Abstract:
This is it in the article The analysis of the
reform of the public health sector after Uzbekistan
gained independence was carried out. The main
principle of the health system in Jizzakh was restored -
the preventive direction; its modern and effective
methods were developed and put into practice;
measures to protect the health of mothers and children
were strengthened.

Introduction:
After Uzbekistan gained independence, a
new reform of the public health sector began. In
particular, in the city of Jizzakh, the main principle of the
health system - the preventive direction - was restored;
its modern and effective methods were developed and
put into practice; measures to protect the health of
mothers and children were strengthened; the medical
education system and personnel training were
improved; scientific research was reorganized based on
the requirements of the time and society; an industry
was created in the country that produces high-quality
and sufficient quantities of medicines, medical supplies,
and technical equipment related to this area; the
material and technical base of health institutions was
further improved; some medical and preventive
institutions were taken out of state management.
As in our country, healthcare reforms in Jizzakh were
carried out in stages. In the first stage (1991-94), all
attention was paid to improving maternal and child
health services, stabilizing demographic indicators, and
reducing infectious diseases.
In the second stage (1994-98), pharmacies and a
number of medical and preventive institutions were
privatized, and outpatient clinic services were

developed and restructured.
healthcare began in 1998. On November 10, 1998, by
decree of the President of the Republic of Uzbekistan,
the State Program for Restructuring the Healthcare
System for 1998-2005 was adopted. It provided for
measures to improve the quality of medical care
provided to the country's population. On the basis of
this program, measures were taken to strengthen the
primary healthcare system and develop general
medical practice. These works were carried out in
cooperation with the World Bank under the "Health"
project. This made it possible to develop new methods
of managing and financing primary healthcare
institutions, improve the quality of medical services,
and train general practitioners.
In 2014, there were 29 inpatient hospitals in Jizzakh,
with 2,196 beds. In addition, the number of medical
outpatient clinics was 59. On average, there are 133.7
hospital beds, 47.9 doctors, and 3,166 nurses per
10,000 residents of the city.
In 2010-2015, a 105-bed regional infectious diseases
hospital worth 10.7 billion soums and a 60-bed
regional oncology dispensary worth 5.8 billion soums
were newly constructed and put into operation in the
city of Jizzakh.
In 2019-2020, 27 hospitals operated in the city. During
the year, 166,750 patients were treated in them. The
number of doctors decreased by 3.9% compared to
2019, and the number of secondary medical workers
by 11.2%. The number of outpatient clinics in the city
is 47. The number of beds in Jizzakh is 2,440. [3] An
increase in the number of cases of certain diseases was
observed. For example, in 2020, compared to 2019,
eye and accessory organ diseases increased by 2.6
times, while skin and subcutaneous tissue diseases
increased by 1.4 times.
In 2020-2021, 29 hospitals and 68 outpatient clinics
operated in the city of Jizzakh. 1,035 doctors work in
the city by specialty. The number of secondary medical
workers by specialty is 3,636.
Central children's hospital
. It was founded in 1987 and
was transformed into a children's multidisciplinary
medical center in accordance with the resolution of the
Cabinet of Ministers of the Republic of Uzbekistan
dated March 18, 2008 "On measures to improve the
organizational structure and activities of regional
healthcare institutions". The center has 13
departments. [4] On March 16, 2009, by the resolution
of the regional khokimiyat, the building of the Jizzakh
city children's diagnostic center was transferred to the
balance of the regional children's multidisciplinary
medical center free of charge. In 2010, the building
underwent major reconstruction. In 2011, the center's
surgical, orthopedic, ENT departments and consultative
polyclinic began operating in a new building, and

