinishi mos deb topilgan [8].

Innovatsion texnologiyalar joriy etish jihatidan DXSh modellari xususiy sektorning ilg'or

texnologiyalar va boshqaruv usullarini transport loyihalariga olib keladi. Masalan, Singapurda

Downtown Line metro liniyasi loyihasi orqali zamonaviy signalizatsiya va boshqaruv tizimlari

joriy etildi.

O'zbekiston sharoitida DXSh modellarini qo'llash imkoniyatlari mavjud, ammo bir qator

institutlar rivojlantirish zarur. Lexology (2021) ning tahlillariga ko'ra, O'zbekistonda qurilish va

loyihalar sohasida DXSh uchun huquqiy baza shakllantirilib, 2017-yildan beri faol

rivojlantirilmoqda [9].

DXSh modellarining muvaffaqiyati uchun quyidagi omillar muhim: aniq huquqiy baza, shaffof

tender jarayonlari, malakali kadrlar, institutlar salohiyati va uzoq muddatli siyosiy barqarorlik.

Jahon banki (2023) ning hisobotiga ko'ra, rivojlanayotgan mamlakatlarda DXSh loyihalarining

60% dan ortig'i muvaffaqiyatli yakunlanadi [10].

Transport infratuzilmasi loyihalarida eng samarali DXSh modellari Design-Build-Finance-

Operate (DBFO) va Build-Operate-Transfer (BOT) modellari hisoblanadi. DBFO modeli

loyihaning barcha bosqichlarini bir xususiy kompaniya zimmasiga yuklash orqali koordinatsiya

va samaradorlikni oshiradi. BOT modeli esa xususiy sektorga ma'lum muddat davomida loyiha

ekspluatatsiya qilish va daromad olish huquqini berib, keyin davlatga o'tkazish mexanizmini

nazarda tutadi.

Moliyaviy mexanizmlar jihatdan DXSh modellari bank kreditlari, obligatsiyalar, xalqaro

moliya institutlari va investor fondlari kabi turli manbalardan moliyalashtirish imkonini beradi.

Bu moliyaviy risklarni diversifikatsiya qilish va davlat byudjetiga yukni kamaytirish imkonini

yaratadi.

XULOSA

Tadqiqot natijalari shuni ko'rsatadiki, transport infratuzilmasi loyihalarida davlat-xususiy

sheriklik modellari yuqori samaradorlikka ega va bir qator afzalliklarni taqdim etadi. DXSh

modellari xarajatlarni 10-30% gacha kamaytirish, loyiha amalga oshirish muddatlarini

qisqartirish, risklarni optimal taqsimlash va innovatsion texnologiyalar joriy etish imkonini

beradi.

O'zbekiston uchun tavsiyalar quyidagilarni o'z ichiga oladi: DXSh bo'yicha huquqiy bazani

yanada takomillashtirish, maxsus kadrlar tayyorlash, pilot loyihalar amalga oshirish va xalqaro

tajribadan foydalanish. Transport sohasida DXSh modellarini bosqichma-bosqich joriy etish

orqali infratuzilma loyihalari samaradorligini oshirish va moliyaviy yukni kamaytirish mumkin.

Kelajakda DXSh modellarining muvaffaqiyati institutional salohiyatni oshirish, risklar

boshqaruvi tizimini takomillashtirish va uzoq muddatli strategik rejalashtirish qobiliyatiga

bog'liq bo'ladi. Faqat kompleks yondashuv orqali DXSh modellarining to'liq potentsialini

ro'yobga chiqarish va transport infratuzilmasini barqaror rivojlantirishga erishish mumkin.
