ABSTRACT
In this article, information about the place of residence-family, which is the main link of society, as well as the role of
self-government institutions of citizens in the formation of mutual spiritual and moral relations between parents and
children, that is, the neighborhood system. A brief idea was made about the extent of mutual cooperation on the basis
of community – family – neighborhood concession, its effect today, as a result of the reforms carried out in the
neighborhood system, the powers and opportunities of this social institution are increasing.

INTRODUCTION
The smallest cell of every society and one of the sacred
mansions is the family. The social, spiritual and
educational development of society is of course a

both religious and legal actions. First President Of Our
Country In the work “High spirituality is invincible –
power” I.A.Karimov described the family as follows:
“as long as there is life in this bright world, there is a
family. While there is a family there is a so-called
Priceless blessing to have children. Since there are
children, a person always lives with noble and dream
aspirations[1, 35.] The social life, educational
environment of any country, relying on family values,
depends on the family, the upbringing of the child is
initially formed in the family and manifested in society.
A. on the harmonious relationship of parents and
children in the family.In his work titled “Family or
family management procedures”, Fitrat puts forward
the following: “there is not a single people in the world
who do not aspire to self-esteem and happiness. The
happiness and glory of each nation depends, of course,
on the internal discipline and harmony of this people.
And peace and harmony rely on the discipline of the
families of this nation” [2,8.]. From the first days of
independence, on the initiative of the first president of
our country, “Mahalla” (neighborhood), which is an
important means of strengthening the family
institution, has been established and many tasks have
been assigned.
LITERATURE REVIEW
In writing this article, works on sociology, history of
philosophy, social philosophy and legislation, as well as
normative documents were addressed.
RESEARCH METHODOLOGY
In the preparation of this article, methods and
principles such as historicity, logic, comparative
analysis, analysis and synthesis, valued approach,
succession, objectivity were effectively used.
In the work of the city of Abu Nasr Farabi Fazil people,
every person is so structured by nature that he will
need a lot of things to live and achieve a higher level of
maturity, he alone will not be able to achieve such
things, he will need a community of people to have
them... The activities of such team members deliver to
each of them everything necessary for survival and
achievement of maturity without a single whole[3, 83-
84.]. From history it is known that the basis of a whole
society or state is citizens. Every state has a strong
structure, consistent development and its role and
power in the butunjahan is being implemented due to
the excellent policy of the representatives of power
and the existence of mutual cooperation with the
people, that is, citizens, the rise to the level of high
value, which is of great importance.
In fact, even in our country, which is becoming more
and more developed in today's fast pictures and has
taken a step towards the third Renaissance, our
President Sh.Mirziyoyev commented that " the people
should serve our people, not state agencies”,- we can
not be mistaken if we say that we are making great
strides as a result of the mutual cooperation between
the citizen and the state[4, B, 16.]. In order to ensure
the cooperation of the people with the state in our
country, a large organization, an institution, a center, a
council and a social institution that self-governs
citizens, including the neighborhood system, are also
carrying out its activities.
True, the neighborhood system has existed for a long
time and for our people this system is not a novelty, but
after independence this organization has developed
the neighborhood Institute and its powers with serious
attention, opportunities have been created for the
improvement of citizens as a self-governing state div,
and even today, as a template for butunjahon, as a
result of rational policies and radical reforms aimed at

the development of the neighborhood's position in the
past, it is increasingly working as a social institution
that is being perfected. It takes into account the public
opinion of the citizens in the social institutions of the
self-governing neighborhoods, develops appropriate
forms of representation in their implementation, as
well as achieves a high position as the main means of
shaping the spirituality of the people, their national
self-esteem, values, respect for each other, morality,
the mood of mutual warmth.
Currently, high duties are assigned to the
neighborhood Institute. Article 105 of the Constitution
of the Republic of Uzbekistan. In the towns, villages
and ovules, as well as in the neighborhoods in which
they are located, as well as in the neighborhoods of
cities, the gatherings of citizens are self-governing
bodies, they elect the chairman (oqsagol). The
procedure for the election of self-governing bodies,
the organization of activities and the scope of powers
are determined by law[5, B, 60.]. The statement of the
legal status of the self-governing div of citizens, that
is, the neighborhood, in this regard, the creation of the
constitutional and legal basis of the system of self-
governing bodies of citizens, is a clear evidence that
our society and the state are providing the
neighborhoods with a wide range of opportunities. On
March 28, 2013, several amendments and additions
were introduced to the law on self-government bodies
of citizens in the new edition approved by the Senate
of the Oliy Majlis on September 14, 2017.
Analysis and results: In the new edition of the law, the
organizational and legal basis of the activities of the
citizens ' gatherings was strengthened. Including in it:
•
Self-governing
bodies
of
citizens
implementation of measures to support the
strata of the population against social injustice;
•
Identify families, lonely pensioners and
disabled people who need social assistance in
conjunction with social assistance centres for
assistance and protection of the population;
•
In connection with the provision of
employment assistance to citizens residing on
the territory of the Republic of Uzbekistan
established norms of immigration[6].
In accordance with Article 18 of the law of the new
edition of the Republic of Uzbekistan on self-governing
bodies of citizens, 8 commissions on the main
directions of the activities of the Citizens ' Assembly
shall be established at the meetings of citizens. These
commissions include:

