The new trends of artificial intelligence in Central Asia

Artificial intelligence technologies are currently becoming
increasingly widespread. It is anticipated that in the near future,
their use will expand rapidly, as numerous developments are
underway in this area. Therefore, it is essential to investigate the
application of artificial intelligence in high-tech companies in
Uzbekistan and the Central Asian region, as this is one of the most
promising fields.

Искусственный интеллект сегодня получает широкое
распространение, и можно с уверенностью сказать, что в
ближайшем
будущем
его
использование
будет
стремительно расширяться. В этой области ведется
большое количество разработок. В связи с этим важно
изучить
практику
использования
технологий
искусственного интеллекта в высокотехнологичных
компаниях Узбекистана и Центральноазиатского региона,
поскольку это одно из наиболее перспективных
направлений.
INTRODUCTION
The term "Artificial Intelligence" includes a whole range of concepts and a wide
range of interpretations, depending on the context. In our work, artificial intelligence (AI)
is primarily understood as "a referral to the task of which is to recreate intelligent
reasoning and actions with the help of computer systems and other artificial devices" .
The Central Asian region is a growing market for more than 74 million people. Its
location between two of the world's largest economies
–
China and Russia
–
creates
additional potential for its development. However, despite this, the region has not yet fully
exploited the opportunities for growth that this position affords. The importance of AI
technologies, in particular, cannot be overestimated, especially given the rapid
development of big data and AI technologies that has occurred over the past ten years.
Based on the above definitions and the materials studied, it can be concluded that
the sphere AI in any country of the world today generally refers to developments in the
field of big data, computer vision
, deep learning, the creation of autonomous “smart”
systems, and other high-tech developments. AI also includes companies involved in the
support of such developments, creating specific software and hardware, working with
qualified personnel serving AI projects. The current state and trends in the development
of the sphere and different countries are of global interest, this is especially true to the
rapidly developing China.
According to the official government information document “White Paper (official
g
overnment document) of the artificial intelligence industry in China”, the AI industry in
the country is developing rapidly: if the size of the global market in this area is growing by
an average of 26.2% per year, then in China this figure is 44.5% per year.
MATERIALS AND METHODS
Content analysis of regulatory and legal documents in the field of digitalization of
national economies of Central Asian countries. The study of the national strategies of the
Central Asian countries in the field of AI development. Conducting a multifactorial
scientometric analysis of the activity of educational institutions. Research in the field of AI
in medicine and healthcare in the referenced databases Web of Science, Scopus, Ebsco
Publishing and Springer Link.

RESULTS AND ITS DISCUSSION
Currently, artificial intelligence is seen as the possibility of solving intellectual
problems using information technology. The amount of information, various experiences,
and available solutions allows us to identify possible ways to solve various problems.
Artificial Intelligence has become widespread in the banking sector, mechanical
engineering, healthcare and other important industries. Artificial Intelligence technologies
are being actively introduced into the activities of high-tech companies in Uzbekistan and
Central Asia. There is a constant development of Artificial Intelligence technologies with
the potential to further expand the possibilities of use and increase demand. Unfortunately,
in the countries of Central Asia, Artificial Intelligence technologies have not been properly
developed at the present stage, but there is a certain potential.
With the rapid development and introduction of a new generation of Artificial
Intelligence (AI) algorithms and products, AI is playing an increasingly important role in
everyday life and has a significant impact on the very fabric of modern society. In
particular, artificial intelligence models and algorithms are widely used in various
decision-making scenarios such as criminal justice, traffic management, financial loans and
medical diagnostics. This growing proliferation of automated decision-making systems
based on artificial intelligence poses potential risks in many aspects, including security and
fairness.
Today, the governments of many countries, including Uzbekistan, research
organizations, and companies are working on developing AI policies and have announced
their ethical guidelines, principles, and recommendations for AI. To ensure compliance
with these principles in existing AI systems and products, it is vital to develop AI
management technology, including federated learning, AI interpretation, rigorous AI
safety testing and verification, and ethical AI evaluation. Over the past five years, private
companies, research institutes, and public sector organizations have issued principles and
guidelines on ethical AI, but there is debate both about what constitutes “ethical AI” and
what ethical requirements, technical standards, and best practices are needed to
implement it.
In Central Asia, in 2020, the National Bank of Kyrgyzstan allowed remote
identification of individuals in banks using Artificial Intelligence, machine learning and
other forecasting algorithms to process biometric customer data. Bishkek has also
implemented an artificial intelligence-based facial recognition system that allows you to
enter data about wanted persons, and cameras automatically identify them and transmit
information to law enforcement agencies.
Artificial Intelligence has also found its application in the political process. In 2020,
the Mekenim Kyrgyzstan party used a digital bot farm during the elections, which
generated about 150 questionnaires per day, automatically wrote comments, and then
self-destructed.
In Tajikistan, where the use of Artificial Intelligence has not become widespread,
MegaFon stands out with the introduction of the Dono chatbot in 2019. This artificial
interlocutor interacts with about 14,000 subscribers per day, freeing people from routine
tasks and allowing them to solve more complex problems.
In Uzbekistan, meanwhile, the government is taking active measures to stimulate
the development of Artificial Intelligence technologies. The presidential decree defines
comprehensive steps to digitalize the economy and the social sphere. Digitization of

