Annotation

This article is intended for undergraduate students of the Pedagogical

Higher Educational Institution and professors of higher pedagogical education.
Pedagogical conditions and quality indicators of using innovative organizational
and didactic forms of education in the methodical improvement of students'
creative competencies based on foresight technologies, information and didactic
support are described. The method of improvement of students' creative
competences based on Forsayt technologies, innovative approach is covered.

Modeling the process of improving students' creative competencies based

on foresight technologies, developing the training of pedagogic personnel of the
higher education system, evaluating the levels of improvement of students'
creative competencies based on foresight technologies, processing the results,
and developing methodological recommendations were all part of the analysis of
the process of improving students' creative competencies based on foresight
technologies, clarifying the pedagogical conditions, and meaningfully developing
the information and didactic support of preparing students for improving their
creative competencies based on foresight technologies.

This research serves to a certain extent the implementation of the tasks

defined in the Decision of the President of the Republic of Uzbekistan dated
January 28, 2022, No. . In the "Concept of the Development of the Higher
Education System of the Republic of Uzbekistan until 2030", the following tasks
were defined in terms of increasing the effectiveness of scientific and research
work in higher educational institutions, creating an innovative infrastructure of
science: commercialization of the results of education, science, innovation and
scientific research in higher educational institutions. step-by-step introduction
of the "University 3.0" concept, which implies the interdependence of its

activities; special attention has been paid to the urgency of establishing and
developing foresight centers, technoparks, innovative technology transfer
centers, accelerators, startups, and business incubators in higher education
institutions.

The implementation of the tasks defined in the "Concept of the

Development of the Higher Education System of the Republic of Uzbekistan until
2030" requires the use of the most modern pedagogical and digital technologies
in the educational system. In addition, it is necessary for our national personnel
who are being trained in higher education to be able to see the future, to be
flexible to the rapidly changing competitive environment, and to be able to apply
the principles of sustainable development in practice. At a moment when the
advancement of education is speeding up, the appropriate enhancement of
future educational strategies is fundamental for sustainable development. In
today's globalized world, employing Foresight technologies for the creation of
strategic plans, roadmaps, and concepts addressing major issues (like electronic
information exchange, socio-economic, technological, political, etc.) across
global, regional, national, or educational sectors is seen as the most effective and
optimal choice. A long-term (spanning 5 to 30 years) development program or
concept grounded in foresight developed using short-term, concrete empirical
information, meaning that future strategies are devised based on clear, high-
quality evidence.

In advanced nations, foresight is commonly utilized within distinct

organizations or enterprises, where foresight technology aids in formulating the
company's future strategic plans, identifying technologies requiring
enhancement, and creating roadmaps to reach the objectives. Consequently,
foresight technologies are extensively utilized in the training of educational
specialists within the higher education systems of developed nations, focusing
on e-learning theory and methodology, pedagogy, creative pedagogy, and related
foresight subjects incorporated into curricula. Foresight is a fairly recent term,
thus a precise definition for it has not been established yet. The global issues
surrounding electronic education, rooted in international collaboration and
utilizing Forsight technologies, as well as the continued advancement of this
sector through partnership and enhancement of Forsight technologies, are
significant. Consequently, foresight technologies are extensively employed in the
training of educational professionals within the higher education systems of
developed nations, focusing on e-learning theories and methodologies,
pedagogy, creative pedagogy, and related topics, which are incorporated into

their curricula. Foresight is a fairly recent term, so an ideal definition has not
been established yet. Internationally collaborative issues surrounding electronic
education utilizing Forsight technologies, along with the ongoing advancement
of this sector through partnership and enhancement of Forsight technologies,
hold great significance.

A significant issue confronting numerous production firms and

organizations in our republic is the absence of a systematic approach to creating
electronic information networks, which encompass long-term strategic plans,
concepts, and future roadmaps in education, grounded in foresight technologies.
This occurs because the development process for high-tech projects proceeds
without considering the evolution of market and technological trends. Due to
insufficient advancement of collaborative processes in the innovation sector, a
gradual approach to the integration of scientific breakthroughs into production
and a undervaluation of research on the theory and methodology of electronic
education were noted. Consequently, in higher education's instructional process,
equipping aspiring educators with knowledge about foresight technology
utilization, its elements, foresight techniques, along with the extensive
implementation of this technology as an innovative instructional method in
education, and enhancing students' creative abilities through foresight
technologies, the cultivation of "Foresight creative competence" is essential now.
Forsight technology represents an emerging innovation in Uzbekistan's
education sector; consequently, a pressing issue lies in the absence of foresight
studies regarding electronic networks, as well as the theory and methodology of
electronic education for novice educators, alongside the reality that there have
been no defended scientific dissertations on Forsight technology. The analyses
above indicate that the concept of students' creative competence was
formulated according to Forsait.