In his speech at a meeting with representatives of
voters of the Andijan region of our president
Sh.Mirziyoyev, he put forward the following points: we
will continue the reforms in the social sphere, the way
of raising the standard and quality of life of our people,
based on the principle that “reform is not for
reform, but first of all for a person”, fully justified in life.
That is, we strictly follow the principle of maintaining a
strong social policy, which is one of the five popular
principles in the “Uzbek model” of development [7,
21.]. It is known that at present, radical changes are
being made in any sphere of our country, which is

developing on the basis of world standards. In
particular, the reforms carried out in the social sphere,
that is, the neighborhood-as an institution of self-
government of citizens-has many powers, and these
are:
•
Organizes short-term courses on teaching the
basics
of
economics,
accounting,
entrepreneurial activity and tax legislation to
citizens living in the relevant territory who
want to formulate entrepreneurial activity, as
well as inform them about the benefits and
preferences set out in the legislation on
entrepreneurship;
•
Assistance to employment promotion and
social protection centers, as well as to the
employment of young people to enterprises,
institutions and organizations located in the
relevant territory, their attachment to these
enterprises, institutions and organizations, as
well as to artisans;
•
Assistance in the preparation of documents for
obtaining a loan for the purpose of
entrepreneurship development, in the use of
privileges and preferences established by law,
in the areas of entrepreneurship in the relevant
territory, including family businesses and
artisans, is established.
Sh.Mirziyoyev said, the transformation of the
neighborhood institute into a colleague and supporter
of the people on the ground, the scales of justice,
without a doubt, will further strengthen people's trust
in the state. At the meeting on the improvement of the
neighborhood system on February 12, 2020, he
proposed to organize the Ministry of neighborhood
and Family Affairs. The new ministry has combined
more than 40 thousand employees. The president also
spoke about the status of the chairman of the
neighborhood and his appointment for 5 years.
Shortcomings in the neighborhood system were
criticized, neighborhood offices were strengthened
financially, more than 200 tasks were assigned to the
citizens of the neighborhood. 22 March was proposed
to be declared “Day of employees of the neighborhood
system”[8].
Sh.Mirziyoyev studied public opinion in the
congratulation sent to the people of Uzbekistan on the
occasion of the New Year, Mirziyoyev declared 2022 as
“ the year of human dignity and active neighborhood”
in our country. From this it can be seen that the value
of every person in society has been increased to the
level of politics, its interests and rights have been
comprehensively protected and the doors of
opportunity have been opened for the further
strengthening of relations with the neighborhood.
Interpretation is worth noting that if the family is
harmonious, the neighborhood will be peaceful and
prosperous, the state will move towards progress.
CONCLUSION
From the above comments came to the following
conclusions:
First. We must be able to understand the inseparable
connections between the state and the family, that is,
in the formation of a perfect future, to what extent the
importance of family institutions is great, and to what
extent the intelligence, morals, education, spirituality
of an adult generation plays an important role in
society.
Second. The continuous active participation in the
work of the neighborhood for the family, society,
country with full use of the opportunities of the Social
Institute of the neighborhood, which is an intermediary
between the people and the state, as well as

participation in various practical trainings, trainings
and events in ensuring the cooperation of the
education system and the neighborhood, plays an
important So young people should always be in search
and in action.
Third. If practical assistance is provided by citizens in
increasing the role of the neighborhood in our social
life, eradicating poverty in our country with the use of
its powers, as well as providing the population with a
decent layer of employment, it will be possible to
effectively eliminate unemployment and spend the
free time of youth in each neighborhood under mutual
agreement.
