History of The
Development of Sports in
The Zamin District (1991-
2002)

Abstract:
This article discusses the state of the sports
sector in Zamin district in 1991-2002, its problems and
shortcomings, as well as the gradual development of
sports. It also, discusses the issue of personnel in the
system, and the promotion of physical culture and
sports among the population. The implementation of all
these processes, including the implementation of
decisions and decrees at the republican, regional and
district levels, is explained using practical examples.

Introduction:
One of the major sector that, promote
countries around the world is sports. Therefore,
attention has been paid to sports on a large scale in all
periods. Including in Uzbekistan. If we look at the history
of sports, it goes back a long way. Initially, it took place
in the form of national games and competitions on the
territory of our country, but later, our admission to
membership in official sports federations and
organizations created the opportunity to participate in
competitions on international stages.
In Uzbekistan, the implementation of decisions and
decrees on the development of sports is also required at
the regional, especially district, level. Certain tasks and
assignments have been set. The effectiveness of work in
the regions is being analyzed through achievements and
results in sports. In particular, in the Zamin district of
Jizzakh region, reforms on the development of sports
have been ongoing since the first years of
independence.
In 1991, Zamin district had a total of 2 playgrounds, 16
gyms, 80 football fields, 100 volleyball courts, and 57
basketball courts for youth sports, which were put at the

disposal of more than twenty thousand young people.
[1] During this period, the well-developed level of
football in the district [2] can be seen from the fact that
the football team of the Ulyanovo city railway
“Lokomotiv” for the first time won the right to
participate
in
the
republican
trade
union
championship. In addition, in regional competitions
held in other sports, representatives of the district took
high places in the overall team standings.
Chairman of the Zamin district sports committee [3],
Abdumumin Otaqulov, on the occasion of the
"Sportsman's Day" holiday on august 10, 1991, sports
in the district developed gradually, step by step and the
role and importance of sports trainers and coaches in
this process are incomparable. In particular, in the 90s,
many enthusiastic coaches worked in the district, who
worked tirelessly with their students, including
volleyball coach Anvar Useinov, boxing coach Alisher
Jo'rayev, Sarvar Alibekov, Odil Nosirov, and other
skilled spot masters, he said in his speech.[4]
There were also enough problems in the sports sector.
In particular, sports lessons in secondary schools were
poorly organized. The main reason for this was the lack
of gyms and equipment in 30 schools in the district and
in 12 schools, even ordinary football fields. Most of the
neighborhoods do not have special sports fields, and
those that do exist are not up to the required standard.
Nevertheless, the district authorities and sports
officials, in a time of economic difficulties, sought
positive solutions to such issues and assigned
responsibility for organizational work to sports
facilities and fields, appointing organizations,
enterprises and farms as sponsors. It is known from
archival documents that these efforts, although in
practice they yielded positive results.
METHODOLOGY
A schedule of sports facilities projects for 1992-2000
was developed in the Zamin district, according to
which, in 1993-1994, 30 children's sports grounds were
built in the district center, a 200-seat sports hall in
1994, a 1500-
seat sports field in the “G‘alaba”
agricultural farm during the same year, a 150-seat
sports hall in Ulyanovo in 1995, a playground for 2,000
people, and a 200-seat sports hall in the E. Kholmatov
agricultural farm in 1996. [5] The district
administration, various factories and factories were
attached as sponsors to the construction of these listed
sports facilities. In parallel with the construction of
sports facilities, special programs were developed in
the district to improve the quality of work carried out
in the field. In particular, according to, the physical
education and sports development program for 1997-
2000, a plan was developed to organize new types of
sports, build sports facilities, and conduct several
practical events. [6] For example, the work on the
renovation and equipment of the district's central
football field, based on demand, was scheduled for april
1997, and the responsibility for implementation was
assigned to the construction department of the Zamin
district khokimiyat.
The construction of a tennis court in the town of Zamin
will be carried out during the current year and assigned
to the district construction department and the district
sports committee. The district public education
department has been assigned to complete the repair
and equipment of all sports fields in sports schools,
general education schools, vocational schools and
kindergartens by means of hashar, and to provide them
with the necessary sports equipment. The construction
of small sports fields (football, volleyball, basketball,
handball, chess and checkers) in villages and
neighborhoods with the help of sponsors and the
organization and development of these sports among
the population is the responsibility of permanent
citizens' meetings and trade unions.
In addition, proposals have been put forward to
introduce the position of sports instructor in enterprises
and institutions with more than 300 employees, and to
organize health groups among the population of villages
and neighborhoods. The program also places special
emphasis on the establishment of new sports activities
in the Zamin district, such as rowing, cycling, equestrian
sports, tennis, badminton. Also, federations were
formed at the district level for various sports and carried
out their activities. In particular, these include football,
tennis, volleyball, basketball, chess and checkers,
athletics, kurash, handball, and judo federations. [7] In
implementing sports-related events, the decisions
adopted by the government of the Republic of
Uzbekistan and the Jizzakh regional administration, as
well as the decisions of the Zamin district administration
to ensure their implementation, served as a roadmap.
One of such decisions is the decision of the khokim of
the Zamin district dated January 18, 1994 “On holding
district youth sports games among public cooperatives,
organizations and students and mass development of
physical education, and ensuring the participation of
national teams for the successful participation of youth
in sports competitions”. [8] According to it, the annual
schedule of the regional committee for physical
education and sports, one of the most important sports
events of the year is the holding of youth sports games,
in which district youth will compete in 13 sports, and
district teams in 18 sports will participate in the regional
youth sports games. In addition, in order to select and
qualify representatives with sports talent, the first
stages of the competitions will be held in the lowest

