Uzbekistan

Introduction:

Currently, increasing the social activity of

young people, strengthening their strong civic positions
is considered one of the important priorities of the state
youth policy in Uzbekistan. Usually, measures in this
direction are implemented by ensuring the active
participation of young people in various public
organizations, youth parliaments, advisory councils
under legislative bodies, and student self-government
bodies.

In our country, the cooperation between state and non-
state organizations in implementing state youth policy
is regulated by the Constitution of the Republic of

Uzbekistan, the laws of the Republic of Uzbekistan “On
Public Associations”, “On State Youth Policy”, “On Non

“On

Improving the Effectiveness of State Youth Policy and
Supporting the Activities of the Youth Union of

Uzbekistan”, and a number of laws and by

-laws, such as

Uzbekistan” was adopted in 1991, and due to the need

to adopt this law in a new edition, in 2015 a special
working group was established consisting of specialists
from relevant ministries and departments, deputies,
experts from research centers and representatives of
civil society institutions, a new edition of the Law was

developed, and on September 14, 2016, the Law “On
State Youth Policy” was adopted [1]. Articles 19, 20, 21

of this law serve as a legal basis for the network of non-
governmental organizations working with youth, and
specifically address the issue of the participation of
non-governmental non-profit organizations, the media
and youth non-governmental non-profit organizations
in the implementation of state youth policy.

In addition to youth non-governmental non-profit
organizations, a number of large non-governmental
non-profit organizations are carrying out work aimed
at ensuring the implementation of state programs and
various territorial action plans aimed at implementing
state youth policy in the country.

These organizations also perform a number of priority

tasks, such as “developing and implementing state

programs, territorial and other programs in the field of
state youth policy, implementing state youth policy,
including measures aimed at raising a healthy and well-
rounded young generation, increasing its role and
activity in society, and improving legal awareness and

legal culture” [2].

In order to implement the requirements set out in the
law and strengthen social partnership between state
bodies and civil society institutions, a number of
measures are being implemented to educate young
people as comprehensively mature, spiritually mature,
independent-thinking individuals with their own life
position and firm beliefs. It is noteworthy that such
programs, which play an important role in coordinating
work to ensure the rights and interests of young
people, are being further improved by introducing the
technology of implementing additional measures for
young people in each organization system based on
joint agreements between ministries, departments,
and organizations [3].

Within the framework of the application of these
software technologies, systematic measures are being
implemented to further increase the legal culture and
activity of young people in building a democratic state
and developing civil society, to educate young people
with a broad outlook and deep knowledge, to create
the necessary conditions for social protection of young
people, acquisition of modern professional skills,
employment and involvement in entrepreneurial
activities, to organize systematic work to realize the
creative and intellectual potential of young people, to

support talented young people, to widely involve young
people in physical education and sports, to promote a
healthy lifestyle among young people, to prevent crime
and delinquency, to educate them in the spirit of loyalty
to national values and interethnic harmony, and to
effectively use information media and modern
information and communication technologies [3] in
raising a harmonious generation.

The

number

of

non-governmental

non-profit

organizations protecting the rights and interests of
young people is increasing year by year. The activities of
these organizations are aimed at increasing the political
awareness, legal culture and social activism of young
people, as well as comprehensive support for talented
young people, and other similar areas [4].

In addition to these organizations operating in the
regions, 26 [5] civil society institutions established on
the basis of the Youth Union of Uzbekistan have been
operating as supporting organizations in implementing
the main areas of activity of the Youth Union of
Uzbekistan in a number of areas such as ensuring youth
employment, improving their scientific and creative
potential, developing entrepreneurial skills, and so on.

In general, the participation of non-governmental non-
profit organizations in the implementation of state
youth policy in the Republic of Uzbekistan is regulated
by a number of regulatory legal acts. The Law of the

Republic of Uzbekistan “On State Youth Policy”, which

clearly defines the participation of non-governmental
non-profit organizations in this area, is the most
important legal basis in this regard. According to the
law,

non-governmental

non-profit

organizations

participating in the implementation of state youth
policy in Uzbekistan can be classified into three groups:

1.

Non-governmental

non-profit

organizations

participating in the implementation of state youth
policy in certain areas of their activity;

2. Mass media;

3.

Non-governmental

non-profit

organizations

participating in the implementation of state youth
policy in all areas of their activity (Youth NGOs) [6].

The Youth Union of Uzbekistan can be cited as the
largest non-governmental non-profit organization
participating in the implementation of state youth
policy in all areas of its activity. An analysis of the
organization's structure and areas of activity shows that
with its establishment, a completely new stage has
begun in the field of participation of non-governmental
non-profit organizations in the implementation of state
youth policy in our republic. The establishment of
organizations established under the Youth Union of
Uzbekistan and operating in clearly defined areas is a

clear proof of our idea.

CONCLUSION

Taking into account the above, the issue of increasing
the number of independent organizations specializing
in specific areas of state youth policy and clearly
defining the sources of financing for such organizations
in legal documents is becoming more urgent than ever.
In particular, it is possible to achieve effectiveness in
the field of state youth policy by strengthening
cooperation with international organizations in
financing the activities of organizations and further
increasing the number of non-governmental non-
profit organizations implementing socially significant
projects of a local nature based on the capabilities and
conditions of the regions, as well as by developing and
implementing effective mechanisms for their targeted
support by the state.
