Convenient and Wide Opportunities for Readers

Abstract:
The article explores the modernization of information and library services in Uzbekistan, focusing on
how libraries are evolving to meet the needs of readers in the digital age. It highlights major government initiatives
and legal reforms aimed at improving access to information, preserving cultural heritage, and automating library
processes. Special attention is given to the implementation of the Unified Electronic Catalog (Y.E.K.) system, which
enhances information sharing between libraries, simplifies book searches, and supports electronic services for
users. The article emphasizes the role of digital technologies in creating a more efficient, user-friendly, and
culturally significant library system.

Introduction:
In all periods of the historical
development of the Republic of Uzbekistan,
librarianship, as one of the ways of distributing books
and their distribution in society, has been considered
an integral part of human culture. In the processes of
cultural and historical continuity and succession, books
and libraries are a unique means of ensuring the
connection between people, between their present
and their past and future, an integral link in the spiritual
connection of generations and ancestors.
Today, the creation of a qualitatively new system of
information and library services for the population,
ensuring the constitutional rights of the population to
free access to information, including national values
and world culture, practical and fundamental
knowledge, preserving and enriching the national
cultural heritage stored in libraries, and organizing the
activities of information and library institutions through
the widespread introduction of information and
communication technologies is becoming a priority
task.
This allows for information and library activities,
providing services to readers, replenishing and
maintaining funds, automating library processes,
conducting scientific research and organizational and
methodological activities, including organizing spiritual
and educational events, training, retraining and
motivating personnel.
In accordance with the Resolution of the President of
the Republic of Uzbekistan No. 4354 dated June 7, 2019
“On further improving
the provision of information and
library services to the population of Uzbekistan”, it
serves to ensure the free use of information and library
services by readers, while at the same time enjoying
our national values and world culture, and to create a
new system of providing information and library
services. This resolution will certainly serve as a basis
for radically changing the information and library
sector, conveying our rich national heritage, values,
and history in libraries to the younger generation. At
the same time, a fundamental turning point was made
in the information and library sector, and on
September 30, 2022, Resolution No. 552 of the Cabinet
of Ministers of the Republic of Uzbekistan “On approval
of certain regulatory legal acts in the field of accounting
for information resources in information and library
institutions, storage and write-
off of funds” was
adopted. This was a great practical assistance to library
staff in organizing their work correctly and working
with documents during their work activities. Through
the regulations approved by this resolution, the norms
for accounting for literature received by the library,
placing it in the fund, and writing off obsolete literature
have been improved and implemented. Individual and
collective accounting of literature received by the
information library center is carried out, both
technically and scientifically processed, and placed on

the basis of the K.B.K and U.D.K tables. It is necessary
to enrich the fund with the necessary literature based
on the needs and wishes of the reader, which will lead
to the expansion of the ranks of readers. In accordance
with the procedure specified in the regulations, the
information library resources received by the
information library center are immediately divided into
permanent, long-term and temporary storage and
accounted for. Literature included in the fund of the
information library center is delivered to the reader in
a timely manner, after scientific and technical
processing.
Nowadays, information technologies are developing
rapidly in all areas, and in addition to providing
traditional services to readers, libraries are also
providing electronic services and electronic registration
of readers, and forming an electronic database of
books. A.K.M. funds are entered into the Republican
Collection Electronic Catalog database on a monthly
basis. The Collection Electronic Catalog system is a
modern electronic library service created for all
readers, students, and scholars in the republic. The
main task of the Collection Electronic Catalog system is
to improve information exchange between libraries,
ensure user access to information resources, and
increase the technical efficiency of librarians. The
Unified Library serves to expand the need for
information and create a broad information
environment for all segments of society. This system
performs the following functions: it consolidates
information resources into a single database, provides
users with the opportunity to quickly and easily search
for literature, effectively organizes information
management processes by automating library
activities, and also serves to automate library activities
based on modern digital technologies. It is of great
importance in improving the national information
policy and allows for the preservation and
dissemination of cultural heritage. Its main purpose is
to place books, newspapers and magazines in
electronic form, to quickly and easily find information
and to provide the user with accurate and correct
information. This system advantages include a wide
selection of Uzbek and foreign literature, the ability to
receive the latest information and news, and the ability
to purchase and add books online. Another important
feature of the system is that it simplifies the work of the
library, making it very convenient for readers to easily
find electronic books, articles and other scientific
information resources through the program. In the
future, it is expected that the Y. E. K system will be
further expanded, further simplifying work processes
for library staff, enriching it with many applications and
developing to fully meet the needs of readers.
In short, the Y. E. K system is being successfully
implemented as an innovative solution in the field of
information libraries. The Y. E. K system has provided
users with quick access to information resources of
various libraries through a single platform.
The joint electronic catalog system is an important
contribution to the development of the information
society by improving the activities of information and
library institutions, effectively using information
resources and raising information exchange to a higher
level.
CONCLUSION
In conclusion, the modernization of information and
library services in Uzbekistan reflects the cou
ntry’s
strategic commitment to building an informed,
culturally aware, and technologically advanced society.
Libraries are no longer limited to traditional functions
of book lending and reading spaces; they have
transformed into dynamic centers for digital learning,
knowledge sharing, and cultural preservation. The
integration of modern information and communication
technologies has significantly improved the efficiency
and reach of library services, allowing for faster access
to a broad range of national and international
resources.
Government resolutions, such as the Presidential
Decree No. 4354 (2019) and Cabinet Resolution No. 552
(2022), have played a pivotal role in shaping the legal
and institutional framework for libraries. These policies
aim to ensure the protection and systematic use of
library collections, enhance accountability, and align
library activities with global standards.
One of the most impactful developments has been the
implementation of the Unified Electronic Catalog
(Y.E.K.) system, which unites libraries under a single
electronic platform. This system simplifies access to
information for readers, enables librarians to manage
collections efficiently, and promotes the digitalization
of literary and scientific content. It also enhances
collaboration between libraries across the country and
contributes to the dissemination of both national and
global cultural heritage.
Looking ahead, further enrichment of library
collections based on reader demand, ongoing
technological
upgrades,
and
the
professional
development of library staff will be essential. As
libraries continue to embrace digital transformation,
their role as inclusive, accessible, and innovative hubs
of knowledge will be strengthened, ultimately
supporting the intellectual and cultural growth of all
segments of society.