sports institutions, then the district stage will be
organized and the winning team and athletes will be
awarded, and plans will be made to send them to the
next stage. To properly organize and conduct all these
processes, the Zamin District Sports Committee has
been established. In order to provide financial support,
the district finance department has been given a
number of tasks and assignments.
In the district, not only the development of sports
among athletes, but also as a comprehensive solution
for maintaining the health of the general population
and improving the health of adolescents, physical
training and sports promotion have been carried out
among the rural population many times. In the
promotion work, explanatory work has been carried
out in cooperation with the district public education
department, health institutions and officials of the
village citizens' assembly. Because, one of the
important aspects of maintaining the health of the
population is physical exercise, constant mobility and a
healthy lifestyle. After all, if the population is healthy,
labor productivity increases, economic difficulties
decrease, and the well-being of life improves.
Remains one of the most developed sports in the
district, and the reason for this is the increasing
interest in this sport among the population from year
to year, as well as the fact that farms and villages have
formed their own football teams and successfully
participated in district championships. In 1994, a total
of 14 football teams operated in the Zamin district.
There are 3 youth and children's sports schools, where
120 young people were taught the secrets of football.
Only the organization of football tournaments, the
organizational part of the competitions, and the
material and technical base of sports institutions were
unsatisfactory. Only with the help of sponsors were the
winners of the tournaments encouraged.[9]
RESULT AND DISCUSSION
Holding regular, large-scale football competitions has
been fraught with many difficulties. The main reason is
that the existing football fields have not been
renovated. Our opinion is also confirmed by the article
titled “Why are clubs and stadiums neglected?”
published in the “Xalq so'zi” newspaper on december
10, 1996. Judging by the content of the article, the
clubs and stadiums belonging to the “G‘alaba” and A.
Toirov rental companies in the Zamin district have
become abandoned, the utility rooms are not
functioning, and the landscaping work is extremely
poor.[10] The district administration and relevant
organizations have studied this situation and have
determined that the persons responsible for physical
education and sports in the district should be warned
about such shortcomings, that the existing sports
grounds should be put in order within a month, that
landscaping work should be carried out, and that all
necessary conditions should be created for young
athletes and the population to engage in sports
activities.
And
such
instructions
have
been
implemented in practice.
In the 2000s, various prestigious sports competitions
were held in the Zamin district, and the winners were
duly awarded. The "Olympic hopes - 2001" sports
competition is one of them. Based on the decisions of
the Khokim of Jizzakh region №350 dated november 24,
2000, “On organizing the Olympic hopes
-
2001” sports
competitions for secondary school students dedicated
to the 10th anniversary of the Independence of the
Republic of Uzbekistan”, a jury was formed to organize
these competitions at the district level, and the
competition was held in 2 stages: stage I in secondary
schools, and stage II in the form of district competitions.
During the stages of the competition, special attention
was paid to issues such as the condition of sports fields,
provision of equipment, personnel problems, and the
general training of athletes.[11] By appropriately
rewarding the winners, the goal was to further increase
attention and interest in sports.
In recent years, special emphasis has been placed on
the development of children's sports in the district, and
the resolution of the first President of the Republic of
Uzbekistan “O
n the establishment of the Fund for the
Development of Children's Sports of Uzbekistan” serves
as the legal basis for the reforms. In order to ensure the
implementation of this resolution, the “District
Department of the Fund for the Development of
Childre
n's Sports” was established in Zamin district in
2002. It can be directly said that the role of this fund in
improving children's sports in the district was
significant.[12] Because the goals and objectives of the
organization are justified by the work carried out among
the population of the district.
CONCLUSION
In conclusion, although the state of sports networks in
Zamin district in 1991-2002 did not meet world
standards, efforts were made to improve the physical
culture of the population and support the activities of
district athletes as much as possible. However,
difficulties in the transition to a market economy,
material shortages, prevented the full provision of
sports facilities. Despite this, high results were recorded
at the regional and republican stages of handball,
volleyball, basketball and a number of other sports in
the district. These efforts contributed to the
development of district sports in recent years.
