This article is devoted to the analysis of key mechanisms and
components that contribute to the development of media
literacy among young people and children. Media literacy is an
essential skill that enables the younger generation to critically
perceive, filter, and use information responsibly. The article
highlights the characteristics of media literacy, the role of the
education system in its development, the importance of digital
technologies, and the aspects of forming an information culture
in modern society.

медиаграмотности
среди
молодежи

Медиаграмотность представляет собой значимый навык,
обеспечивающий способность молодых людей критически
воспринимать, фильтровать информацию и применять ее с
осознанием ответственности. В рамках статьи освещаются
особенности
медиаграмотности,
значение
системы
образования в ее развитии, роль цифровых технологии, а
также аспекты становления информационной культуры в
современном обществе
.
INTRODUCTION
In today's information age, the lives of young people and children are deeply
intertwined with media resources. The internet, social networks, and digital platforms
have become integral to their daily activities. Consequently, media literacy encompasses
not only technical knowledge but also the ability to critically analyze information, assess
its credibility, and apply it responsibly.
According to data from the Oxus Society for Central Asian Affairs, Uzbekistan has a
significant youth population, with the median age around 27 and over a quarter under
14[1]. This demographic is particularly susceptible to accepting false or manipulative
information as truth due to limited life experience.
A 2021 study by Internews on media consumption and literacy in Central Asia
indicates that media literacy levels remain low in the region. This deficiency can have
serious consequences, such as youth being drawn into radical or extremist groups. For
instance, in August 2023, a 22-year-old Uzbek citizen was reportedly recruited by a
terrorist organization and traveled to Syria to participate in combat[2].
Additionally, the spread of harmful content on social media poses significant risks.
In February 2025, The Guardian reported that parents of four British teenagers filed a
lawsuit against TikTok, alleging that their children's deaths resulted from the viral
"Blackout Challenge
[3]." Experts have labeled this challenge as misinformation, as it
conceals the potential consequences. The parents have urged TikTok to take
responsibility for the dissemination of such dangerous content.
Digital development is now a key indicator of a country's progress and alignment
with global trends, as well as a crucial element of political, economic, and social
advancement. However, the concept of "digital rights" has only recently been
incorporated into legal practice. Terms like "network rights," "information rights," and
"internet rights" are often used interchangeably, but their interpretations vary among
scholars, leading to debates about their applicability to human rights in the digital
environment.
This article explores the role of technology in shaping media literacy among youth,
particularly in the context of ongoing reforms in Uzbekistan. The country is undergoing

significant transformations in science, technology, and information and communication
technologies (ICT). The media landscape has become a vital component of this process,
serving not only as a means of information dissemination but also as a powerful force in
shaping public consciousness.
One of the "Five Important Initiatives" proposed by President Shavkat Mirziyoyev
focuses on enhancing computer literacy among young people, reflecting the
government's commitment to digitalization. These efforts contribute to the development
of a media-socialized society in Uzbekistan[4].
Media literacy

the ability to analyze, evaluate, and effectively use information

has become an essential skill for youth. It enables them to protect themselves from fake
news, manipulative content, and information threats, while also fostering independent
critical thinking.
In the era of advanced technology, education plays a pivotal role in cultivating
media literacy. Integrating specialized subjects on media literacy, digital culture, and
critical thinking into school and university curricula is imperative. Continuous
professional development for educators and the enhancement of their digital
competencies are also necessary.
Developing media literacy should extend beyond theoretical knowledge to include
practical application through:

Training sessions on identifying fake news;
•
Utilization of interactive platforms and simulations;
•
Student participation in social projects;
•
Instruction on fact-checking tools.
These methods not only enrich knowledge but also cultivate youth as responsible
consumers and disseminators of information.
The modern world demands flexible and effective approaches. For example,
Germany's Netzwerkdurchsetzungsgesetz (NetzDG), enacted in 2017, aims to combat
provocative threats and the spread of false information online. The law mandates that
internet platforms remove illegal content posted by users within 24 hours.
In the digitalization era, technologies such as virtual reality, artificial intelligence,
cloud computing, and remote educational platforms have revolutionized the acquisition,
analysis, and dissemination of information. These tools are integral to contemporary
education systems and facilitate the effective development of media literacy.
Youth must acquire skills to detect fakes and manipulations, analyze information,
select reliable sources, and engage in ethical communication on social networks.
The formation of media literacy is not solely the responsibility of the education
system but also of society as a whole. Parents, public organizations, media, and
government institutions must collaborate. Youth should have freedom in the information
space while being responsible and respectful of moral and cultural values.
As President Shavkat Mirziyoyev stated: "Youth must meet the demands of the
time. But they must not forget their essence. Who we are, descendants of which great
personalities

we must constantly remind ourselves of this."
In conclusion, media literacy is one of the most crucial skills needed by modern
youth to navigate the information-rich world confidently. Education, digital technologies,
and societal engagement play key roles in its development.

The slow advancement of media and information literacy can pose significant
threats to the comprehensive development of youth. Given the modern world's
saturation with diverse information from various sources, possessing media literacy
skills is essential for successful adaptation and active participation in society.
Through specialized educational programs, interactive approaches, and broad
social cooperation, it is possible to guide the younger generation through the information
flow, develop their critical thinking, and nurture them as responsible users and creators
of media content. This establishes a solid foundation for a sustainable and progressive
future for our society.
