Abstract

This article analyzes issues aimed at increasing legal awareness and legal culture in the process of professional development of pedagogues working in the public education system. In the process of professional development, recommendations were made for teachers to use their knowledge in the process of professional development in the educational institution to improve the legal culture of teachers. In the course of professional development, conclusions are given on improving the legal culture of the listener.

EMPLOYEES IN THE PROCESS OF
PROFESSIONAL IMPROVEMENT

INTRODUCTION

Today, "establishing the spirit of respect for laws
in society is the guarantee of building a democratic
legal state!" to strengthen the vital idea, to provide
open and high-quality education for young people,
to create conditions for excellent education of
young people at all stages of education, to
introduce foreign practices to legal education, the
rule of law and civil society the role of legal
consciousness and legal culture in the construction
of the legal system and the improvement of the
system of training of legal personnel, the system of
conveying the essence of the Constitution and laws,
newly adopted normative legal documents to
citizens and with the people it is important to find
a scientific solution to problems related to
improving the mechanisms of communication,

making the principles of justice and the rule of law
a necessary condition for development in our
country, and forming a sense of respect and
obedience to the law among citizens.For this
reason, the improvement of the legal education
system is of urgent importance in building a
democratic legal state in our country and
increasing the legal consciousness and legal
culture of citizens.

Legal education means a form of education aimed
at increasing the legal consciousness and culture of
individuals, strengthening legal knowledge and
skills, and forming law-abiding behavior habits.
Raising legal awareness and legal culture is
manifested in a positive attitude towards the law,
awareness of the need to fulfill the requirements of

the law, knowledge of the applicable laws, respect
for the law and compliance with legal norms. In
order to build a democratic legal state and form a
civil society in the Republic of Uzbekistan, to
ensure the supremacy of laws in our country, it is
necessary to raise legal awareness and legal
culture in the society.

Tasks related to the further acceleration of reforms
to improve the education system in our republic
are also reflected in the "Uzbekistan - 2030"
strategy, bringing the general secondary education
system to a new level, new textbooks, pedagogues
development of methodical manuals, raising the
status of pedagogic personnel, bringing their
knowledge and qualifications to international
standards, and sending them to foreign countries
for training and internships determined, of course
it is permissible to include the legal education
system in such tasks.

In addition, it is necessary to increase not only the
volume but also the quality of the lessons allocated
for legal subjects in the school, to train professional
pedagogues who teach legal subjects in order to
form legal consciousness and culture in students.
to establish an education system for students
studying in the field of education based on modern
requirements and international standards, and to
increase the number of legal subjects in higher
education as well it is necessary to increase, train,
retrain and improve the system of pedagogues-
teachers providing education on legal topics.

METHODS

The high level of legal consciousness and culture of
the population in society is one of the important
criteria of a democratic legal state and a free civil
society. From the first years of independence in
Uzbekistan, special attention was paid to this issue.
Issues of raising the legal consciousness and
culture of the population have become a priority of
state policy.

Society's culture is a historically formed system of
universal spiritual and moral values, according to
which the way of life is decided and social relations
between people are regulated. Why is legal culture
necessary? When and where is legal culture
formed in a person? Researcher Rakhimakhon
Boymirzayeva, in turn, answers these questions as
follows: "Legal culture means the qualitative state
of the legal life of society, it is the whole social,
conditioned by the spiritual, political and
economic system, expressed in legal activity, legal
acts, legal consciousness and the level of
development achieved in general. The level of legal
development of the subject (individual, various
groups, the entire population), as well as the
degree to which the freedoms and human rights of
the state and civil society are guaranteed. In the
process of forming a person's or a group of
people's attitude towards law and legal events in
society, it is necessary to develop effective
pedagogical and legal methods for its
implementation. In this case, if we recognize law
as an objective reality, then we must also recognize
the existence of the subjective reaction of people to

the right, which is called legal consciousness”[1].

Legal culture is an integral part of the general
culture of society. Therefore, legal culture means
the legal life of the society, its legal reality,
normative legal documents, the system of spiritual,
moral and legal values achieved in the
development of legal consciousness, as well as
obedience to the law that is decided in accordance
with it, and the legal and order environment in the
country.

the book "Legal culture theory" express the
concept of legal culture as follows: "Legal culture
is, first of all, an indicator of the general culture of

requirements of legal norms and observing them is
one of the conditions of democracy and culture of
civil society" [2].

The concept of "legal culture" mostly describes the
level of importance of legal reality, its state of
development, and the absorption of cultural
development achievements into it. After all, legal
culture is a condition for ensuring personal
freedom and security, human rights, its legal
protection and civil activity, mobilizes the
authorities to ensure the legal status of a person.It
should be noted that legal culture implies specific
knowledge of the legal framework and the ability
to use it. Citizens cannot exercise their rights and
duties and protect their interests without having
the necessary knowledge about the legal system of
the society and the current legislation. The phrase
"legal culture" is used to describe the legal system
and legal structure of society.

