ABSTRACT
In this article the experiences of European countries in developing sustainable public transport is learnt and matched
to different Asian developing countries such as Uzbekistan. The most initial steps to develop preliable and attractive
public transport are inspected and steps of approach regarding how we should develop our public transport are
mentioned with details in this paper.

urgent principles. The reason is that every lost minute
of workers or students in cities while they are travelling
among the daily destinations totally sums up billions of
dollar every day. In recent years, the growing
population of cities in both European and Asian
countries has led to a spontaneous increase in demand
for public transport.
Further development of this sector will improve the
living standards of the urban population, prevent
congestion in urban areas, as well as reduce the
amount of environmentally harmful gases emitted into
the environment from vehicles. In order to make the
people to prefer public transport for their daily trips
rather than their own vehicles, the public transport
should be attractive in all aspects, in terms of time,
economy, safety and convenience. We can identify the
most basic and fundamental principles from the
European countries’ experience in the development of
urban transport.
Main div. If we look at the development of public
transport around the world, the most important stage
is the use of electronic devices that provide
information about the movement of urban transport
to urban passengers. The first experience in the
application of such information technologies in public
transport mainly belongs to European experts.
Therefore, we will analyze the steps that have already
been taken by European countries and are considered
fundamental in improving urban transport, but not
fully implemented in Asia and some developing
countries.
An Intelligent Transportation System is the key stage in
developing urban transport system. In general, ITS is
an application which will make the passenger better
informed, safer, more coordinated and smarter while
using public transportation networks. Basically it is a
system in which information and communication
technologies are applied in the field of road transport.
To quote certain examples, Speed guns checking the
speed of automobile automatically, Automatic number
plate recognition, feedback information display from
the GPS installed on buses, which will enable passenger
to know when the bus will reach that place etc.
There are big differences about the development of
urban public transport between European and Central
Asian countries. Having a close glance, in the area of
information technologies in urban transport, three
main differences are distinguished which have not
been well organized in poor countries. These three
main differences are categorized below in terms of
possibilities, advantages and difficulties in their
implementation (Table 1).

numbers from 1 to 4.
All public transport
modes are provided with
tables including the map of
integrated transportation.
It makes travelers’ trip
easier to move on urban
transport.
Passengers can be
aware of which transport
modes are available to
change. For example,
people know where they
can interchange from
subway to tram or bus.
In general, it does
not require much
implementation cost to
organize it on public
transport such as bus,
subway, tram and light
train etc. Such tables must
be attached at the each
door of public transport.

stops.
Tables show data
about when next transport
will arrive in real time.
This helps increase
attractiveness of public
transport when it is reliable
for passengers.
An implementation
of this principle might be a
bit costly when it comes to
provide all transports with
navigators and electronic
devices.

All urban transport
modes should be usually
united and integrated each
other in one terminal.
This provides city
travelers to pass among
different modes and get
their destinations safely,
cost effectively, quickly
and environmentally
friendly.
To run all public
transport modes in this way
might need much effort by
government. And the
method of transport fare
also should be changed
from single trip based to
time based.

CONCLUSIONS
Providing a convenient, safe, fast and reliable public
transport service for passengers is one of the most
pressing issues in all megacities. And interestingly, the
quality of urban transport provides the better potential
of city dwellers by saving their precious time and
ensuring their safety. Providing an equality of between
accessibility and mobility is a critical aspect in creating
a sound and sustainable public transportation.
It is clear that, everyone wants to have right choices for
their trip but these steps based on three principles
mentioned above for development of urban public
transport are not easy to achieve in short time. The
obvious reason is the financial problem in
governmental organizations as no one is willing to pay
extra for improvements in such the transport planning,
transport structure or roads and others around them in
their neighborhood. That is why, expertizes in this area
from poor countries should learn how to develop
urban public transport by making long term projects

based on implementing mentioned principles in
congested cities step by step. At the end, these all
approaches in urban areas will make public transport
more attractive and reliable then surely lead to the
safer, quicker, more cost effective and more
environmentally