Mirziyoyev at the meeting on "The State, Problems and
Development Prospects of the Healthcare System in the
Republic of Uzbekistan" held on January 5 and February
7, 2017 with a group of leading specialists in the field of
healthcare, as well as to strengthen the reproductive
health of the population, cover the population with a
full patronage system, prevent diseases, strengthen the
health of mothers and children, conduct dispensary
examinations of patients with chronic diseases, and
increase the medical culture of the population,
specialists from the medical center were mobilized to
the districts on a planned basis to optimize rural medical
posts. From February 9 to February 16, 2017, the
medical center, in collaboration with the Ministry of
Health of the Republic of Uzbekistan and the Republican
Public Children's Fund "You are not alone", held a
charity campaign " ¬Smile of a Child" with the
participation of specialists from the Tashkent Pediatric
Institute (cardiologist, cardiac surgeon, ENT specialist,
orthopedist) in order to provide qualified medical
services to the children of the Jizzakh region. [5]
On March 27-31, 2017, specialists from Korea
performed maxillofacial surgeries on 30 children in need
of surgery at the medical center. Today, the medical
center has ultrasound diagnostics, X-ray diagnostics,
FGDS, ECG, audiometer, physiotherapy devices,
electrophoresis, light bath, tube, UVC, Magneter
devices. In 2014, the center was supplied with medical
devices and equipment such as SRAR devices for
newborns, incubators for newborns, IVL devices for
children and adults, IVL devices for newborns, X-ray
devices, Portable ultrasound scanners, Coagulometers,
Centrifuges, Hematological analyzers, and are currently
providing effective medical services to patients.
Perinatal Center of Jizzakh Region
. Healthcare of the
Republic of Uzbekistan The Jizzakh Perinatal Center
under the Ministry of Health was established on the
basis of the Jizzakh branch of the Republican Specialized
Scientific and Practical Medical Center of Obstetrics and
Gynecology in accordance with the Resolutions of the
Cabinet of Ministers of the Republic of Uzbekistan No.
292 dated September 10, 2016 and the Resolution of
the Jizzakh regional governor No. 424 dated November
18, 2016. The perinatal center is located in the city of

Jizzakh and has 200 budget beds and 10 beds organized
at the expense of the economy. The center building
consists of 3 treatment and 2 auxiliary buildings. [6]
Departments of the institution: Obstetrics, pathology
of pregnant women, pathology of newborns,
resuscitation of adults and infants, polyclinic and
laboratory departments. Total number of employees:
840 people, including: doctors - 58 people, secondary
medical workers - 400 people, junior medical workers
- 300 people, other workers - 53 people. Services are
provided to 1,310,420 people
In 2010-2012, the central departments were equipped
with 18 types of modern medical and diagnostic
equipment worth more than 300.0 million soums
within the framework of the project of the Ministry of
Health and the Asian Development Bank on
"Strengthening the Health of Women and Children". In
2017, within the framework of the state program
"Health-3", modern medical equipment worth 287.5
million soums was delivered and equipped.
As part of the visit of the President of Uzbekistan Sh.
Mirziyoyev to the Jizzakh region in April 2017, the
building of the obstetric complex of the Center was
closed for major repairs and reconstruction, and
repairs worth 4 billion 261 million 605 thousand soums
were carried out based on the estimated project and
were put into operation in May 2016. In 2018-2019,
repairs were carried out in the buildings of the center's
gynecology,
administration-polyclinic,
kitchen,
laundry, internal pharmacy and central sterilization
block according to the estimated project for 7 billion
870 million 543 thousand soums .
From the beginning of 2018 to date, Psgics, IFA-
Doppler, 21 million soums 2,000,000 soums, 299
million soums worth of infants worth 269,000 soums
and 93 million soums (3) electronic scales worth 7
million soums, (3) 2 million 2 million Ambu bag worth
1,000 soums, (4 pieces) surgical equipment worth
2,458,000 soums, biks (8 pieces) worth 3,680,000
soums were purchased.
Jizzakh city Specialized pediatric and adult
stomatology polyclinic
. Adult stomatology polyclinic
was established in 1979, privatized in 2016, self-
financed, designed for 100 visits per day. 39 in total
employees, including 3 surgeons, 18 stomatologists
treating stomatologist, 8 nurses, 4 junior employees.
Today, there are 19 surgeon stomatologists , treating
stomatologists , intermediate stomatologists , 19 nurse
and 4 The clinic is staffed by a small staff . It serves
children under the age of 18 throughout the region.
The clinic is equipped with modern technology. [7]
Jizzakh City Medical Association. The medical and
preventive institutions of the Jizzakh City Medical
Association provide medical services to 202,932
residents of the city. The association system includes 6
family polyclinics, 4 of their branches, a multidisciplinary
central polyclinic, a city obstetrics complex, a neurology
and pediatric department, and a phthisiopulmonology
department.
A total of 1,222 employees work in the medical and
preventive institutions of the association, including 188
doctors, 790 secondary medical workers, 191 junior
medical workers, and 80 technical workers. Of the
doctors, 113 have a category level, of which 78 are
higher, 22 are first, and 13 are second category. Of the
secondary medical workers, 537 have a category. Of
these, 301 are higher, 106 are first, and 130 are second
category. [ 8]
“Health is a great and immeasurab
le blessing for every
person and for our entire population. We all know that
only a healthy person and a healthy nation are capable
of extraordinary things. " We understand,"[9] and
indeed, reforms have been carried out since the first
years of independence to preserve and strengthen the
health of the population.