“The innovative skills of students grounded in foresight technology involve the

theory and methods of electronic education, a proper grasp of the long-term,
medium-term, and short-term outlook for professionals in higher education, as
well as forecasting, strategic planning, and prompt decision-making for executing
plans and attaining the desired outcome. It comprises a collection of personal
traits designed to develop creative knowledge, abilities, and competencies for
delivery, oversight, and assessment, as well as specific creative knowledge and
skills associated with creative competence based on Forsight”.

During the research, methods such as the analysis of scientific and

teaching-methodical literature, pedagogical observation, comparative analysis,

generalization, pedagogical experiment-test, mathematical-statistical analysis
were used. Research results and discussions. The content of creative
competence on the basis of foresight technology is to improve the future career
development model of future pedagogues with the help of forecasting methods.
Studying foresight technologies in Higher Education Institutions is a highly
promising technology.

Currently, the objective of higher education institutions' strategy is to

utilize innovative educational technologies aimed at enhancing creative
competence for training competitive professionals in the labor market. In the
educational field of "Creative pedagogue," it is necessary to incorporate foresight
technology into the training classes of specialized subjects, emphasizing project-
based activities and independent scientific and creative thinking. It is essential
to structure independent learning using electronic educational materials. The
fostering of "creative competence through Foresight technology" in future
educators is outlined by the foresight educator, emphasizing the educator's
strategic planning skills and accountability for their own choices, and is viewed
as a management approach. Foresight technology methodology is a strategic
management approach that aids in shaping the future of a strategic plan by
considering the competitive strengths of the educational institution. The term
foresight technology was initially applied in the realm of economics. Identifying
the characteristics of creative skills is crucial for planning and advancing a
pedagogue's career. Drawing from foresight technology, creative competence
can be viewed as a collection of knowledge and abilities related to the strategic
creative management of human resources. Competence includes multiple
elements and is associated with individual knowledge, abilities, hands-on
experience, and attributes. It should be noted that the concepts of "competence"
and "competency" are widely used in the theory and practice of pedagogy, and
are a controversial issue among scientists. The term "competence" is more
commonly used in the UK and refers to the performance of a professional. The
term "competency" is used in the USA to describe the abilities and personal
characteristics that determine the character of a specialist. This means what
personal characteristics and abilities of a specialist ensure his successful activity
in his field. These scholars consider these terms as complementary terms and
are defined as the end result of education in the relevant field and various
personal and educational characteristics of a person. From the analysis of
scientific research works revealing the essence of the terms "Competence" and

"Competence", it can be concluded that these terms complement and represent
each other.

Educational forms consist of problem-based lectures, practical and seminar

classes, educational and research works, and professional practices in the
traditional educational system. Educational tools consist of electronic
educational resources and a pedagogical simulator. We divide the evaluation-
resultative component of the foresight competence and the main indicators that
determine their characteristics into 5 groups:

1. To have theoretical knowledge of forecasting based on foresight

technology (to master foresight technologies, to use them in practice, to have
long-, medium- and short-term forecasting skills based on foresight).

2. Development of strategic plans and road maps (acquiring the ability to

develop strategic plans and road maps based on forecast results).

3. Development of a mechanism for developing creative competence in

future pedagogues based on foresight technology.

4. Development of targeted creative competence based on foresight

technology.

5. Development of indicators of foresight technology aimed at use in the

future teacher`s professional activity or entire life activity. Forecasting, strategic
planning, making quick decisions on the implementation of plans and ensuring
the achievement of the specified result.

Innovative approaches:

practice, personal activity, research-oriented

principles of education: systematic, active, variety, practice-oriented. In the
effective activities of future pedagogues, the issue of achieving the planned
result is in the first place, other factors of creative competence based on the
foresight technology (knowledge, skills, abilities, etc.) are auxiliary components
in relation to the achieved result. The activity algorithm of the future pedagogue
will be complex, varied and focused on the personality of the student. Student's
foresight competence develops depending on his theoretical knowledge, skills
and abilities in using foresight, personal professional characteristics,
psychological characteristics (melancholic, choleric, sanguine and phlegmatic)
and professional experience. Most importantly, it depends on their approach to
self-development and self-assessment, and their ability to use their skills in
practice. This also corresponds to the principle of "Learning throughout a
person's life". In conclusion, the main components that determine professional
competence in future pedagogues and the component that determines creative
competence based on foresight technology. It is desirable to use the foresight

technology in the teaching of specialized subjects at the Pedagogical Higher
Education Institution and to achieve the development of "creative competence
based on the foresight technology" in future pedagogues. To provide sufficient
information about foresight technology to students of such fields as Pedagogy,
Information Technologies, Informatics, services, in training of competitive
personnel in accordance with world standards in Pedagogical Higher Education
Institutions, to include subjects related to foresight in the block of elective
subjects of curricula, to teach these subjects improvement of methods is the
need of the hour.
