OF INNOVATIVE DEVELOPMENT

Abstract:
This article talks about the effective organization of the work
process in industrial enterprises, the selection of personnel, the development and
management of the enterprise together with the team. Necessary information about
the strategies and legal relations used to increase the economic potential of industrial
enterprises was provided. Including, we can see how to effectively use human
resources in industrial enterprises.

В данной статье говорится об эффективной организации
рабочего процесса на промышленных предприятиях, подборе персонала,
развитии и управлении предприятием совместно с коллективом. Была
предоставлена необходимая информация о стратегиях и правовых отношениях,
используемых для повышения экономического потенциала промышленных
предприятий. В том числе, мы можем увидеть, как эффективно использовать
человеческие ресурсы на промышленных предприятиях.

INTRODUCTION
According to the analysis of world practice, in the conditions of globalization,
moving the economy of countries to the path of innovative development, including
improving the organizational and economic mechanism of innovative management of
industrial enterprises, is considered an important condition for achieving high
economic efficiency. For example, according to the "Global Innovation Index -
2021", countries such as Sweden, the USA, and Switzerland occupy the leading
positions in "Business Sophistication", which describes the efficiency of innovation
management of industrial enterprises, in particular, in the transfer of knowledge and
innovations. more than 70 percent of GDP in countries is created at the expense of
innovative economy
.
According to the above data, priority is given to improving the efficiency of
innovative management of industrial enterprises in developed countries. Also, in
these countries, production efficiency indicators have a trend of stable development
due to the basis of innovative developments in the organization of production
processes in industrial enterprises, technical and technological arming of the
production of goods and services.

Among the countries of the world, in the Republic of Uzbekistan, in recent
years, special priority has been given to measures aimed at moving the economy to
the path of innovative development. as we have done, we can achieve this only with
rapid reforms, knowledge and innovation"
.
One of the main tasks of the development of the society is to create conditions
for ensuring the activeness of citizens in the renewal and reforms in the country in the
process of building a democratic and civil society. This situation requires a unique
harmony in social life and in the process of reforms in state and community
management.
LITERATURE REVIEW
The problems of managing the economic potential of industrial enterprises in
the conditions of innovative development, its specific role in the modern market
economy have been thoroughly studied by Uzbek and foreign scientists. In many
scientific works of world-famous foreign economists, the theoretical and practical
aspects of the problems of managing the economic potential of industrial enterprises
in the modern market economy are considered. The topics related to the management
of industrial enterprises and the importance of innovative activities in economically
developed countries were studied by scientists such as A. Smith and F. Galton.
According to A. Smith's point of view, management of the economic potential
of enterprises is determined by the contribution of the population engaged in
productive work in the society and the level of labor productivity. Smith makes an in-
depth study of income and wage issues in industrial enterprises. Each class has its
own basic income:
workers receive wages, capitalists receive profits, and landowners receive
rents. Smith advocates that wages should be much higher than the living wage, that
the costs of children's lives and education should also be taken into account, and that
wages should be directly related to the growth of national wealth.
F. Galton expressed different opinions on managing the economic potential of
industrial enterprises: "Something that is clear and lasting", that is, a sphygmograph
to measure a sign with a certain permanence, a sphygmograph to determine blood
pressure The use of Mosso apparatus and other tools is suggested. One of the main
factors in increasing the economic potential is the treatment of the employees of each
enterprise in accordance with their character in the management system. A true
measure of character is provided by "statistics of every man's conduct in small daily
affairs." F. Galton's research in this direction, although incomplete, prompted the

METHODOLOGY
This article uses logical, systematic analysis, statistical-economic and
comparative analysis, comparative and structural analysis and a number of other
methods.
It shows that researching the methodological bases of improving the
organizational-economic mechanism of management and management of the
economic potential of national economic sectors, in particular, industrial enterprises,
in the conditions of innovative development, is a scientific problem of urgent
scientific and practical importance, it determines the relevance of the topic.
DISCUSSIONS AND RESULTS
In the conditions of today's economic development, the development of
industrial sectors of countries at the modern stage of world development is, on the
one hand, effective use of available resources, and on the other hand,

Competitiveness is ensured by innovative technologies and high level of
specialization. As a whole, the share of industry in the total volume of world GDP is
the highest in the countries of the Middle East, East Asia and South Africa, and
according to the World Bank, industrial production and employment have a high
impact on the economy of each country.
Taking into account everything, on the basis of experiences in the development
of industrial sectors in the world, increasing economic efficiency in industrial
enterprises, developing innovative-technological activities and ensuring
competitiveness of products on this basis, classifying factors affecting the efficiency

