Abstract:

INTRODUCTION

Today, when large-scale reforms are being carried out in our country, the most important task is to
ensure the active participation of citizens in the development of society, in the implementation of state
administration, and for this, it remains an important task to create its social and political foundations.
Therefore, at the present time, the achievement of legal knowledge, legal culture, and legal awareness
among young people should become a rule of law respect and adherence to it, this is one of the
important conditions for building a civil society.
Today, the scope and effectiveness of the democratic reforms implemented in the new Uzbekistan
depend on the legal culture and legal activity of the population. In particular, in order to implement the
tasks in the Strategy of Actions, on Januar

on the fundamental improvement of the system of raising legal awareness and legal culture in society
is a popular and vital document to increase the legal awareness and culture of young people today. We
can emphasize the application of the program.
In order to build a legal democratic state, first of all, special attention should be paid to improving the
general culture in the society, to enriching the spiritual maturity and legal knowledge of people.
Therefore, it is necessary to shape legal consciousness and culture among young people today and to
study them in this year.
As we all know, legal consciousness is the attitude of people towards the law based on the knowledge
of law and emotions. That is, subjective perception of legal events. It is one of the forms of social
consciousness, it is a system of legal views, theories, ideas, ideas, beliefs, values, moods, feelings, which
are the existing of individuals, social groups, the whole society. and expresses his attitude to any law,

legal events, actions. people in the field of law. Legal consciousness is a set of ideas and feelings that
express people's attitude to law and legal events in social life.
Legal consciousness is a collection of ideas, theories, feelings, emotions, views, moods, attitudes and
values that represent the attitude of people to the law and legal phenomena. Legal consciousness is one
form of social consciousness. Legal consciousness is closely related to other forms of social
consciousness - moral views, political views, philosophical concepts, ideological theories, and reflects
national, religious, everyday and other features[1].
The social basis of law is the recognition of individual autonomy and individual freedom. Understanding
law as a measure of freedom, a form of freedom in real relations shows the possibility of revealing the
priority of human personality in the complex disruption of social events[2].

L.I. Petrazhitsky’s co

ntemporaries put forward ideas about the social and socio-psychological roots of

law. S.A. Muromsev understood law as a system of social protection, N.M. Korkunov as a differentiation

of people’s interests, B.I. Sergeevich as a harmony of a certain complex

of social phenomena. According

to Sergeevich, law should be considered in connection with religious beliefs, church dogmas, and folk
morality. He laid the foundations of legal fetishism, since he proposed to link modern law with the legal
institutions of the past. E.N. Trubetskoy opposed a certain legal ideal for real law, the development of
which constitutes the profession of the era.
It should be remembered that social classes and individuals have a certain sense of justice that suits

their interests. “

Legal consciousness is one of the forms of social consciousness of a certain class (in

socialism. society during the large-scale construction of communism - of the whole people), ultimately
conditioned by the material conditions of life of this class (the

whole people)”[3].

Legal consciousness is the basis of the legal life of civil society. In the life of the state, socio-political,
economic and cultural factors influence the formation and development of legal consciousness as one
of the forms of social consciousness. Legal consciousness is knowledge of the law, assessment of the
current law, thoughts and ideas about the necessary changes in the law. Legal consciousness also acts
as a means of influencing the entire legal system of the state. A person born in society learns the values
created by all previous generations in the process of socialization, therefore, legal consciousness is
objectified in the process of historical development of society. I.A. Ilin analyzes the sense of justice as
follows. In his

famous work “On the Essence of Legal Consciousness”, he writes that “normal legal

consciousness can be described as a special way of life in which the soul lives, objectively and faithfully
experiences the law in its main idea and in its individual modifi

cations (institutions)”[4]. And then he

adds: “This system of mental life is, of course, an ideal, but not in the sense that this “ideal” is impossible.

On the contrary, this way of life is already given to each of us, and it is up to each of us to understand,

develop and strengthen in ourselves”[5].

CONCLUSION

In conclusion, we can say that. Legal consciousness is a system of views, ideas, and assessments of
people or an individual about the current law and how it should be. In legal consciousness, it is also
necessary to emphasize such an important moment as the perception of a person as a full-fledged
bearer of rights and freedoms or a person whose rights and freedoms are violated, limited in some.
Legal consciousness affects legal activity, that is, the actions of a person to protect his rights and
freedoms.
