THE URGENCY AND NECESSITY OF DEVELOPING A
METHODOLOGICAL SYSTEM FOR FORMING ECO-AESTHETIC
COMPETENCE IN PRIMARY SCHOOL STUDENTS

In today’s world, the critical deterioration of environmental conditions, the
increasing complexity of industrial relations, and global ecological challenges
demand the formation of eco-aesthetic competence in primary school students.
This also necessitates discovering new approaches to protecting the
environment, fostering proper attitudes toward nature, and improving the
methodological system to support such developments.
Among pressing safety concerns, in addition to ensuring personal security,
it is equally important to safeguard the well-being of primary school pupils by
enhancing their physical, mental, and social health, and by cultivating the ability
to creatively solve problems that negatively affect their unique characteristics.
Through global media, we observe that worsening ecological situations in
various parts of the world are not only harming public health but also disrupting
the social and economic way of life. For example, as a result of wildfires in Los
Angeles that began on January 7, 2025, thousands of people have been forced to
evacuate their homes. The increasing level of air pollution, the destruction of
biodiversity, and the elevated risk levels all serve as evidence that ecological
systems are seriously damaged and destabilized.
Such occurrences around us and ongoing ecological processes confirm the
relevance and significance of eco-aesthetic competence—both now and in the
near future.
Globally, several UN-affiliated committees work to address human safety,
environmental issues, and the prevention of potential emergencies. More than
20 specialized agencies under the UN operate in this sphere. For example, the
Food and Agriculture Organization (FAO) is an intergovernmental organization
and a specialized agency of the United Nations established in 1945,
headquartered in Rome, Italy. Its primary functions include gathering and
analyzing data on food and agriculture, and helping improve the production and
distribution of food and agricultural goods.

Organizations like the World Health Organization (WHO), based in Geneva;
the World Meteorological Organization; the International Atomic Energy Agency
(IAEA); and the Organization for Security and Co-operation in Europe (OSCE)
are also involved in protecting health and the environment, monitoring sanitary
and epidemiological conditions, and preventing or mitigating various natural,
technological, and ecological disasters.
In Uzbekistan, ecology is increasingly recognized as a multi-disciplinary
field. The scientific essence and conceptual meaning of ecology are being applied
to education through innovative and creative thinking. The quality and efficiency
of environmental education and upbringing are being expanded.
According to the Presidential Decree No. PF-5863 issued on October 30,
2019, on “Approval of the Environmental Protection Concept of the Republic of
Uzbekistan until 2030,” one of the key priorities is to “prevent environmental
problems that threaten the environment, public health, and the national gene
pool.”
To implement this goal, it is essential to improve the quality of education by
integrating teaching materials that foster eco-aesthetic competence, modernize
teaching methodologies, and gradually incorporate principles of privatization
into the process. This is one of the most urgent challenges of our time.
Relevant documents and regulations such as: the 2022–2026 Development
Strategy (Decree PF-60, January 28, 2022); the Cabinet of Ministers Resolution
No. 434 (May 27, 2019) on the development of ecological education; the
Technical Regulation on Environmental Safety (No. 95, February 18, 2020); and
the Presidential Decree No. PF-6108 (November 6, 2020) on advancing
education, training, and science—alongside the Law on Education, the Law on
State Youth Policy, and the “Green Space” initiative spearheaded by President
Shavkat
Mirziyoyev—clearly
outline
Uzbekistan’s
commitment
to
environmental protection and ecological education.
We hope that our ongoing scientific research in this direction will serve a
fundamental purpose in achieving these national priorities.