of production activities, reducing costs and increasing productivity, high in-depth
study of scientific problems in areas such as establishing cooperation with the centers
of the world innovation markets for technologies, attracting investments, increases
the relevance of the research work.
In this regard, the Decree of the Republic of Uzbekistan on the Development
Strategy of New Uzbekistan for 2022-2026 strengthens the responsibility and
accountability of state administration bodies in solving territorial issues based on the
principle of "State - for people" and their strategic or in order to create a new system
aimed at planning directions, to develop a one-year work program of state
administration bodies at all levels, including with the participation of the public, to
establish the practice of constantly announcing their implementation status, by state
administration bodies It is established that a system of public monitoring of the
execution of decisions, including regular announcements in the mass media, will be
created
.
It is worth noting that the President of the Republic of Uzbekistan, while
criticizing the shortcomings in the implementation of the target programs for the
development of the existing economic sectors in the country, in particular, "..the
effectiveness of the implementation of the target programs that show the
effectiveness of the reforms. Among these are the condition of production facilities,
which are the economic and financial indicators of the development of industry and
other sectors, the reduction of expenses and costs, the localization and the level of
profitability, and the absolute increase of product competitiveness
.
It is known that at the heart of all the above reforms lies the realization of the
innovative potential of state and non-state sector enterprises at a steady pace.
Therefore, in the conditions of today's globalization and liberalization of the national
economy, based on the characteristics of the national economy, it is necessary to
evaluate the innovative potential, its formation and development, a comprehensive
study of the theoretical and methodological issues of management, to determine the
factors and specific characteristics of the development and management of the
innovative potential in industrial enterprises, improvement of the organizational and
legal basis of increasing the innovative potential in industrial enterprises in the
republic, comparative study of innovative potential evaluation methods, and
determination of the modern state and trends of innovative activity management

mechanisms in industrial enterprises are among the urgent problems awaiting their
solution.
In modernizing Uzbekistan, special attention is paid to quality indicators such
as modernization of economic sectors, qualitative development based on modern
requirements, wide introduction of innovative technologies in production, ensuring
competitiveness of production in the world market based on digital and innovative
technologies. As a result, the share of our country's industry in the gross domestic
product is constantly growing. In addition, in the Republic of Uzbekistan
further modernize and diversify the industry by moving high-tech processing
industries to a qualitatively new stage aimed at the rapid development of the
production of finished products with high added value based on deep processing of
local raw materials" is included.
Of course, during the years of independence, industrial sectors like other
sectors of the economy in our country developed rapidly, and new industries such as
oil and gas, chemical industry, automotive industry, construction materials and
pharmaceutical industry were formed and developed. Thousands of industrial goods
are offered under the brand name.
It is possible to assess the level of innovative activity in industrial enterprises,
its competitiveness and, as a result, the overall level of development. The higher the
innovative activity of the enterprise, the more intensive its innovative activity. At this
point, the group of main principles of increasing and improving the economic
efficiency of the enterprise was systematized as follows.
In this article, the analysis of changes in the production of industrial products
of the Jizzakh region in 2008-2020, industrial potential, modernization and
diversification of industrial enterprises, production of high-added-value industrial and
consumer products, and the launch of high-tech modern enterprises in 2007 gross
domestic product production volume 163147.0 mln. amounted to 21,314.2 billion
soums, and in 2022, the gross regional domestic product produced by the region was
21,314.2 billion amounted to soums (Table 1).

Table 1 shows that the total production volume of industrial products in
Jizzakh region in 2017 was 2,548.8 billion. If it amounted to 4,586.5 billion soums in
2020, this indicator increased by 128.0% compared to 2018.
In the development of industry, in addition to the establishment of new
industries, the development of existing industries, the structural restructuring of the
economy, the establishment of production infrastructure, the creation of an
intellectual base that manages industrial enterprises and provides new production is
also required. Based on the conducted research, it should be noted that innovative
activity is an independent category, characterized by the effectiveness and regularity
of innovations, the dynamics of actions to create and implement innovations (Table
2).

The theoretical importance of the classification of factors affecting the
efficiency of industrial enterprises is that it allows to fully reveal the essence of
efficiency, taking into account certain directions of the enterprise's activity, to
determine the ratio between factors, and to illuminate the characteristics of the
influence of individual factors. Accordingly, it is appropriate to research
physiological, technical-technological, organizational, economic, social-
psychological factors affecting economic efficiency in industrial enterprises based on
their economic nature.
The unstable nature of trends and events that determine the state and dynamics
of the development of the industrial-economic system, its direction, is often an
obstacle to the implementation of reforms aimed at maintaining the economic
efficiency and maximum development of enterprises. This situation creates new
requirements for the activities of enterprises, their ability to quickly react and adapt to
the factors of the changing market environment, optimal use of existing resources and
management tools to achieve large-scale use. These include innovative financial
resources, the level of human resources development, innovation and market activity,
and others.
In entrepreneurship, it has definitely been proven as a process related to the
results of the enterprise's activity, its potential and competitiveness. Therefore, the
management of business activity should have a leading position in the entire
management system of the enterprise, because it will create appropriate conditions
for its value to grow.
CONCLUSION AND SUGGESTIONS
Based on the above information, we can conclude that the organization of
associations of industrial enterprises engaged in innovative activities, along with
increasing the speed of mutual transfer of innovations, will create an opportunity for
further development of innovative cooperation between enterprises. In order to
increase the economic potential of industrial enterprises, it is necessary to perform the
following tasks:
- increase the level of implementation of innovative projects by industrial
enterprises;
- expansion of international cooperation on the implementation of innovative
projects among industrial enterprises;
- acceleration of mutual transfer of innovations between industrial enterprises;
- conducting innovative marketing research in the regions;- formation of
requirements for new innovative projects;

- increase the efficiency of using internal and external opportunities in the
development of innovative activities of industrial enterprises.
In our opinion, by implementing the organizational and economic mechanism
of increasing the efficiency of innovative management of industrial enterprises
proposed above, the level of innovative activity of the industrial enterprises of our
country will increase in the long term, and the possibilities of implementing
innovations will expand.