government data in various sectors such as justice, communications, finance, education
and health are becoming an integral part of the development strategy. The use of artificial
intelligence technologies, starting with image recognition and navigation systems, has
already become a tangible part of solving problems at large enterprises, and the country is
actively working to create favorable conditions for further expansion of the use of artificial
intelligence.
In Kazakhstan, artificial intelligence is being actively introduced into the judicial
system, and over the past two years, artificial intelligence systems have been used to
analyze court cases and predict their outcomes. The authorities believe that this approach
helps to minimize mistakes and improves the quality of justice. In the field of healthcare,
the PneumoNet program based on artificial intelligence has been successfully operating in
Kazakhstan since 2022. This program allows you to identify 17 of the most pathogenic lung
diseases, including pneumonia, tuberculosis, and cancer.
Thus, in the Republic of Kazakhstan, at the time of writing, in March 2022, a separate
state regulatory document defining the development strategy was not adopted. However,
in 2017, a Decree of the Government of the Republic of Kazakhstan dated December 12
was adopted 2017 No. 827 "On approval of the State program “Digital Kazakhstan”. T
his
Resolution specified the priorities for the development of AI until 2030.
Currently, Kyrgyzstan and Tajikistan do not have special laws regulating the
creation and use of artificial intelligence. Despite this, the Strategy for the Development of
Artificial Intelligence in the Republic of Tajikistan until 2040 notes that during the
implementation of the first and second stages of this strategy, legal, institutional and
infrastructural frameworks will be developed, as well as the necessary specialists will be
trained.
Unlike its neighbors, Uzbekistan adopted a presidential decree
“On measures to
create conditions for the accelerated introduction of artificial intelligence technologies”
back
in 2021. This document became the legal basis for the further development of AI in the
country, defining its main directions. The resolution emphasizes the need to develop a
legal framework defining common requirements, responsibility, security and
transparency in the development and use of artificial intelligence technologies in various
sectors of the economy and the social sphere, as well as in the public administration
system.
CONCLUSION
The results of our research, based on the analysis of strategic and regulatory
documents, including the analysis of publication activity, show a dramatic lag of Central
Asian scientists not only in the field of the issue under study. We can assume that one of
the reasons for this lag in terms of publication activity is the reason that the number of
scientific journals in the countries. The target audience in the refereed WoS and Scopus
databases is minimal. So, for the period of the study, only 12 journals included in the WoS
and Scopus databases where they were found in Central Asian countries, and 9 of them are
active and all are located in Kazakhstan, and 3 inactive, 2 in Uzbekistan and 1 in
Kyrgyzstan.
