ESSENCE, STRUCTURE AND FUNCTIONS OF CIVIL CULTURE

Abstract:
the article reveals the essential characteristics of the structure and functions of civic
culture as a priority in the education of a harmoniously developed generation. The essence of
civic culture is clarified, the content and functions of this phenomenon are characterized.
The main components of civic culture are characterized as a citizen, citizenship, civic activity,
civic consciousness, civic conviction, civic thinking, civic duty, civic duty, culture of
interethnic communication, patriotism, national pride. From the point of view of the socio-
economic and spiritual-educational progress of society, the functions of civic culture are
characterized.

Relevance of the problem:
Uzbekistan at the present stage of development of the foundations
of civil society. In this regard, in his message to the Oliy Majlis, the President of the Republic
of Uzbekistan Sh.M. Mirziyoyev writes: - “In order to consistently continue and bring to a new,
modern level the work we have begun to develop the field of science and education, educate
our youth as individuals with deep knowledge, high culture and spirituality, and form a
competitive economy,
I propose to declare 2020 in our country the Year of the Development
of Science , education and the digital economy” [1, 4]. In this regard, one of the priority tasks
facing pedagogical science is the task of developing a civic culture among future specialists
with higher education. The implementation of this task is very poorly carried out due to the
insufficient formation of civic orientations among the younger generation. A weak level of
development in the structure of upbringing and education, carried out in the civic education of
youth, with insufficient awareness of teachers and educators due to the lack of methodological
manuals and developments, as well as the lack of meaningful - updated technologies, ignorance
of the essential characteristics, structure and functions of civic culture.
This provision directs us to define and characterize the essence, structure and functions of civic
culture, as well as their formation in the minds of every member of the younger generation.
Civic culture:
- writes the scientist teacher B.K. Xodjayev, - “This definition, as we have
already seen, reveals the essential characteristic of civic culture contained in the philosophical
and pedagogical components, such as social activity, his gift and talent, political consciousness,
citizenship, legal culture and interethnic culture of the individual”. [3, 21]. These personality
traits contained in civil culture contribute to the awareness of the socio-economic development

of the state, the degree of maturity of society contributes to the provision of general civil
interests, to be an active social activist and entrepreneur.
Since civic culture is capable of forming in every person citizenship, civic duty, civic duty,
civic responsibility, as an integrative personality trait expressing inner freedom, and respect for
the Constitution and laws of the state, love for the motherland and native land, self-esteem and
responsibility for actions, discipline, as well as the manifestation of patriotic feelings and
humanism.
The analysis of the state of problems of the development of civic culture among specialists with
higher education in the theory and practice of domestic psychological and pedagogical
education, carried out in the study, showed that civic culture was a significant problem of
education and pedagogy throughout the entire period of independence of our state. The concept
of civic culture included a historical and socio-cultural conditioned system of qualities that
show the norms of behavior and determine the mind, consciousness, thinking of a young person,
his readiness to serve the motherland. At different stages of the development of the Republic of
Uzbekistan, the problem of the development of civic culture was solved from various social-
scientific and cultural-methodological positions, however, the process of development of civic
culture was closely connected with the spiritual and moral formation of the personality from
pedagogical theory, which determined the spiritual moral qualities of a person, acting as value
guidelines the corresponding period.
In the course of the analysis of pedagogical, psychological, methodological literature, it was
possible to identify the equipment in the scientific and methodological point of view of the
above sciences, the problems of citizenship, civic education, civic-patriotic education and civic
culture by the following scientific teachers: - L. Arkhangelsky, G. N. Filonov, O S. Gazman, Ya.
Sokolov, L. I. Amanbayeva, A. Belyayev, G. Ya. Grevtseva, V. N. Vlasova, G. G. Nikolayev, F.
I. G. Razumovsky and others.
Fundamental and playing an important role in the development of civic culture, in our opinion,
is the structure of the civic culture of a student - a university student. The structure of civic
culture includes the main social and personal components of the civic culture of modern society.
The formation and development of these components in future specialists with higher education
help to deeply and comprehensively realize themselves as a citizen of this society, who perform
various social and state tasks and practically translate them into the life of society and
themselves. The main function of the components of civil culture is to ensure the social
integration of society and the individual, the unity of word and deed. In the course of the study,
we developed the structure of civic culture, shown in pic. 1