In the analysis of R. Boymirzayeva, the researcher
cites the following points: "Spirituality, culture,
including legal culture of society is an extremely
complex and diverse social phenomenon. Society's
culture is a historically formed system of universal
spiritual and moral values, according to which the
way of life is decided and social relations between
people are regulated. The first step in raising and
developing legal culture in human consciousness is
to understand the concept of legal culture through
one's own views. What a person perceives in his
mind as legal culture, he tries to stay true to his
views, defends his views, and through this,
personal thoughts arise in this person. So, first of
all, one of the first signs of the emergence of legal
culture is that a person has a personal opinion" [3].

In the analysis of the legal culture of society, the
main attention is paid to the level of development
of legal phenomena, the definition and
interpretation of legal values, human rights and
freedoms, and the state of protection of citizens in

society. The concept of "legal culture" implies an
assessment of the "quality" of legal life in a
particular society, comparing it with other
advanced legal models, ideals and values. It is
necessary to consider the above issues when
analyzing the theoretical aspects of raising the
legal consciousness and legal culture of students in
the retraining and professional development
system.

The article discusses the theoretical aspects aimed
at improving the legal culture of public education
pedagogues in the process of improving their
qualifications in the system of retraining and
professional development. The characteristics of
their legal education, development of legal
consciousness, and improvement of their legal
culture are considered when improving the
qualifications of public education workers. In the
study of this issue, in the process of professional
development, the level of legal knowledge of the
students, the analysis of the sources aimed at
improving the legal culture of the students was
studied.

RESULTS

To ensure the effectiveness of fundamental
changes and reforms implemented in our republic
in recent years to build a new Uzbekistan and the
foundation of the Third Renaissance, to develop
the

professional

knowledge,

skills

and

qualifications of employees, to expand legal
knowledge of pedagogues, to develop legal
awareness regulatory frameworks were created to
improve the skills of achieving, creating a personal
and professional legal information space.

Based on the Resolution of the Cabinet of Ministers
of the Republic of Uzbekistan dated August 27,
2024 No. 532 "On the introduction of a continuous
system of legal education in state educational
institutions and measures to increase the legal
culture and literacy of minors", in general To
develop the legal consciousness and raise the legal

culture of the teachers who teach the subject of
"State and Law Fundamentals" of the secondary
schools. taking into account, it is planned to take
the necessary measures to gradually retrain the
pedagogues without a higher legal education who
teach law in general education institutions on a
free basis until the end of 2026 in the field of legal
specialization was held[4].

In order to continuously improve the qualifications
of pedagogues teaching law in the future, the task
of creating a platform for continuous professional
development by November 1, 2024 was set. These
defined tasks are intended to bring the legal
culture of law teachers to a high level in the system
of professional development and retraining. It is
characterized by the connection with the practice
of lim.Among the important means of improving
the processes of continuous self-development of
andragogic pedagogues in training courses, the
following can be singled out:

- in the course of training sessions, students
analyze and discuss current issues of pedagogy,
find ways to solve them in cooperation;

- when planning the educational process, pay
special attention to determining the level of legal
knowledge of students, improving the legal
consciousness and legal culture of students, the
structure of the methodology, the structure and
stages of the legal information resource, and the
models;

- taking into account the personal and professional
experience of the students during the training,
ensuring their subjectivity in the process of
cognitive activity;

- to accelerate the mutual cooperation of
pedagogues and course participants.

DISCUSSION

Taking into account these aspects, education in our
republic professional knowledge and skills
necessary to ensure the process at a high scientific-

methodical level in accordance with the
qualification requirements, to support the
continuous development of professional and
pedagogical skills in terms of advanced
pedagogical and information technologies, as well
as interactive methods of teaching regular
updating of skills, familiarization with new
principles and modern methods of organization of
the

educational

process,

qualification

requirements, normative legal documents - as the
main goal of retraining of pedagogues and their
professional development courses defined.

The effectiveness of the qualification improvement
process is determined to a large extent by its
dynamism and flexibility, as well as its compliance
with the real tasks arising from the demands
placed on schools today. The system of improving
the qualifications of teachers of the science of state
and legal foundations is not only special, but also
directly related to the development of pedagogical
knowledge and skills that are important for the
professional and pedagogical training of the
pedagogue, and the acquisition of the methodology
of legal thinking. it should be noted that creative
competence serves as the basis for the
development of the legal thinking of a law teacher
in the process of professional development.
However, in most cases, it is appropriate to define
having a legal culture as a basic competence in
normative documents. In fact, pedagogical activity
takes place in many non-standard, new situations.

If legal civility competence continuous unless it is
designated as a foundation in basic education
programs it should be carried out at the next stages
of education, from promotion to the level of
development.

CONCLUSIONS

Therefore, having a legal culture can be considered
as a modern educational requirement that does not
allow to provide the necessary conditions for
preparing a competitive, successful student from

preschool education to the stage of acquiring
higher professional education. In conclusion, it can
be said that the presence of competence to have
legal culture in the structure of professional
activity of a pedagogue serves as an indicator of the
teacher's own success, and having legal culture in
professional development programs of pedagogic
staff leads to the improvement and development of
competencies. It is necessary to include directed
modules. The use of skills of legal consciousness
and legal culture in practice allows the pedagogue
to quickly and effectively achieve the set goal, to
improve the results not only of a certain subject,
but also of interdisciplinary subjects, as well as to
enjoy cooperation with students. Therefore,
acquiring legal awareness and legal culture in the
process of training serves to increase competence
and professional legal development.
