Abstract:
Developing a green economy is a global challenge, as countries
strive to balance economic growth with environmental sustainability. This
article examines the achievements and challenges of developing a green
economy in Uzbekistan, a country with a rich history and diverse ecosystems.
The transition to sustainability in Uzbekistan is characterized by efforts to
reduce greenhouse gas emissions, develop renewable energy sources, and
increase resource efficiency.

The President of the Republic of Uzbekistan signed the resolution “On
approval of the Strategy of the Transition of the Republic of Uzbekistan to a
“green” economy for 2019-2030”. The following were identified as the main
tasks of the transition of the Republic of Uzbekistan to a “green” economy:
increasing the energy efficiency of the economy and rational use of natural
resources through technological modernization and development of financial
mechanisms; introducing “green” criteria based on advanced international
standards into priority areas of state investments and expenditures; facilitating
the implementation of pilot projects in the areas of transition to a “green”
economy through the development of state incentive mechanisms, public-
private partnerships, and intensification of cooperation with international
financial institutions; to develop a system of training and retraining personnel
related to the labor market in the "green" economy by encouraging investment
in education and developing cooperation with leading foreign educational
institutions and research centers; to take measures to mitigate the negative
impact of the ecological crisis in the Aral Sea region; to strengthen international
cooperation in the field of the "green" economy, including through the
conclusion of bilateral and multilateral agreements.

To assess the environmental impact, a management function was initially
created, reflecting the concept of "pipeline control". The concept of "end of the
pipeline" (1970s) meant the fight against negative environmental impacts
through various filters, i.e. dust collectors, treatment plants, etc. Obviously, this
stage was ineffective in terms of improving the environmental situation, since
only the negative impact of production activities was assessed during this
period. Environmental management - the concept of "sustainable development"
(1990s) refers to the socio-economic development of society that meets the
needs of the present, but does not threaten the ability of future generations to
meet their own needs. For the first time, the concept of "sustainable
development" was given within the framework of the International Commission
on Environment and Development (ICED). According to the definition given by
the UNEP, sustainable development (environmental management) is the socio-
economic development of a society that meets the needs of the present without
compromising the ability of future generations to meet their own needs. Thus,
sustainable development can be defined as a progressive transformation of the
economy and society without significant harm to the environment. There are
more specific definitions that reflect the specific economic aspects of sustainable
development: development that does not impose additional costs on future
generations; development that minimizes negative environmental impacts;
development that ensures the continuous simple and or expanded reproduction
of production potential in the future.