The structure is a theoretical level of knowledge of the essence and content of civic culture
performing in the pedagogical process. When practicing the components of civic culture,
everyone must comprehend and realize the essence of the content of each component, which is
used in the process of developing civic culture in each student - student.
Citizen - a certain person belonging to a particular state, who enjoys its protection of rights and
obligations.
Citizenship - is a complex of civic qualities that allows you to determine the civic position of
schoolchildren and their readiness to enter a social society [2, 40].
Civic activity - is political, social, legal, cultural, economic, environmental moral and ethical
activity in the activities of a growing person, as a member of society and the state.
Civic debt - is the moral and legal obligations of a person to the state, society, people, nation,
family, performed out of conscience.
Civil responsibility - is the duty of a person to be responsible for his actions and deeds, the
need to fulfill the moral, legal, economic, social, political requirements imposed by the state,
society, family.
A civic duty - is certain actions of a person that are unconditionally belonging to the fulfillment
of those assigned to him by society, the state and other higher powers.
Civil position - which is understood as a personal point of view or position of opinions in some
direction and action. The position determines the point of view, someone in any activity, the
ability to be a true keeper of the law and law.
Patriotism - is devotion and a feeling of love to the fatherland, one's people, a convincing faith
in its spiritual capabilities, a readiness to serve the interests of one's country. The desire to
support the prosperity of their homeland with their participation and be proud of the
achievements and culture of their homeland. The desire to preserve its spiritual and cultural
wealth.
Legal culture - is knowledge about the country's legal system, basic legal norms, the desire to
comply with legal norms, to be a law-abiding citizen of the motherland [4, 133].

The culture of interethnic communication - a sense of universal solidarity with other nations
and peoples - is kindness, equality and brotherhood, friendship and a sense of unity, intolerance
to manifestations of national narrow-mindedness and unfriendliness.
The above components of civic culture are the foundation of the citizenship of specialists with
higher education in modern socio-cultural conditions, they develop a sense of patriotism,
spirituality, law-abidingness, diligence, respect for their native land, elders and honesty.
Practice has shown that the components of civic culture, appropriated by students in the process
of civic self-determination, are socially conditioned and formed in the Uzbek Republic during
the years of independence. They are historically determined not only in content, but also in the
forms of civil self-determination based on the values of civil self-consciousness.
Thus, the essence of the universal aspects of civic culture lies in the formation of an
understanding among young men of the unity of word and deed, law-abiding, peace in the
world, environmental problems and nature protection. Preservation of world economic,
scientific, cultural cooperation, as well as public activity in building a legal democratic state
and civil society in the Republic of Uzbekistan.
In the course of the study, we determined the functions of civic culture.
As we see civic culture is multifaceted and multifaceted, this is reflected in the structure of
civic culture. At the present stage, the structure of civic culture, in our opinion, looks like this
[5]:
- socio-political function;
- legal - moral function;
- cultural - spiritual function;
- educational and psychological function.
The socio-political function is political literacy and moral awareness, which are manifested in
the ability to conduct a moral and political discussion, defend one's political outlook, moral
maturity, skillfully assess the moral and political situation of the world and one's society. He
also has extensive experience in political and moral practice, and possess knowledge and beliefs
about the moral and legal culture of independent Uzbekistan.
The legal - moral function is a single process of creating generally binding rules (norms)
established by the state and contributing to the observance of legal norms, laws of development
of moral - legal duty, responsibility. This function contributes to the development of a sense of
respect for the national wealth of the country, language, culture and traditions in everyone.
Cultural - spiritual function - this function is aimed at developing the socialization of the
individual and expanding its value and social significance of a person, which contributes to
self-understanding, self-affirmation and life sustainability.
Educational and psychological function. This function is aimed at active participation in the
social and cultural life of the country. It is aimed at the development and enrichment of future
specialists with spiritual culture, civic responsibility and a critical attitude towards oneself and
other members of society [5].
Thus, the above functions of civic culture are aimed at the formation and development of a
socially significant personality trait in each member of society. They are able to develop in
every specialist with higher education the development of creative, constructive activity and the
development of civic duty, social and political responsibility, a sense of pride in the successes
achieved in front of the motherland, before the people and in front of oneself in each
representative of the younger generation. This is the main goal of the socio-economic
development strategy of independent Uzbekistan.
